nEffectively managed the administration and processing of program staffing recruitment and retention of all program hires, transfers, promotions, demotions, reassignments, deaths, resignations, terminations, retirement, and authorized leaves (Maternity, FMLA, Bereavement, and Personal Leave) in accordance with agency policies, procedures, and the union collective bargaining agreement. Developed and updated managerial and non-managerial job descriptions, classifications, and salary ranges. Maintained organizational responsibility centers, program distribution points, location, and site codes. Reduced attrition backfills ratio from 6 to 4% and improved the vacancy selection process.
nConsistently provided senior management with updated budgetary headcount allocation and vacancy authorization reports (On-Board Headcount by Unit, by Title, new hires, transfers, on leave, resignation, and termination) for their weekly Operations meeting.
nSuccessfully minimize the impact of City Long Beach’s implementation of replacing all provisional staff with candidates off civil service lists for: Clerical Associate, Caseworker, Bookkeeper, Principal Administrative Associate and Staff Analyst. Brainstormed with management and impacted units. Devised a plan, that both minimized unit operational impact and provided exiting staff sufficient time to find alternate employment. Implemented the plan, benefitting more than three hundred staff members with minimal adverse operational and emotional impact.
nParticipated actively in the development, implementation, and smooth roll out of new agency-wide automated Performance Employee Appraisal System (PEAS), timesheet program (CityTime), Employee Transfer System (ETS) and staffing requisition tracking/approval process (E-Hire).
nDirected the review and analysis of disciplinary actions to determine appropriateness and ensuring adherence to Human Resources Services policies and procedures. Served as facilitator for program and representative in union issue meetings.
nServed as liaison to the Office of Human Resources Services (HRS) management, and the Office of Child Support Services (OCSS), and Fair Fares (FF), their respective management teams and employees, addressing their concerns, providing guidance, interpreting, and administering policies/procedures and helping resolve work-related issues.
