Seasoned professional with extensive experience in proposal management, business management, contracts, program and logistics management with the Federal Government (including the Department of Defense (DoD), US Postal Service (USPS) as well as state and local governments). Performed extensively on security, material handling, and information technology-related proposals. Proficient with services as well as systems integration proposals and program management including management of nationwide installation of custom “prototype to production” mail processing and material handling equipment programs at over 200 USPS locations. Designed and managed a 24 hour/7 day per week technical support hotline, and began implementation of a network to warehouse and deliver spare parts, via electronic data interchange, to plants at critical USPS locations. Began the process of bringing the Siemens’ Novi, MI facility to ISO certification which was successfully achieved. Cordant, Inc. (formerly Centel Federal Systems, Inc.), Reston, VA October 1984 to April 1996 Program Manager (1994-1996). Managed two Computerized Forwarding System (CFS) contracts with the USPS. Required prototype, production, delivery, installation, training and acceptance of equipment at over 200 operational USPS sites. The Printer/Label Applicator Retrofit program required nationwide installation with minimal disruption within a six-month implementation period. This program also required training documentation, training delivery, a technical data package, spare parts and hotline support. This program was awarded the USPS’ Quality Supplier Award for this program in 1996. Managed the Computerized Forwarding System linerless label contract that required monthly delivery of critical forwarding labels to USPS sites nationwide. Provided critical management on both contracts including supplier management, meeting schedule and program objectives, prototype-to-production implementation, financial management, business strategy development, and life cycle customer support. Value: Over $200M.

Deputy Program Manager (1992-1994). Responsible for all activities related to financial management, implementation plans, site visits and surveys, supplier management, contract and subcontract implementation for a system development and integration with the US Navy for the Bureau of Personnel and the US Air Force Automated Records Management System (ARMS) program. This contract required development of a complex database system using state of the art technology in document processing and imaging technologies. This program required software development and software maintenance support. Value: Over $6M. Sr. Contracts Manager/Contracts Manager (1987-1992). Directed all procurement and contractual relationships for awarded contracts as well as proposal efforts. Corporate contracts and financial representative for all solicitations and contracts with the USPS. Contract and proposal values exceeded $400 million dollars. From 1987-1990, contracts representative and price analyst for the USPS’ CFS II contract valued at over $140 million which included progress payment management. Other programs supported included US Air Force Records Management System (ARMS) and the similar proposal effort with the US Army Materiel Command. Supported proposal efforts for the mail forwarding system for the Deutsche Post, included proposal preparation, travel to Germany and pre-award negotiations. Responsibilities included:

Financial Management. Responsible for budgets, forecasts, invoices (including progress payments for over 200 sites), monitored acceptance of deliverables, revenue and cost recognition, collections and internal program reporting.

Contracts/Subcontracts Management: Responsible for drafting subcontract agreements, created and monitored contract modifications, conducted contract/subcontract negotiations, intricate knowledge of USPS and DoD Procurement Regulations. Created standard nondisclosure, teaming and subcontract agreements; critical to the business strategy of the proposal and negotiating with and monitoring teaming partners’ performance and status.

Federal Regulations. Intricate knowledge of the Federal Acquisition Regulations (FAR) and DoD Federal Acquisition Regulations (DFARs), USPS Procurement Regulations and government contracting expertise; corporate representative during pre-award DCAA audits; worked closely with corporate counsel, proposal and technical manager(s). Participated as team member for proposal efforts that resulted in multi-million dollar awards as well as supported two protests with the GSA Board of Contract Appeals.
