Under the IDIQ Contract with the DOD, my duties required the preparation of project specific commissioning documents for use in the commissioning of three-new and fourteen-upgraded electro-mechanical infrastructure equipment components and systems that were designed as upgrade-support and redundancy for data center operations of the Maryland Purchasing Office. 3. Project Manager for the $8,000,000 mission critical Data Center expansion for Johns Hopkins Institutions. Addition of new 6000-square foot data center adjacent to the existing Data Center. This installation included Central Plant replacements with 3-760-ton chillers, 3-cooling towers, heat exchanger, pumps, the reconfiguration of piping, 3-way valves, and associated pumps, the addition of three VFD’s, new switchgear, switchboards, and panels, and two new 500 KVA UPS modules and battery strings. Reconfiguration of the programmable logic for the Main Utility Plant in support of the N+1 MEP redundancy from the main switchgear down to the PDUs and server power strips in both the old and expanded Data Center. The BAS and ATC systems were upgraded to full DDC. A new sequence of operations was implemented with full performance-based commissioning. Full field component testing and factory start-up, requisite load bank testing of mechanical and electrical systems followed by commissioning of all systems including power and MEP equipment functional performance testing. Multi-scenario failure testing of the HVAC system for the Data Center and support areas as well as Campus Main Electrical Plant testing of medium, low, and DC systems, failure testing as well as Sequence of Operations testing and verification under normal and emergency operating conditions.
I drafted Request for Proposal for the Commissioning Agent, prepared bid packages, managed pre-bid conferences, reconciled bids, and made recommendations to Johns Hopkins Real Estate for the selection of the Commissioning Agent.
With input from the MEP forepersons, I prepared Method of Procedure (MOP) for all critical outages, Bypass, and Hot Cutovers.
I tracked the RFI and Submittal processes with the A/E and Contractors.
I prepared cost estimates and negotiated Change Orders.
I managed the construction schedule.

4. As the Owner’s Representative for the City of Rockville, Maryland, Rockville Town Square Project budgeted at $240 million dollars, I performed Project oversight for the construction of three public garages, the Cultural Arts building, civil construction, and improvements on this 15-acre site. I performed construction administration, schedule analysis; quality assurance and verification of work in-place. I recommended approval of AIA and Engineering requisitions for payment, negotiated, and processed professional services contracts, and change orders. I participated in value engineering “work sessions” with A&E/MEP. I participated in all construction progress and budget review meetings. I performed independent estimates for all proposed Change Orders and Value Engineering options using R.S. Means as the basis for evaluation of the Contractors proposals. I coordinated the budgeting analysis with the City Finance Manager and the Project Development Director. I prepared cost allocation spreadsheets for public infrastructure improvements and public garages for issuance of taxable and tax-exempt bonds. I performed reconciliation and close-out of civil and construction contracts including Change Orders. There were no deficiencies found in the City’s reconciliation of my work. 1. The Fidelity Bank & Witherspoon Buildings, located at 120 S. Broad St., and Sansom Street in Philadelphia, PA renovation, upgraded and retrofit in the public areas, building facades, M.E.P., Fire Protection, plant, and equipment at a cost of $20 million. The design phase of the project took a year and a half. Working from the Owner’s “wish list,” the design group and project team provided schematic drawings and specifications and an in-house estimated cost budget. Investigative testing was performed on the major MEP, FP, insulation systems and components, vertical transportation, roofs and building cladding, gold leaf on leaded stained glass, bronze fenestration and statues, interior marble, hazardous materials removal, abatement, and mitigation. Recommendations were made, scopes of work and specifications were developed. A Design-Build RFP was issued to interested, pre-qualified MEP, FP, Hazmat Prime Contractors, Artisans, and other contractors resulting in a select group of contractors being tasked with producing a final design-build solution. After value engineering and budgeting, final design documents were produced by the A/E and approved by the conservator, the U.S. Park Service, and the Owners. Negotiated contracts were let to the select group of contractors. The construction phase spanned two and a half years.
I coordinated the preparation of contract documents, development of initial and final budgets, schedule of values, payment requisitions, change order management, contracts administration, startup and testing of all equipment.
I prepared methods of procedure for all mission critical, facility impacted demolition, shutdowns, and hot cutovers so as not to interrupt the operation of the Fidelity Banking operations. I directed and provided over-site for the upgrade of the mechanical, electrical and plumbing systems, elevators, emergency generator system/controls, installation of new chillers, boilers, upgrade of the air handler rooms, including new duct trunk and branch-lines, 1% motorized makeup air dampers, fire dampers, makeup water facility, redundant pumps, BAC Cooling towers.
I coordinated the abatement and remediation of asbestos, PCBs and provided over-site for the re-insulation.
I managed the removal of the old upside-down and built-up roof systems down to the original coal-tar pitch vapor barrier and the construction of new built-up roofs. I provided over-site for the restoration and structural anchoring upgrade of the limestone panel façades, and the restoration of the stain glass windows, statues and marble clad public areas.
I facilitated coordination between the US Park Service, the conservator, and the contractors and artisans for restoration ways and means.
2. BBDO, Inc. international headquarters at 72nd St. and Avenue of the Americas, New York City - $20 million ($175/sf)
I provided construction management for the demolition, MEP, FP, interior fit out, and casework for six floors. Two floors are made communicative by the installation of interior stairs. The project included new, independent mechanical, electrical and plumbing systems for each floor. The project featured coffered ceilings, “S” curved walls, brass and glass and high-end millwork.

I provided over-site for the gutting of interior finishes, mechanical and electrical systems and structural upgrade of all bearing columns, curtainwall, and the addition of new Penthouse floor for living quarters.
