Support the Veteran’s Healthcare System by providing technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities, etc. The services provided include but are not limited to providing law, policy and analysis to the manager to support their recommendations, providing staffing advice including career and career conditional competitive service appointments, temporary appoints, term appointments, excepted service appointments and special appointment authorities. My duties additionally include reviewing and consulting, in conjunction with the hiring manager, job analysis and/or rating and ranking panels, processing a variety of Requests for Personnel Action, consulting on pay setting employees, advising supervisors and managers on the fundamental legal and regulatory provisions of employment programs, consulting with service line managers on position descriptions, functional statements, scopes of practice and crediting plans. Routinely provide guidance on the proper use of position management, initiating and processing personnel actions using HR Smart, reviewing personnel actions and ensuring proper coding and appropriate authorities are used by referring to the Guide to Processing Federal Personnel Actions; ensure not to exceed appointments are processed timely, review records to identify errors, facilitate the processing of within grade increases (WGI), promotions, return to duty, separations, and reviewing/processing submitted hiring requests to ensure a complete hiring request package has been submitted. I am responsible for drafting, posting, and maintaining vacancy announcements, electronic case file maintenance and ensuring that all staffing and recruitment rules and/or regulations are adhered to, as well as providing timely services, establishment of files and records, facilitate bypass requests, determine salary using Federal pay-setting rules, determine service computation dates and highest previous rate.

Routinely provide training on HR related topics to Team and to Managers. Study policy changes and implement changes as prescribed. Keep abreast of HR trends affecting HR functionality and propose methods to align with changing organizational goals.

• Successfully and independently utilize analytical techniques, resourcefulness, and sound judgment to identify, evaluate and recommend solutions for common to complex HR matters.

• Troubleshoot and resolve difficult and controversial staffing and placement issues.

• Coordinate with local and regional supervisors, managers, and other HR Specialists on possible regulatory changes.

• Determine short- and long-term goals and maintain flexibility to achieve organizational goals.

Provides Human Resource advisory services to United States Attorney's office, management officials and employees. Providing management consultation on effective HR practices aligned to support the strategic goals and objectives of the district, and to produce results that accomplish the mission. Provides guidance on Fair Labor Standards Act determinations and ensures that supervisors and employees understand overtime provisions and requirements. Assists management in developing written leave and overtime procedures for local use. Plans and implements a program of employee development and training for the district which supports the overall human capital plan. With supervisors, identifies employee training needs and objectives. Researches and locates available training resources to meet such needs. Develops and coordinates an orientation program for employees, ensuring they receive all required information concerning office policies, job requirements, and work procedures. Administers exit clearance procedures for departing employees. Determines position sensitivity levels, advises applicants on clearance procedures and the pre appointment background investigation process, and ensures required documents are complete and accurate and all processing is complete and timely.
