OVERVIEW:
Senior Systems Engineer with extensive experience on systems development and systems integration projects, in both the commercial and federal sectors. Ms. DuVal has worked on network, telecommunications, financial and DOD/intelligence community systems. In support of these projects, she has utilized both structured analysis and design techniques and worked on requirements, requirements management, CONOPS, and JCIDS tasks. Currently serving on a PMO data team providing oversight to multiple efforts, notably legacy system incorporation into new systems in addition to contributing to major program management documents. Also provided systems engineering expertise to a future capabilities team which was advising the acquisitions team on the tasks, staffing and budgeting needed for new task orders and contracts. This task required Ms. DuVal to manage a small team producing market research reports from vendor submitted RFI (Request for Information.) •Provided systems engineering services on an agile systems development and integration project supporting network service enhancements, by utilizing and producing JIRA artifacts, user stories, and functional requirements. CACI was the prime contractor, subcontracting to Strategint from 11/18 – 2/19.
•Produced DoDAF artifacts for a government contract, such as an AV-2. The primary contract activities centered on supporting the development of intelligence and mission operations systems. The employer was Exostrategies from 5/18 – 8/18.
•Provided systems engineering and architecture products in support of a data centric strategy and subsequent prototypes which were slated to be cloud implementations. Supported the data strategy team by producing capability assessment statements and initial draft strategy documents, as well as DoDAF artifacts. Ms. DuVal provided systems engineering and programmatic services on a GEOINT government contract, as well as supporting an acquisition sensitive portfolio management project. She analyzed and wrote capability and sub-capability statements for one of the portfolio initiatives supported by this project. Additional tasks included an analysis of dependencies and risks between the customer service portfolio and the content portfolio, and additional tasks providing support to the portfolio management office.

Ms. DuVal provided systems engineering and project management services on a network contract. Her primary duties included providing project management for network field services projects, as well as analyzing and documenting current and proposed business processes. She also participated in ITIL working groups for a pending service request system implementation.

Ms. DuVal served as an Enterprise Architect for Defense Medical Logistics (DML.) Her duties encompassed working producing DODAF artifacts, including OV-6’s for the DML organization, to include overseas operations. The resulting OV6's were to be used by the systems integration and development team who were beginning agile development of a new system to support all phases of logistics. Ms. DuVal also performed a quality assurance review and assisted with updates to the Enterprise Pier Connectivity Architecture (EPCA) Capability Document (CDD.) Ms. DuVal was also engaged as an Enterprise Architect for the Census Bureau, focusing on producing the 2010 Decennial Enterprise Architecture.

Ms. DuVal was employed as a systems engineer on a confidential federal contract. Her tasks included providing requirements and design support for re-engineering major systems, utilizing agile development methodology. Additional tasks included leading the production of a security CONOPS for proposed system enhancements and leading the work on a systems security plan for an infrastructure re-build, as well as supporting development and deployment activities such as business process re-engineering and subsequent training. Ms. DuVal also managed a deployment for a small budget system which supported OMB required documents. These tasks occurred in an ITIL environment.

Ms. DuVal worked as a Sr. Systems Engineer on an enterprise-wide geospatial intelligence and imagery contract in support of a government agency. As part of the Enterprise Engineering CDD (Capability Development Document) team she wrote capability assessments and the System of Systems section of the CDD for the 2008 – 2013 time frame. She also worked on the production of the Geospatial Knowledge Base Initial Capabilities Document (ICD.) Both documents were compliant with JCIDS (Joint Chiefs Information Dissemination System.) These CDD analysis and engineering tasks also included a comparison of inter-agency space radar and imagery performance capabilities. Ms. DuVal also worked as a Sr. Systems Engineer on a government agency system integration project which encompassed the modernization of imagery systems. Her primary areas of responsibility were systems engineering and requirements analysis tasks, including requirements traceability tasks.

