Experience

C.B.E. General Contractors & Robert J. Smith Construction (1997-2007) I began working in the construction industry in 1995 at my grandfather’s construction company, C.B.E. Inc.; which eventually was shifted to my father’s company RJS Construction. I was shown no favor (less favor realistically) and worked from the ground up. I took the role of an onsite foreman for a majority of my time with C.B.E. when school schedules allowed, learning as much as I could along the way. I was in direct contact with all tradesmen and assisted in oversight and coordination of jobs. Scheduling of subs, equipment, materials, and all other facets were included in my job description. I was taught to estimate the old school method, with a 13-column pad, and dealt with subcontractors directly to get hard prices for pubic work jobs bid on. I can read, scale/ scope, and fully comprehend each section of blueprints and I am capable of taking off quantities and suggested allowance for work to be performed for each trade. I am also well versed with spec books and how to use those when estimating a project. I was involved with pre-bid reviews of jobs, gathering information for bonds, understanding and implementing change orders, addendums, and submission of final bids. Most of our work was for public works such as waste water treatment plants, onsite waste water treatment plants, public schools, public

(state/local) buildings, historical restoration, public parks, and utilities. We also performed jobs for local banks (eventually bought out by Wells Fargo and other large banking companies, and telecommunication/ fiberoptics for AT&T and other vendors.

Notable Projects:

Mobile Area Water & Sewer Systems

- Built plants from ground/ below ground up

- Performed maintenance and upgrades to plants

- Installed and personally oversaw new onsite wastewater treatment plants in rural areas rather than septic tanks.

Mobile Country School System

- Build schools from ground up.

- Performed maintenance, upgrades, and additions to numerous schools. Mobile Carnival Museum & Mobile County “Original” Courthouse

- Assisted in renovations meeting the standards of the Mobile Historical Society New Construction Home in Mobile, AL

- Assisted in building new construction homes in Downtown Mobile, AL to meet the requirements of the Mobile Historical Society.

Empire Trucking

- Assisted in the construction of large commercial facilities for the service and sale of large commercial vehicles. These projects included concrete, steel framed buildings, lifts/ jacks, and all other required equipment.

Bayou Clinic of Bayou La Batre

- Former Attorney General Dr. Regina Benjamin hired our firm to assist with repairs, renovations, and restoration work (after floods and fires) to the original clinic.

- Later, we constructed a state of the art, and up to Dade County Codes”, full medical facility. I was the project manager for this medical clinic and was able to gain valuable experience during the process.

Multiple Church Construction & Renovation Jobs

- Forest Hill Church of God (assisted in estimating, bidding, and supervision) Pilot Catastrophe Services Inc. (2007-2015)

I began working as an inside desk adjuster handling fast track and supplemental claims. I later worked for Allstate & State Farm as a field adjuster. I was fortunate to have received the proper training and skillset through Pilot to allow my to transition well into the constantly evolving technology and claims handling methods. Pilot provide a firm foundation through their educational training which has allowed me to continue to grow as an adjuster. I was given the opportunity to handle more complex and/or total loss claims within two years of working for Pilot Catastrophe, and continued to keep up with the educational opportunities that they provided. I also was trained for two story steep rope and harness, and used those skills for several years around the country, but mostly in Chicago, IL. All Claims Adjusting (2013-2014)

I handled flood losses for NFIP Direct and WYO carriers. I also handled hundreds of supplements for claims handled initially by other flood adjusters. I worked directly with Simsol Adjusting (using their software) and multiple other firms to deal with the aftermath and supplements that Sandy left behind. Certuse Adjustment (2014- July 2024)

