positions from tactical to strategic in a number of countries and have been

employees (civilian and military); successfully managing small and large

annual budgets. Throughout my time with the Canadian Armed Forces I have

developed an extensive knowledge in strategic and operational level

planning; managing projects; organizing; directing; and controlling/leading

daily operations, which includes the synchronization of all necessary

resources to ensure success. Most of which was within a multiagency/whole

of government setting. In addition, I have a great understanding of human

resource management to include recruiting, training, retention strategies,

Strategic/Operational. Responsible for the synchronization of all

necessary resources to plan, execute and sustain all Canadian Armed

Forces operations throughout North America and the world. Manage an

annual budget of approximately $900M.

2011-2012 Ottawa, Ontario

Assistant Chief of Staff: Southwest Asia - Canadian Expeditionary Forces

Command

Strategic/Operational Level. Responsible for the synchronization of

all necessary resources to sustain Canadian Armed Forces operations in

Southwest Asia. Annual budget of approximately $750M.

2009-2011 Petawawa, Ontario and Kandahar, Afghanistan

Commander - Task Force 1-10 Operational Mentor Liaison Team (OMLT)

Tactical/Operational Level. Responsible for training, mentoring and

assisting the Afghan Army in combat throughout Southern Afghanistan

and to become a professional Army. In addition to facilitating

tactical success, this role also included mentoring on leadership

development, personnel management and sustainable logistics.

military and government decision making.

Tactical level. Responsible for training all Regular and Reserve Force

soldiers in Eastern Canada. Commanded a unit that spanned across two

Provinces and comprised of approximately 2000 personnel and vast

inventory of equipment, vehicles and weapons. Annual budget of $20M.

2003-2004 Oromocto, New Brunswick

Canadian Army Senior Staff Officer for Individual Training

Operational level. Responsible for the detailed planning, preparation

and synchronization of all individual training for the Canadian Army

throughout Canada. Managed an annual budget of approximately $15M.

2002-2003 Toronto, Ontario.

Senior Staff Officer - Canadian Forces College

Strategic/Operational level. Responsible for the planning, preparation

and conduct of all Army related subject material and education at the

Canadian Force College including the management of annual budget and

coordination of training activities in several countries. Facilitator

on senior level courses for civilian, federal/provincial government

and military students.

2000-2002 Edmonton, Alberta

Deputy Commanding Officer

Tactical level. Responsible for the coordination of all administrative

and operational activities for a unit of approximately 700 personnel.

This position also included management of annual budget, long-term

planning and crisis resolution.

1999-2000 Toronto, Ontario

Student - Canadian Forces Joint Command and Staff Program

Strategic/Operational level. Achieved "outstanding" rating on the

Canadian Forces principal senior leadership course designed to prepare

Officers for senior command and staff positions in national and

international locations.

1995-1999 Winnipeg, Manitoba and Coralici, Bosnia

Senior Sub-Unit Commander, Senior Liaison and Civil/Military Coord Leader

Tactical level. Responsible for the preparation, training and command

of various combat and administrative sub-units of approximately 250

soldiers. Management of annual budget to include the preparation of

forecasts and weekly updates. Management of maintenance budget for

upgrades to $50M of infrastructure. Chief unit negotiator with union

and non-union civilian employees and supervisor for all civilian

hiring and management of wages. Oversee the administrative and

logistical support for all personnel and their families. Oversee all

work safety programs for approximately 800 civilian and military

personnel to include the analysis of injury statistics and

implementation of initiatives to reduce work-related injuries. Plan,

prepare and execute the rapid deployment of 700 soldiers to Quebec to

assist civil authorities during the Quebec Ice Storm.

Strategic level. Chief Negotiator and Civil/Military Coordination

(CIMIC) leader of a unit of approximately 1400 personnel operating in

Bosnia. Oversee all negotiations with Bosniac municipal, provincial

and federal levels of government. Oversee the assessment of war damage

to all towns and cities in Northwestern Bosnia and coordinate

submissions to the World Bank for emergency funding. Coordinate the

efforts of all international and non-governmental organizations

operating within the unit's area of responsibility. Conduct fact

finding visits to refugee camps outside of Bosnia to assess the impact

of returning refugees on the unit's area of responsibilities. Work

with the Organization of Security and Cooperation in Europe to ensure

a stable and safe environment exists within the unit's area of

responsibilities. Analyze all relevant reports and prepare a daily

assessment of political, military and criminal activities within the

unit's area of responsibility to include possible short and long-term

impact. Supervise the employment of local civilians to include wage

management.

1994-1995 Edmonton, Alberta

Staff Officer at the Western Army Headquarters

Operational level. Coordinate all Collective Training and Adventurous

Training conducted in Western Canada. Design and write the Western

Army Commander's Annual Operating Directive. Coordinate the movement

of all Western Army personnel training in the USA including liaison at

the national level within Canada and the USA. Coordinate all

reciprocating unit training with Western Army units and participating

foreign Armies. Oversee the design of the Western Militia Training

Support Center and its subsequent implementation.

1993-1994 Wainwright, Alberta

Command and Administrative Position

Tactical level. Responsible for the planning, preparation and

coordination of all administrative and logistical support to students

and staff of a basic training school - annual throughput of

approximately 3000 personnel. Daily management of all facilities,

equipment, weapons and vehicles. Development of rental contracts with

external agencies to meet additional infrastructure requirements

during peak training periods. Management of training budget to include

the preparation of forecasts and weekly updates. Oversee the day-to-

day interface between the training school and various support

organizations. Developed and implemented a work safety program for the

training school. Compiled and analyzed injury statistics and applied

the necessary changes to reduce work related injuries.

1991-1993 Esquimalt, British Columbia and Croatia

Training Coordinator and Executive Assistant

Tactical level. Responsible for the coordination of all training for a

unit of approximately 700 personnel. Setup and oversee the efficient

operation of the unit's Operational Headquarters. Responsible for

personnel administrative support for a unit of approximately 1400

personnel while deployed in austere conditions in Croatia - to include

the upkeep of all personnel files, annual evaluation reports, leave

and associated travel arrangements, movement of injured soldiers back

to Canada and provision of critical incident debriefing and follow on

support. Coordinate all investigations into disciplinary matters and

draft the necessary legal documentation to proceed with disciplinary

trials when appropriate.

1988-1991 St Hubert, Quebec and Iraq

Junior Staff Position and Multinational Command and Staff Position

Strategic level. Coordination of assigning personnel to support

national and international operational deployments and training

activities. Management of a budget in excess of $10M to support the

travel and temporary duty expenses of the approximate 5000 personnel

in support of national and international operational deployments and

training activities. Provide written and verbal information briefings

to senior Army Officers. Conduct inspections of training

establishments to evaluate and validate annual personnel augmentation

requirements.

Operational level. Seconded to the United Nations Iran/Iraq Military

Observer Group in Iraq. Detailed planning, preparation and conduct of

observation patrols for all United Nations multinational observers in

Northern Iraq. Conduct negotiations between senior Iraqi and Iranian

military and governmental officials to resolve cease-fire violations.

1982-1987 Calgary, Alberta and St Hubert Quebec

Junior Command/Training

Tactical level. Planning, preparation and conduct of training for

combat sub-sub-units consisting of approximately 45 personnel to

include all necessary administrative support.
