Background: ServiceNow implementations – The Health Resources and Services Administration (HRSA), located in Rockville, MD, is an operating division within the Department of Health and Human Services (DHHS).

ServiceNow successfully implemented in several HHS OpDivs to manage IT assets, IT Operations (tickets), and workflows. With ServiceNow, enterprises can build a central configuration management database (CMDB). The ServiceNow IT Asset Management (ITAM) feature can leverage the CMDB to get real time visibility into licensing, compliance, support, contract positions for the managed software and hardware assets. An effective asset management practice at enterprise level will improve program efficiency, provide cost savings for managed IT assets, and can be integrated with the IT change management process. HHS also uses ServiceNow for tracking Enterprise Architecture (EA). ServiceNow EA application module has features such as Application Portfolio Management, Technology Portfolio Management, and Capability based Planning and Modeling.

HRSA currently utilizes the National Institute of Health (NIH) ServiceNow instance which is restrictive for HRSA Information Technology (IT) delivery service. NIH ServiceNow instance does not reflect HRSA business process, policies, or knowledge base. In 2021 HRSA conducted a couple of proof of concept (POC) with ServiceNow to begin discussion and initial concept design of a HRSA specific ServiceNow instance. The Fiscal year 2021 POC efforts were to establish the IT Service Module (ITSM). HRSA OIT is building off one of the existing POC for ITSM and is currently working on ServiceNow ITSM implementation to establish workflows for ITSM related services.

For both implementations we followed a structured approach to ensure successful deployment and adoption by application teams.

And here is the step-by-step process we followed to implement for both modules effectively:

As a Project Manager for the ITAM & ITSM enhancement projects, my role primarily involves facilitating clear communication between subject matter experts (SMEs) and IT partners. Organize and schedule meetings to gather and document both functional and non-functional requirements (FRs and NFRs), ensuring all aspects of the ITAM system are aligned with business goals and technical needs. I acted as a bridge between the business and IT teams, helping to ensure that the implementation meets both technical standards and end-user needs/wants. My expertise in documenting and translating requirements helps ensure a smooth flow of information and successful project delivery.

Run the daily scrum calls and work on product backlogs, Sprint planning and Sprint review and conduct Sprint Retrospection meetings.

In response to higher management's request for POCs (Proof of concepts) on every implementation, Architects, Lead Dev, and Lead BSA collaborated to gather initial requirements, conducted POCs, documented findings within the given timeframe, assessed IT processes for gaps and inefficiencies, selected the appropriate ServiceNow modules, and developed a roadmap with defined milestones and project phases.

Worked with Architecture closely to come up with Platform upgrades (Xanadu Upgrade) Project plan as well as ITAM HAM, SAM implementation Project plan.

Worked closely with QA team to establish the 508 Testing using the JAWS tool.

Management initiated planning and preparation based on T-shirt size LOEs, defined business objectives for ITAM and ITSM to improve asset visibility, automate workflows, and involve key stakeholders, while the team set up ServiceNow environments, ensured appropriate instance access, enhanced user roles and permissions for secure access, and mapped asset data and ITSM processes within the CMDB

Implemented IT Service Management (ITSM) in ServiceNow based on the incident categories, prioritization rules, workflows, and SLAs, enabled self-service portals and AI-driven resolution (Requirements are in still in-progress) established problem management workflows with proactive issue identification and automated resolution (e.g.: If scheduled deployment is not completed and ticket is not closed properly the SLAs will kick-in to send out appropriate emails to the managements as part of the next steps) structured change management with defined change types, CAB approvals, automated risk assessments, and CI/CD integrations. Our team worked with CMDB to set up the discovery tool integration, CI relationship mapping, and performed continuous audits and developing a service catalog with automated approvals and self-service capabilities.
