SELECT PROFESSIONAL EXPERIENCE
Senior Technical Director, Strategic Growth – Palladium June 2023 to present. Leading a centralized business development team of 30+ business development professionals that manage a business development pipeline across the Americas Regional Business Partnership of more than 100 opportunities from U.S. Government agencies that include, USAID, the Department of Defense, Center for Disease Control and Prevention, the Millenium Challenge Corporation, the World Bank, and private sector clients. Responsible for corporate business development reporting and analytics. Work across the Americas Regional Business Partnership to support portfolios to capture a pipeline in health, inclusive growth, data and informatics, investment and finance, climate and nature, contingency operations and stabilization. Conceptualizing and rolling out a staff development and capacity building approach to increase Palladium’s capacity to capture and submit quality proposals. Captured a $4 billion HIV global procurement services agent proposal.
Senior Technical Director, Portfolio Lead, Integrated Services and Systems Portfolio – Palladium May 2021 to June 2023. Managed a portfolio of three service delivery projects in Malawi, Nigeria, and Rwanda with cumulative annual budgets of $120 million. Directly supervised 12 staff and managed a business development pipeline of approximately $150 million. Led and managed capture teams. Successfully captured and wrote a winning $60 million maternal and child health proposal for Malawi and a winning $32million proposal for Niger.
Senior Technical Director, Strategic Growth Team – Palladium, June 2020 to May 2021. Provided technical input to project and new business initiatives in health workforce development, primary care interventions, supply chain and logistics, economic growth, information system, and contingency operations. Led capture teams, reviewed proposals and advised on capture plans.
Chief of Party, Advancing Universal Health Coverage – Chemonics International, Dhaka, Bangladesh, October 2017 to May 2020. Led the $90 million USAID-funded flagship contract under USAID/Bangladesh, which supported 399 clinics. The project’s aim was to establish a social franchise model of essential healthcare service delivery. Managed a team of 55 staff, two international partners, and two local partners to establish the Surjer Hashi Network and build organizational functions and systems. These included clinical service delivery, quality assurance/quality improvement, a five-year capitalization plan. Successfully raised $1.3 million to sustain the network after USAID funding stopped. Served as primary liaison between the project and USAID/Bangladesh, potential non-USAID clients, and the Ministry of Health & Family Welfare.
Project Director, Human Resources for Health (HRH2030) – Chemonics International, Washington, DC, August 2015 to September 2017. Provided management, leadership and technical support for this USAID-funded $141 million agreement. Co-designed the project, managed its implementation, served as the primary responsible point of contact for USAID, and managed relationships with six consortium partners. Oversaw a team of six technical specialists and supervised four field teams to implement health workforce initiatives, including workforce motivation and retention, planning, pre-service and in-service education, health labor market research, and provider skill mix.
Senior Director, Health Practice – Chemonics International, Washington, DC, August 2015 to September 2017. Provided strategic leadership and oversight on the company’s health portfolio. Supported a team of technical experts to build capacity of the company’s regional business units and increasing competitiveness in health programs. Established metrics to enhance project performance within HQ and field project management teams and individuals, mentored staff on management efficiencies, and managed several health indefinite quantity contracts for the practice.
Director, Health Practice – International Relief and Development, Rosslyn, Virginia, March 2013 to August 2015. Managed a team of health and program management experts and a budget of $31 million and oversaw project implementation. Directly supervised seven home-office and five international staff in Cambodia, Pakistan, Lebanon, Jordan, and Ukraine. Mentored country-level specialists. Provided strategic and technical leadership to health system strengthening project in Ukraine and refugee health programs in Jordan and Lebanon. Was the responsible representative for USAID; the primary liaison for the U.N. High Commission for Refugees; and representative of the Bureau of Population, Refugees, and Migration under the Department of State focusing on Lebanon and Jordan.
Senior Vice President South Asia Region and the International Health Group – Chemonics International, Washington, DC, February 2011 to March 2013. Led the company’s South Asia portfolio, with projects in health, democracy and governance, small and medium enterprise development, and economic growth. Supervised senior subject matter experts, managed reports and deliverables for clients across Asia and Africa. Provided technical guidance in integrating health service delivery and systems strengthening. Directed strategic growth in health and managed health resource allocations across the company. Provided technical guidance on developing new vision and strategy in health. Liaised with USAID missions and in Washington, DC, headquarters.
Director, International Health Group – Chemonics International, Washington, DC, August 2006 to February 2011. Served as project director for the $57 million USAID Bangladesh Smiling Sun Franchise Program. Supervised the in-country project director and played a key role in designing operational guidelines for nongovernmental organization managers and board members, branding and marketing, and financial management, and led the development and technical assistance for implementation of primary care service guidelines. Directed the global TASC3 IQC, with a consortium of 30 partners. Provided leadership and technical oversight, including annual work planning and program activities for the USAID/Philippines $32 million PRISM project, built enduring public-private partnerships that would assure Filipinos the availability of and access to quality modern family planning, and maternal and child health products and services.
Senior Health Advisor – USAID/Afghanistan, Kabul, Afghanistan, July 2004 to August 2006. Provided technical, programmatic, and budget oversight to the Ministry of Public Health, donors, and implementing partners in the health and nutrition sector. Coordinated with three donors and liaised with officials in the Asia Near East Bureau and Global Health Bureau to prioritize health policy issues in Afghanistan. Managed the Social Sector Reform Office’s $106 million health budget. Served as the cognizant technical officer for the $138 million Rural Expansion of Afghanistan’s Community-based Healthcare Project, which delivered maternal child health services to hard-to-reach populations, and the $5 million social marketing agreement that improved availability of health products in the private sector. Worked in close coordination with the Centers for Disease Control and Prevention, the Department of Defense, and the United States Department of Agriculture.
Reproductive Health Advisor for Training and Performance Improvement – USAID Office of Population and Reproductive Health, Washington, DC, September 2002 to July 2004. Performed agreement management activities and provided technical input for the design and development of the PRIME II project, reviewing monitoring and work plans, tracking budget and performance, and liaising with USAID field missions to advocate for in-country initiatives.
