EXPERIENCE
-Acquisitions and Contracts
Fifteen years’ experience as Contracting Officer Representative, COR II and COR III for NOAA Fisheries. Managed 1-$10m + IDIQ contracts for 34 task orders for the NWFSC and SEFSC
Provided guidance to scientific staff utilizing Simplified Acquisitions Procedures and regulations for contractual processes start to finish; developing Performance work statements, Independent Government Estimates, IGCE’s and sole source documents. Maintained file documentation to include recording of contractual kick off meetings, writing memos and tracking option years. Utilized purchase card, processed invoices, and tracked all contracts through closeout to include monitoring obligation and expenditure of funds, MARS reporting, and deobligations.
Chair of Source Selection Team board for SEFSC administrative contract reviewing and rating 22 bids and proposals, determining compliance utilizing Federal Acquisition Regulations. Provided trade-off analysis report to AGO. The contract was awarded on August 15, 2020.
Managed 5-year task order and IDIQ contracts for the NWFSC and the SEFSC. Worked closely with contract vendors throughout the life cycle of each contract; advising, backfilling contractor staff, invoicing, employee relations, funding option years and certifying proper payment to comply with NOAA procurement policies and procedures.

Ability to plan and evaluate, make decisions and problem solve. Excellent communication skills orally and written; resourceful and creative thinker; deadline and goal driven. Ability to review, organize, and monitor a wide array of administrative tasks and activities.
Extensive knowledge of government regulations specifically contract related (FAR), procedures and management, grants, sole sources, procurement, travel, time and attendance. Excellent computer and software skills; proficient with word processing, databases, and Excel spreadsheets.
