National-Geospatial Intelligence Agency 2010-2021

Provided program management and COR expertise for several NGA mission critical systems. Provided PM and COR duties for the international division for COAST contract vehicle. I prepared and coordinated the status of all contract actions to senior representatives in both countries and our agency upper management. I managed multiple activities including analyst exchanges, traning requests for experts to train Australia and monitored all funding activities between these agencies. I oversaw a major communications upgrade between our agency (NGA) and the Mission Partners in both countries. I provided COR oversight of multiple NGA research projects. I worked with subject matter experts and leadership to develop independent cost estimates and requirement definitions for better program acquisition efforts. Resolved contract and funding issues with vendors and government personnel to progress and develop the combined research initiatives.

Previous Experience Summary

Booz Allen Hamilton, 2008-2010: I was a member of the systems engineering team supporting IT projects for government customers in Reston, VA. I provided assistance to program teams providing technical engineering and system integration planning, coordinating, scheduling and deploying NGA products. Tasks included monitoring and technical oversight of transition processes/procedures to ensure timely, efficient, and cost effective transition and integration of the entity into NSG Enterprise Architecture and the local site and in other locations. Assisted and monitored the documentation provided through the government configuration management process. Tasks included developing the Enterprise Systems Transition Management Plan and major milestone decision checklists and briefings.

L-3 Communications, 2007-2008: I was the lead configuration manager for the L-3 Intelligence Services Division supporting the REID development project. I was responsible for delivery and record control of all deliverable document in accordance with the statement of work. I managed internal and external configuration control boards, provided project data, reports, and metrics to assist L-3 management and customer managers to make informed decisions for the project.

Raytheon Corporation, 2005-2008: I was the lead configuration manager for CM activities for the National Reconnaissance Office (NRO) Communications Directorate. I lead my team in administering the CM control boards on behalf of the NRO COMM directorate resulting in the system development and operational activities for both COMM and other joint activities between different user groups providing successful effort in data transfer between two stand along tools to be used by multiple users. I provided assistance in a pilot project for future ITIL management of the control management functions for the COMM directorate.

Lockheed Martin Corporation, 2003-2005: I managed the coordination and administration of CM activities for three different projects and divisions during m employment with LM. I provided CM activities including identification, change control, status accounting, and requirements tracking for two major development efforts within the NRO. I provided assistance on the requirements traceability by maintaining requirements control (DOORs tool) on behalf of the government customer. All requirements documents were reviewed for accuracy and compliance by me before acceptance into the official baseline.

Science Applications International Corporation, 2000-2003: I provided Division 0491 CM duties for a U.S. Navy and Army project. I provided CM Plans, maintained the CM software and data library, assisted in configuration identification duties, and facilitated the Configuration Control Boards. I provided updated reports to customers on a weekly and quarterly basis by providing management reports, personnel forecasting, scheduling, personnel, and budget related issues. I provided daily software development file verification and code audits to ensure changes coincided with approved documentation before submission to the official submission for government acceptance. I provided team evaluations for development of process and procedures as required by the Software Process Engineering Groups.

Raytheon E-Systems, Inc., 1996-2000: I was the lead SW CM analyst for E-Systems facility in Falls Church. I provided SW CM support to multiple programs in support of development, test, and operational baselines using various tools such as PVCS and unix-related tools. I prepared software status reports, verification for shipment and technical order documentation. I supported the CCB meeting and Quality Assurance personnel before final delivery to the customer. I assisted in the ISO 9000 internal audits for the division.

Previous experience summary 1990-2000: Additional work included the support of the US/Navy SPAWAR division onsite configuration management support for the production of the B-1B airplanes in Palmdale, CA, support to the logistics program for Navy Seals, and a staff member for the United States Senate Armed Services Committee.
