Providing cost analysis support to the Navy in updating a Program Life Cycle Cost Estimate for TEAM SUB submarine-based weapons systems programs (currently two, both ACAT 3, $243M and $359M). Updated RDAIS cost information based on BES23 data. Prepare monthly prime contractor Earned Value Management System updates for the project manager of an ACAT III program. Prepare monthly EVMS report based on contractor’s monthly report.

Provided programmatic support to the Commander, Navy Installation Management Command (CNIC) Chief Information Officer's (CIO's) Command, Control, Communications for Protection Ashore (C3PA) initiative, and the Public Safety Network (PSNet) using Agile methodology. Developed as-is and to-be diagram and text descriptions of business processes for the group’s organizational development. Prepared Earned Value Management reports / updates.

Founded and grew this information systems / technology consultancy, providing a unique blend of technical and functional depth in framing the right questions and delivering the best solutions for our clients. We advised the CNIC CIO, managed program offices, provided dedicated IT support, advised on new technologies/products, and aligned systems and processes with the way organizations really work. As a result, our clients both operate more efficiently and serve their customers more effectively – typically at less cost. We served with OPNAV N46 before the Navy consolidated their regional installation management commands into CNCI and worked with them after startup to determine the best IT to use from regional alternatives given tactical, operational and strategic requirements.
Highlights include:
Operations: designed, costed, improved, and managed business processes & programs; worked with other N-codes on standardizing systems from regional alternatives; managed IT resource allocation & decisions; responsible for IT model that links resource requirements with performance levels; developed operational, system and technology view (OV, SV and TV) diagrams in support of new systems per DODAF 2.0; coordinated with other Navy organizations on changes in functional responsibilities, e.g., NCTAMS on telephones. Coordinated with NAVFAC on mapping software alternatives.
Planning, Programming and Budgeting. Articulated, costed, and presented requirements for the CNIC CIO, branch chiefs, regional CIOs, public safety and other customers as part of the POM and budgeting processes working in close coordination with N5 and N8; obtained funds for ongoing technical systems and skills development; provided dedicated IT & program management support, and network services for safety & security responders/dispatch centers. Largest effort was a successful two POM cycle request for $30M for the Public Safety Network and emergency operations centers, working directly with OPNAV N46, N3 and N6 – N6’s share was $20M. Served as IT lead in crisis action planning and in manning the emergency operations center during events.
Organizational: defined and supported the CIO’s roles in various public safety/emergency management centers for range of emergencies. For joint basing, determined scope of IT function, business rules, staffing, funding and related service delivery metrics in coordination with USA, USMC and USAF and managed CNIC N6 role and issues & monitoring related to ongoing operations

Facilitated decisions regarding technology choices, technical leadership, system support, and effective program management. Served on AMS Technical Architect Group. Assessed impact of Navy and Department of Defense (DoD) initiatives on internal IT communities to recommend technical, process, cost and staff performance improvements.
