I am a Procurement and Supplies Specialist with experience in managing public procurements as well as procurements financed by multilateral development financial institutions such as the World Bank and the African Development Bank. My experience spans over a period of twenty (20) years, with hands-on use of local and international procurement procedures. Specific and relevant experience comprises planning, executing, managing and supervising end-to-end procurements of large scale works, goods and services. May 2024 – Current: Senior Procurement Specialist - Lunyati Solar Energy Corporation, a Renewable Energy Independent Power Producer

As a startup, I developed and implemented the company’s procurement policy and strategy to ensure cost optimisation through supply chain efficiency. In charge of the overall end to-end procurement processes ensuring timely and cost-effective acquisition of goods and services required by user departments. 2015 - 2022: ZESCO Limited as Principal Procurement Officer – Managed procurement requirements for Kafue Gorge Power Station.

Main responsibilities included:

Procurement planning for the Power Station’s capital and operational requirements;

Preparation of solicitation documents for approved procurement requirements;

Evaluation of tenders and preparation of evaluation reports

Presentation of tender evaluation reports for approval by the main ZESCO Procurement Committee and KGPS Procurement Subcommittee;

Issuing of Contract Award notifications to successful bidders;

Preparing of minutes of the procurement subcommittee meetings;

Laead in contract negotiation meetings and subsequent preparation of contract documents; and

Any other relevant duties assigned by management from time to time.

2013 – 2015: Procurement Specialist under the Livestock Development and Animal Health Project (LDAHP), a World Bank funded project, the Ministry of Agriculture and Livestock as Implementing Agent.

Main responsibilities included:

Preparing and updating the project’s procurement plan;

Advising and providing guidance to the project team on matters concerning procurement;

Ensuring that all procurement processes are in line with both the World Bank procurement guidelines and the Public Procurement Act;

Taking the lead in pre-contract activities including preparation of solicitation documents in consultation with internal clients;

Produced quarterly and annual procurement reports. 2010 – 2013: Worked for Citizens Economic Empowerment Commission (CEEC) as Procurement Manager.

I was responsible for the management of the Procurement Function ensuring that all goods and services required for smooth running of the Commission were effectively and efficiently acquired. Main Duties and Responsibilities

Advising management on all matters related to procurement;

Developing Annual Procurement Plans in liaison with user departments/units;

Managing framework contracts for insurance, property maintenance and security services;

Maintained an up-to-date inventory of the Commission’s assets;

Coordinated disposal of redundant and obsolete assets in line with approved policies;

Provided secretarial services to the CEEC Procurement Committee;

Preparing tender documents and evaluation of bids received in response to various tenders. 2007 – 2010: worked for Nkana Water & Sewerage Company (NWSC) as Procurement Manager/Specialist

I managed the Procurement function of the company and the $57 million Nkana Water Supply and Sanitation Project (NWSSP) funded by the African Development Bank. Whilst at NWSC I managed to develop and implement procurement management systems and procedures in line with the Public Procurement Act. This resulted in improving the profile of the department as procurements were executed in a professional and transparent manner. 2005 – 2007: worked for Celtel Zambia Limited (now Airtel) as Warehouse Officer

Managed the day-to-day operations of the warehouse, including receiving, storing, and issuing of materials.

Managed inventory, which included maintaining accurate records, conducting cycle counts, and resolving any discrepancies.

Effectively planned and allocated resources to meet daily operational requirements, maximizing productivity and minimizing downtime.

Worked together with other departments to effectively manage and prioritize incoming and outgoing shipments.

Prepared reports on warehouse operations, including inventory levels, and shipping/receiving accuracy.

2002 – 2004: worked for National Pension Scheme Authority (NAPSA) as Stores Officer. Specific duties included:

Authorizing the issue of goods/stock items to users to avoid overdrawing;

Raising purchase requisitions for replenishing of stocks;

Monitoring stock movements to reduce overstocking and stock-outs; and

Overseeing regular inventory checks for control and accounting purposes. 2004 – 2005: NAPSA as Purchasing Manager (A)

I was responsible for undertaking the purchasing and stores functions of the Authority ensuring that goods and services were acquired at optimum prices and quantities. Specific duties included:

Advising management on issues pertaining to purchasing;

Coordinating the activities of the tender committee;

Drafting of bid documents;

Undertaking Bid evaluations;

Preparation of tender evaluation reports; and

Drafting contracts for purchase of goods and services. 1998 – 2002: Zambia Public Procurement Authority (ZPPA) then Zambia National Tender Board

(ZNTB) as Procurement Officer - Inspections

Main duties were to undertake investigations and inspections of public procuring entities to ensure due compliance with public procuring guidelines and regulations. Other Experience: From 20th to 30th September 2022, was engaged as a Procurement Agent

(Consultant) by the Common Market for Eastern and Southern Africa (COMESA) for the purpose of evaluating applications and compiling an evaluation report on COMESA Call for Prequalification for the supply of goods, services and works on framework contracts. 4. PERSONAL ATTRIBUTES AND SKILLS
