Experience: January 2024 – Present (12 months): Deputy Chief Information Officer for Acquisition, Budget and Plans. Acquisition Program Manager for a $250.0M portfolio of Information Technology (IT) contracts. Responsible for providing expert acquisition, budget and planning governance and oversight for the Department’s TS/SCI fabric in the US Department of State, Bureau of Intelligence and Research, Technology and Innovation Office.

Experience: July 2018 – December 2023 (5 years, 5 months): Acquisition Program Manager responsible for providing acquisition governance and oversight to acquisition programs in the Customs and Border Protection, Enterprise Services (ES) Portfolio, Acquisition Portfolio Management Directorate (APMD).

General Acquisition Management Experience Overview: Oversaw the planning and execution of assigned acquisition program(s) with a life cycle value of $20.0B and provided staff support to senior acquisition officials on all aspects of acquisition program management.

Program Management Cost/Schedule/Performance Criteria Responsibilities (at least 2 years): In concert with the Lead Business Authority (LBA), conducted a deep dive on the data while migrating 300 courses from PALMS to Academy Class Management System (ACMS) to perform as the CBP learning management system of record. As an outcome, the ACMS PMO determined that an annual cost avoidance of $2M would be achieved for CBP.

Specific Senior Acquisition Experience (specific details for each area):

a.Managing and Evaluating Investment Performance: Served as the APMD Policy and Strategic Planning Division lead for Cost Wise Readiness (CWR) implementation across the breadth of the APMD Program Portfolio. As the APM for of the ACMS and the US Customs and Border Protection Vehicle Fleet, implemented CWR to determine program performance and requirements traceability. Coordinated a thorough computation of the CWR metrics with the vendor to shape an overarching view of ACMS and the US Customs and Border Protection Vehicle Fleet and the way ahead from 1 April 2024.

b.Budget Development, Justification and Management: Developed the FY 2020-2023 Budget and spend plan for APMD. Managed the APMD budgets for materiel, non-materiel (software) and training from FY 2018-2021.

c.Building and Presenting a Successful Business Case: Responsible for building, maintaining, presenting, and updating the ACMS INVEST Business Case. As an Acquisition Program Liaison, responsible for reviewing and reporting on the INVEST Business cases for the following programs: Cost Transformation Initiative (CTI); Revenue Modernization (REVMOD); and, TRIRIGA programs.

d.Strategic Planning: Served as the APMD strategic planning lead in developing the ES Strategies 21-26 and 23-27. Developed the measures and data sources to assess OBJ 3.1 and Activities 3.1.1 and 3.1.2.

e.Senior Level Stakeholder Communication (Internal and External): Developed and communicated the key result refinements, measures and data sources of Objective 3.1 to the office of the ES EAC. Communicated strategic acquisition planning for ACMS and BIL – LPOE to the offices of the CAE, CRD, OFAM and OTD.