Her primary areas of responsibility included managing a user group and producing requirements for a collection management system, including vetting graphical user interfaces and report formats. Ms. DuVal was employed as a Sr. Systems Engineer on an SEI CMMI level 3 contract government agency systems development contract that was modernizing SIGINT technical infrastructure and information systems. Ms. DuVal’s responsibilities centered on systems engineering tasks, including leading the production of a framework services description document which included potential designs for messaging and event services. These services were being utilized by the subsystem prototype as a precursor to widespread utilization throughout the proposed system as the precursor to a SOA (services oriented architecture.) Ms. DuVal also worked on mitigation plans for all identified risks and coordinated with the risk management staff to ensure that these risks were accurately reflected in program level and executive reports, for a subsystem involved in the acquisition and management of a large portion of unrefined data. In a separate task Ms. DuVal analyzed functional requirements and subsystem physical architecture in order to re-engineer and retrofit a prototype subsystem into the existing architectural framework, C4ISR. Other tasks that related to this re-engineering included evaluating the physical data model for this prototype for inclusion in the overarching enterprise architecture.

Her duties encompassed such diverse areas as process improvement, business process re-engineering, metrics, CONOPS, and system requirements analysis and production. In addition, she co-authored a PMP (project management plan) and managed a software enhancements board which supported a proprietary project tracking system.

Ms. DuVal worked as a Sr. Systems Engineer on the U.S. Customs Modernization Project. Her duties included assessing requirements and architectural designs and ensuring adherence to and alignment with the project’s requirements and architectural framework TEAF (Treasury Enterprise Architectural Framework) - a Zachman-based framework, utilizing Popkin Systems Architect 2001. Ms. DuVal’s reports and critiques were used to support and ensure successful external certification of the project’s Enterprise Architecture. As a result of her achievements Ms. DuVal was appointed to serve on a committee evaluating the existing architectural framework and possible improvements.

Ms. DuVal served as the Program Manager for FIDUL (Federal Intelligent Document Understanding Laboratory) at a federal agency. In this capacity she provided program management for numerous web-based tasks in such areas as text mining, advanced visualization, and machine translation and linguistics evaluations. She provided project, vendor and inter-agency coordination and worked to ensure adequate task funding from multiple inter-agency sources such as Defense Advanced Research Projects Agency (DARPA). She also led ISO 9000 activities for re-certification of the project by the British Standards Institute. Ms. DuVal participated in business development activities for a PRC developed intrusion detection system, AIDE (Automated Intrusion Detection Environment) that was in use by the Air Force Research Laboratory.

Ms. DuVal was employed as a systems integrator on a software development project for a government agency. She also participated in a study of crisis response management and produced a high-level needs document that recommended potential areas for software development activities for the same government agency. In addition, she participated on a team producing a Concept of Operations and high level requirements for an XML web-based digital document system for another government agency.

While providing consulting services as a business analyst for Concert, an international telecommunications company, Ms. DuVal produced requirements documents for a data warehousing system. These requirements were primarily derived from data statistics supplied by Cisco routers. These statistics were utilized to produce data statistics reports for network operations and network engineers and included Asynchronous Telecommunications Mode (ATM) and Frame Relay network data. The reports encompassed such diverse areas as trunk utilization, global nodal parameters, ATM cells or Frame Relay frames dropped per hour, busy hour trunk percent utilization, port availability, etc.

Ms. DuVal served as a senior systems integration specialist on the IRS Tax Modernization project. In this capacity she wrote requirements for the telephone infrastructure subsystem of the proposed Customer Service Call Routing system. She also provided requirements analysis support for a telecommunications systems integration effort for a government agency.

As a senior systems analyst for MCI Local Services, Ms. DuVal managed the interface between a development group supporting a trouble tracking system and interfacing systems. In support of another project, she analyzed and documented the current business processes and associated data and requirements for re-engineering a legal case tracking system for the Department of Justice, Criminal Division.

Ms. DuVal provided the daily management for a contract to produce SGML-tagged (Standard Generalized Markup Language) documents for a DOD EDI (Electronic Data Interchange) system in compliance with ISO 8879.
