Overview
I am an experienced Supply Chain AKA Material Management practitioner with 37 years in goods procurement, warehousing, expediting and transportation as well as construction and personnel services contracting. This transpired in several federal departments, in various positions across Canada. Some projects were valued in access of $1,000,000.00, involving some of North America’s largest companies, for politically sensitive and mission critical requirements and in compliance with various international agreements such as NAFTA. I later added an IT Diploma, from NAIT, to maintain experience in emerging support technologies.
Qualifications
I am skilled in developing and managing diverse groups of staff, clients and providers with a proven record in managing diverse (and often dispersed) groups of managers and staff. In my last position I oversaw upwards of 29 procurement, contracting, leasing, warehousing and cafeteria staff, located in three separate cities, with a client base (RCMP) across the three prairie provinces, NWT & Nunavut.
Professional Experience
RCMP Regional Manager, Procurement and Contracting 2001 – 2007
Developed, led and managed a dispersed group of 39 managers and staff in the provision of Supply Chain Management services to the North West Region (AB, SK, MB, NWT & Nunavut) including goods procurement, warehousing and distribution, disposal operations, food services, construction contracting, and contracting for services. This included the management of fiscal and human resources, policy development and enforcement, staffing and training and client relations. This was a senior management position reporting directly to the executive.
Various Departments: Materiel Management 1972 – 2001
I held increasingly responsible positions, within various federal departments providing materiel management and supply chain management to federal operations in Eastern Canada. This included a 10 year period, in Ottawa, as a senior policy analyst (authoring, implementing and monitoring national policy) in the areas of Procurement, Vehicle Management and Disposal Operations. This included extensive inter-departmental committee involvement including (then) PWGSC and the Treasury Board.
I also spent several years in the Canadian Armed Forces Land Reserve (Militia) as a Supply Technician achieving the rank of Sergeant. This provided additional Materiel Management and Leadership training and experience.

Proficiencies
While in Ottawa as a Senior Policy Analyst with Fisheries & Oceans, I developed and published the departmental policy manual for Goods Procurement which included a full life cycle management diagram for those not versed in Material Management. When issues arose in Question Period, in Parliament, that pertained to any of my portfolios it was my responsibility to draft the Ministerial Inquiry response for our Minister. The final version had to be in his ‘Box’, in his car by 4 o'clock that day! I also set up, deployed and maintained a department wide system that provided chart based ‘quick views’ of each region / sector’s material and motor vehicle holdings for the responsible executives to access from their region.
As Departmental Fleet Manager I was responsible for the department’s annual motor vehicle acquisition program.. I gathered requirements from each region, via the Regional Mateial Managers, performed initial triage (discussed questionable / excessive requests with the appropriate senior regional managers, ensuring a reasonable compliance with NAFTA. I coordinated the acquisition with Contracts Canada. One year floods on the Mississippi River knocked out a major factory that produced one of the department's preferred patrol vehicles. I ended up spending several days on the road in Ontario & Quebec taking advanced receipt, on behave of the GOC in order to enable payment prior to fiscal year end; a significant personnel risk. As a result, we were the only department to obtain all our vehicles that year.

Information Technologies
On graduation from NAIT, I joined Reflex Software Solutions as a customer consultant and later served as First Level Quality Assurance for any new developments. I subsequently developed and published the on-line manuals, release notes and other technical documentation for the client users. Additionally, I have experience with Windows and Linux, various programming languages, Systems Analysis and Design, Quality Assurance and Technical Documentation.

Major Accomplishments
RE: Departmental Road Vehicle Fuelling System
In Fisheries & Oceans there was deemed to be a need for a simplified and cost effective vehicle fuelling acquisition process for all departmental motor vehicles and small boats country wide that would provide a single company fuelling ‘card’ for drivers /operators. As the Departmental Motor Vehicle Manager, I was tasked with developing and managing the project for the department.
I garnered utilization estimates from ’trusted’ departmental contacts and developed the project using MS Project with a 6 months time frame while my PWGSC (now Contracts Canada) colleagues developed cost expectations. The departmental executive accepted our plan. We held presentation opportunities for providers to judge the industry's capabilities. This allowed us to tailor out tender call to minimize startup failure. PWGSC issued the RFP and we successfully established the system within our time / cost parameters. I then spent several weeks on the road across the country introducing the new system and monitored it thereafter.
RE: The Alternative Fuels Act
While I was in Ottawa, a bill was passed in the Senate to require a large percentage of all government vehicles be converted to alternative fuels within a very short time-frame. I was tasked with assessing the departmental impact. I conferred with my colleagues in other departments as well as my own. I also had occasion to discus it with the initiating senator. Extensive analysis showed that the only place we could possibly meet the requirement was up north where there is a preponderance of heating with propane / ethanol. There were also serious safety issues with parking alternative fuelled vehicles indoors at he time.
I presented my conclusion to the ADM Finance for furtherance to the Minister. In it I recommended the inclusion of ‘where reasonably and safely available’. The Alternative Fuels Act was past by Parliament
with the inclusion of ‘ where feasible’.
RE: Light Station Modernization Project – Canadian Coast Guard, Newfoundland & Labrador
This was in support of a major country wide modernization program that had stalled in Newfoundland / Labrador. As such, I handled it myself to shield my senior staff from any repercussions. I selected several of the most inaccessible light stations in the province as locations for mandatory site visits. I chartered a large military type helicopter to ferry myself and interested company representatives to these locations in the course of a somewhat long arduous and scary day. This was to ensure potential bidders were clear on the significant challenges the work presented. The ensuing bid process was successful.
