SC State counties are supporting their Child support system with very old legacy systems. Their successive attempts to make an integrated Central system had failed. There were 46 different [County] Legacy sources of data; about 2,000 data extract files, and 25,000 data elements.

The Health Care Authority (HCA) is Washington’s largest health care purchaser, responsible for providing comprehensive health coverage to more than 2 million residents through the Public Employees Benefits and Medicaid programs. The agency provides health purchasing leadership, benefiting both public and private sectors with a focus on moving the health delivery system away from volume toward higher value and better outcomes.

When I took over the Data Conversion responsibility in mid-2007, the project had been in a critical stage. Data conversion was the central focus of the upper management / executives. Within few weeks of taking over the responsibility, I identified the causes for the failure, and collaborated with the Executives, Key stakeholders, and the Primary vendor to devise new mechanisms and move forward in an accelerated fashion.

Successfully implemented both ProviderOne Phase 1 and Phase 2.

Design, develop, and document the Processes for the entire conversion project.

Develop Standards (Files, Records, Columns, Tables, and other Naming) for the projects.

Innovated new techniques & short cuts that are based on proven theories.

Affordable Care Act (ACA) – WA Health Benefit Exchange July 2012 - June 2013

I executed the Data Conversion for ACA project in parallel to ProviderOne. My responsibility was to perform client data migration from Legacy & ProviderOne to WA HealthPlanFinder.

Managed two projects’ data migration simultaneously

HCA had trusted and handed over responsibilities to manage HBE System, and ProviderOne Phase 2, and the associated vendors.

1)POLAR PROJECT - Cost: $10 Million 2004 - 2007

Responsible for E2E Multi-Million Dollar migration of a mission critical Reservation System from Travel Advance Cruise Reservation System (TRACS) to Princess OnLine Advance Reservation (POLAR).

Prepare project charter for (TRACS) to (POLAR) System migration

Define the various processes including communication processes among diverse teams

Prepare detailed master project work plan, with major milestones

Define the Roles and Responsibilities and assemble project teams

Track actual Capitalized and Expensed costs against the budgeted costs

Set up and enforce standards in maintaining project documents

2)Revenue Management System Project (RMS) - Cost: $4 Million 1999 - 2004

RMS is a Decision Support and Forecasting System designed for helping the Marketing Division to shape up their Marketing Strategies for improving Revenue turnover and profitability. Initially the forecasting module had been developed by a third party vendor; the forcasting was inaccurate and the daily data feed was non-existent.

I turned around the project with a good project plan and methodology. I remodeled and redeveloped the forecasting, alert management and User Interface (UI) modules for improved forecasting and usability. All strategic players in HAL are using this system. This is one of their highest rated systems. The management could see the ROI within months of implementation of the critical modules. It resulted in 20% improvement in revenue yield.

As a Technical Project Manager, I was responsible for:

Managing the application development project – developing project plan, resource scheduling, monitoring the progress – status reports

Working with tool vendors and customizing the tools to the project requirements

Incorporating Database design changes

Populating the database from Legacy systems – Data Extraction – Transformation – Loading (ETL)