I handled property/ Casualty claims in MA and RI which involved complex commercial losses including building damages, business property damages, business income loss, etc. I carried approximately 10-15 large losses at a time which required special attention involving cause and origin, potential ALE or BI, and law and ordinance and other aspects of complex large losses. I directly oversaw and adjusted large high end hotels and condos such as the Ritz Carlton and Hampton Inn in Boston. I handled unusual waterfront property losses on the MA and RI coastline in which the policy or policies require further investigation to determine the proper coverage and provide recommendations. I have experience in warehouse facility losses, golf courses, and just about anything else you can imagine. I handled losses including damage to the building (s), Business Income Interruption, and Business Personal Property which included small businesses as well as large corporations with trade-oriented specialty building construction and specialty equipment that require the skill to be able and find local contractors who specialize in these trades such as elevators, fire suppression systems, and other special fields. We worked throughout the state of MA primarily, but mostly in the Boston Metro area. I handled thousands of condominiums claims throughout MA and RI during my time with Certuse Adjustment. I am well equipped to determine coverages and what damage falls under either the CP, BP policy or the HO6, HO4. I am very skilled and understanding Bylaws, Master Deeds, lease agreements, property records, tax accessor documentation, betterments and improvements, and have a good knowledge of potential code issues that may arise to notify the carrier to set proper reserves up front and dealt directly with local building inspection divisions, the fire department, the police department, public services and any other entity involved. On average, I would close/ bill approximately 500-700 files a year. We worked for a large number of companies, and as you know, all have different protocols, forms and requirements.

I also regularly handled on a daily basis homeowner claims from water backup, trees down, water leaks, lost or stolen property, mold issues, to fires - just typical day to day type of claims. I am knowledgeable assisting Insured with their additional living expenses as well as emergency services after a loss occurs. I am also proficient inventorying personal property and assisting the Insured during this process. I have dealt with scheduled items such as jewelry and have dealt with jewelers directly to get up to date replacement cost if there was not a simple agreed upon value. We worked for a wide variety of Insurance Companies at Certuse Adjustment, each with their own forms, protocols, claims handling, and reporting requirements. This was quite a challenge to interpret policies from 20+ companies but also provided a great way for me to learn the most effective and efficient way to read the policy language, draft letters based on this language, as well as bylaws, master deeds, and other condominium documents.

While in MA, I was able to receive my MA Construction Supervisor License (General Contractor) with the intent of not getting back into construction, but to have the knowledge of all codes and ordinances for that area, and to ensure that the Contractor involved in a loss was not over-estimating this portion of the job. I have begun working on a Florida and Alabama General Contractor license as well. I always find it best to have all of the knowledge and the most up to date information regarding the local requirements so I can discuss this with the Insured and contractor to prevent problems during the claims process. I have been involved in mediation processes in MA and AL. I have acted as an appraiser or third-party expert in AL and MA to help resolve losses prior to litigation moving forward. I do feel that with my background in actual construction and my knowledge of the involved state’s policy verbiage and legal requirements for all parties, I feel that I am well qualified to act as an appraiser, or umpire if required. I have also been able to take several IICRC courses which assist with not only proper steps to mitigate a loss, including moisture mapping, equipment required and proper setup/ usage of equipment, and I am able to thoroughly review and providing suggested revisions if needed to these vendors involved. I have dealt with many emergency board up companies, tree services, and other emergency vendors as well. I am well equipped to negotiate the claim expense or job cost an accurate and fair number that all parties can agree upon based on each specific job and job specific job requirements. I provided a three month notice and closed all open files other than two which were large loss fires and would have ALE to address periodically for another year or so. We relocated from Boston back to the Gulf Coast due to our parent’s age and inability to travel to visit, along with my lack of time available to visit them.

BayState XactBuild LLC (2019-Present)

My wife and I started BayState XactBuild – which was used to assist mitigation contractors remotely as well as reviewing and/ or preparing quality and accurate estimates for contractors and insurance reconstruction crews. This company has been dormant for 5 years due to the lack of time based on the workload that I had while at Certuse Adjustment. We remotely assisted in preparing accurate estimates of damage and repairs for multiple vendors that were not located in New England. We worked with independent companies and individuals as well in TX, LA, and FL in 2017, 2019, & 2020 after a loss occurred. We did assist contractors (actually few family member’s companies with supplemental estimates as they were not familiar with Xactimate and some carriers required that). I do not plan on using this company for anything at this time, and I do not foresee utilizing the LLC but do keep it licensed and up to date.
