There is, admittedly, much information herein to digest regarding her background so allow me to summarize: BS Chemical Engineering degree from LSU. (Her degree was EH&S oriented: Chemical Process Design Safety, Environmental Chemodynamics & Pollution Control with attending coursework in Business Management, Technical Writing, Engineering Measurements Laboratory work along with Industrial/Organizational Psychology). Sheila has also completed one Chemical Engineering Graduate Course, Safety in Process Plants/OSHA PSM at McNeese State University, and one Risk Assessment & Hazard Control Course at San Juan College.
Beyond her degree, she has a strong Continuing Education background and work experience in numerous disciplines including OSHA (she is a General Industry Authorized (Outreach) Trainer), HAZWOPER, Safety Risk Assessment, Risk & Root Cause Analysis as well as Process Hazard Analysis (PHA)/HAZOP leadership training, RCRA Hazardous Waste, DOT HAZMAT Trainer, IATA/ICAO, IMDG, numerous First Aid and Accident/Incident Investigation Training courses as well as training for being a Certified Safety & Health Official (I & II) and an Adult Mental Health First Aid Instructor.
She has demonstrated her ability to successfully lead and influence in that two of her prior companies worked for more than one million man-hours without an OSHA-Recordable Incident, as well as no company that she has been employed with has ever received a regulatory rule citation nor monetary penalty during her tenure with them (excluding CA – above her pay grade!). She has an extremely strong air, water, and waste compliance background, as well. She, in fact, created a Wastewater Treatment Master Plan (1mm lbs/day) for a major manufacturing site that reduced operational complexity and prevented regulatory compliance exceedances. Primarily due to her efforts as Waste Minimization Committee Chairperson, one site saved $450K in one year, Waste Minimization and Recycling and won the company Environmental Excellence Award for that year.
She has worked in OSHAS 18001, ISO 14001, ISO 9001 and Responsible Care environments and has experience in Air Program Management with knowledge of state and local regulations across the continental US (primarily Louisiana and Texas). She is familiar with ISO 45001.
She has struggled to find a quality role with a quality organization, thereby leaving her background slightly jumpy. She fully understands the laws regarding EH&S and is ethics-bound to do the right thing, regardless of personal consequences. She is currently not working on any projects and therefore, can be immediately available. Although there have been other, short term roles, her last role of significance ended in 12/2020, therefore, she would be considered as returning to the workforce.
She has worked under the titles of EHS Manager, Safety & Environmental Specialist, Environmental Manager, HSE Coordinator and Program Manager/Project Manager – Environmental Management Systems (although not a PMP nor CAPM), in a variety of manufacturing sites including chemical, petrochemical, pharmaceutical, packaging, OSB, green electronics recycling and IT companies. She much prefers being a hands-on facilitator of environmental, health and safety oversight. She is extremely comfortable in providing the testing, training, and documentation of all EH&S activities for your site. She has managed staff directly as well as cross functionally and has been the sole EHS professional in some roles also. She has created and used EHS/DOT audit protocols to find and correct compliance gaps and worked as a professional EHS Auditor. She also has some Internal ISO 9001 Auditing experience.
Although there have been some roles post 12/2020, due to their short duration, they aren’t listed on her resume. Therefore, her last significant role ended in 12/2020, and she will be considered an employee returning to the workforce.
She is a very diligent individual, as her Air Force father and schoolteacher mother taught her – if she doesn’t possess the qualifications for the role, she’ll ensure that she gets the training needed to successfully fill it, using her own funds and on her own time.
Although she prefers remote roles, she will relocate, if necessary for an onsite role, including accepting international assignments, and is somewhat flexible on compensation, depending on location and cost of living in the area. She will consider self-relocation for the right opportunity. She can travel on an unlimited basis, including internationally. She holds a current US Passport, TSA PreCheck, and is COVID-19 vaccinated (no booster). She only speaks American English.

I was the first Safety (& Environmental) Specialist at Wistron Green Tech (TX) Corporation:
First Corporate (Global Environmental) Engineer for Integra LifeSciences Corporation, assisted with preparation of SEC GHG reporting and establishing/maintaining compliance for all Integra locations and offices worldwide.
First Program Manager, Global Quality & Environmental Management Systems for NetApp, a hybrid cloud data services and data management company, in a remote position, assisting them with ISO 14001:2015 EMS project management, certification and maintenance – worldwide, including locations in: Reykjavik, Iceland (achieved); Pittsburgh, PA; Vienna, VA; Irvine, CA; NYC; Dallas, TX; RTP, NC; Sunnyvale, CA; Boulder, CO; Amsterdam, Netherlands; Stuttgart, Germany; Hamburg, Germany; and Bangalore, India (in process). Updated most EMS documents during tenure.
First Regional Environmental Coordinator, North America at Owens Corning Roofing & Asphalt Company. Worked with the Sr. Regional Environmental Coordinator to improve the entire Environmental Program structure – permitting, recordkeeping, reporting, training, agency inspections, regulatory rule interpretation & implementation. North America responsibilities included 19 plants in the US, 2 in Canada, and 1 in Mexico.
First Corporate, Global Air Emissions & Permitting Specialist at Praxair in the 106-year history of the company. Established company-wide Air EMS for just under 300 sites in the Continental US – 6 company divisions, with no direct reports. During 2-year tenure, no site received an NOV, nor monetary penalty, nor US EPA Consent Decree (with the exclusion of CA (above my pay grade)), due to my permit negotiation skills and cooperation with the regulatory agencies. Wrote permitting guidance documents on permitting steam/methane reformers, HYCO Units, in TX and LA, which included agency contact/negotiations.
First EHS manager in the 10-year history of Omni Industries (Omni Specialty Packaging, Omni Industrial Solutions (Oilfield Chemicals), Omni Transportation (Trucking)), 3 locations in 2 states. As the Corporate EHS Manager, I established a company-wide EHS Management System.
First Safety (& Environmental) Specialist at Wistron Green Tech (TX) in the 3-year history of the company. Wrote/implemented some of the site EHS programs/procedures.
Corporate & Site – Successfully negotiated permitting conditions and resolved compliance issues in a way in which no NOVs, fines/penalties, nor EPA Consent Decrees were levied against my employers in every position I’ve held.
At two of the sites that I worked at as an EHS professional (including supervising 1 direct report), the sites worked more than one million (> 1,000,000) Man Hours) within the span of 1 calendar year, without an OSHA Recordable Incident.
Winner, Environmental Excellence Award, for a savings of $450K in 1 year, Waste Minimization & Recycling, as the site Waste Minimization Committee Chairperson. (I was told that I had “great potential” and a position was created for me: Batch Polymerization Area Production Engineer, with the plant manager, a former R&D engineer at Division Synthetic HQ, Akron, OH, tutoring me on the production of synthetic rubber & latex). Recycling modalities/materials included: hazardous distillation bottoms, drummed hazardous wastes, drummed nonhazardous wastes, laboratory chemicals, vinyl pyridine latex, styrene-butadiene synthetic rubber, spent caustic, halogenated solvents including benzene, medical wastes, gas cylinders, metal drums, wastewater, oily water, plant trash/paper, wooden pallets, and used tires.
Took the initiative to become a Certified PHA Leader and facilitated 7 PHAs for a Precious Metals Refining Process that was new technology and new to the United States.
