-Provides support to the Division Commander and provides support to the Deputy Commander and Director as required. Management Service Specialist –
-Interprets regulations and determines requirements governing the travel program. Processes electronic
reports and provides program data to the (DTS) Program Manager for monthly review. Performs and
participates as a analyst in study of broad scope methods and procedures to improve workflow.
Review and analysis of improper travel claims, reconciling and disputing invalid orders/vouchers and
resolve payment problems with defense Finance and Accounting Service (DFAS). Prepares Tables of
Distribution and Allowances (TDA) per guidance. Formulates and issues program limitations by
category for all activities. Prepares manpower projects/reports. Ensures that manpower data and all
requirements and authorizations are maintained on a current basis. Establishes precedents and
guidelines to support Command area programs related to management of data and for use in preparing
specialized reports. Conducts or participates in management studies and force management project
teams. HQDA regulations, policy and current business practices. Provide guidance and assistance to
management and employees in all areas of personnel management including recruitments,
reassignments, promotions, details, leave, performance evaluations/recognition, disciplinary actions,
resignations, and retirements. Assists the Management Support Group in providing Command's
management personnel with analysis and evaluation of operating procedures and instructions for
administrative functions. Makes recommendations to resolve conventional problems and situations in
workflow, work distribution, staffing, budgeting, organizational structure and administration. Manages
FSAs and budget reports with direct, reimbursable and overhead obligation authority. Coordinates,
recommends and provides advice and assistance on resources in terms of dollars and execution. Assists
the organization Director with internal control audits to assure compliance with security. Serves as sole
Property book officer and hand receipt holder accounting for over $600,000.00 of equipment.
Serves as the Security Manager and Training Coordinator for organization. Provides back up assistance
in the areas of Security, Training, Accountability and Payroll to our National Capital Region
Engineering Command (NCRED).
Financial Management & HR -
-Performs payroll and accounting duties in with CECOM G-8 budget team (i.e. Automated Time,
Attendance and Production System (ATAAPS) and Defense Civilian Pay System (DCPS). Monitors a
financial services as they relate to ISEC accounting allocations. Assures regulations and
procedures pertaining to payroll and accounting are followed. Serves as point of contact for final
resolution of payroll and accounting problems and inquiries for organization. Provides financial
management and Human Resource Management support to the Directorate. Assists with the
formulation of a yearly organizational administrative budget, which includes manpower hours,
equipment, supplies and training costs. Assists with monitoring execution of approved organizational
administrative budgets. Performs organizational training needs assessments. Works with HR in position
classification matters, job announcements and other personnel actions. Justifies budget requirements
reflecting increases or decreases in funds. Prepares plan of utilizing available funds, reviews cost
and performance reports to determine the sufficiency of funds for manpower.
