Provided Independent Validation and Verification (IV&V) support on the Department of Housing and Urban Development (HUD) Information Technology (IT) Infrastructure contracts for the last twenty-eight years. Prior to HUD, worked nine years in corporate accounting, finance, payroll and 401K administration.

Senior Financial Analyst (HUD)

Provide budgetary and contract administration support for the Leidos End User Support (EUS) contract. Assist with monitoring and backup support of the General Services Administration (GSA) Enterprise Infrastructure Solutions (EIS) contract, and the GSA Wireless Hardware and Services contract Mobile Services both awarded to AT&T.

Track and report contract funding obligations, expenditures, balances and estimated run-out for the Leidos EUS contract.

Review the Leidos EUS monthly Contract Funds Status Report (CFSR) deliverable and provide comments or recommendation of acceptance to HUD IT PM and HUD COR.

Create Independent Government Cost Estimates (IGCEs) for local and Field Office relocations and renovations. Prepare, track and retain executed Leidos EUS Work Requests (WR) for the HUD COR to authorize contract direction. Ensure actual costs do not exceed the authorized estimates for each WR.

Review Leidos EUS contract invoices and make recommendations for payment. Coordinate with the HUD COR and IT PM to resolve any invoice issues with the contractor until resolution.

Prepare monthly Budget Report deliverable for the Leidos EUS Contract and review the EIS and AT&T Wireless Hardware and Services contract budget reports for accuracy prior to submission.

Evaluate EIS Service Level Agreements (SLAs) performance metric results to validate and process monetary credits due the Government.

Perform ad hoc requests from IOO, particularly IGCEs, research or contract funding analyses as requested.

Financial Analyst / Budgetary and Contract Administration Support (HUD)

Formulate, execute and manage a $130 million annual operating budget for a 10-year, $1 billion Information Technology (IT) Infrastructure Services Contract in IT Operations of the Chief Information Office (CIO).

Manage the IT operating plan appropriations, commitments, obligations and expenditures and ensure costs remain within budget and scope. Advise management of funding availability for new Program requirements. Ensure the use of common Governmental budgetary practices and generally accepted accounting principles are followed upon execution of budget.

Analyze status of funds for the HITS Program. Resolve funding discrepancies and inconsistencies in budget and contract documents and recommend programming adjustments to account for Program priorities and unanticipated budgetary requirements.

Develop and manage complex excel spreadsheets of contract lifecycle costs. Provide monthly budget reports to management detailing HITS Program obligations, expenditures, available funding, and estimated funding run-out dates.

Established a lifecycle acquisition process of HITS services as a primary member of HITS Request Management Board (HRMB) project management team. Developed technical procedures establishing guidelines of controls, policies and protocols to effectively manage the HITS services acquisition process incorporating Government best practices and HUD organizational and budgetary policies. Manage oversight of HRMB process and refine processes as required to integrate any changes to organizational policies to maintain an efficient process.

Evaluate technical proposals to ensure proposed solution effectively satisfies technical requirements. Evaluate price proposals for cost reasonableness, adequate funding based on negotiated price and ensure proposed services are aligned to appropriate Contract Line Item Number (CLIN) prior to execution of contract modification.

Review all contract modifications for accuracy and update contract pricing tables upon execution to accurately validate contract invoices and forecast out-year budgetary requirements for Program.

Thoroughly review Contractor invoices for accuracy. Validate proper alignment of charges to correct CLIN and align expenditure to appropriated obligation.

Instrumental in the annual preparation of Office of Management and Budget (OMB) Exhibit 300 budget submissions for the Departmental IT Investments.

Monitor and analyze Contractor Service Level Agreements (SLAs) to determine incentive eligibility.

Budget Analyst (HUD)

Formulated, executed and managed an $8 million annual operating budget for HUD’s PC / LAN Maintenance contract.

Managed the maintenance inventory, prepared contract documentation to add new equipment acquired by HUD or to request removal of de-commissioned equipment from inventory.

Tracked the PC / LAN maintenance obligations, expenditures and remaining funding availability to ensure costs remained within budget and scope. Provided detailed financial reports to management.

Reviewed monthly invoices to validate the contractual inventory and associated contract pricing for accuracy. Resolved any pricing or inventory discrepancies with Contractor prior to recommending invoices for payment.

Evaluated technical and price proposals to ensure maintenance pricing was within contract specifications and made recommendations for acceptance or price negotiation based on industry and knowledge of maintenance subcontract.

Provided financial and contractual support for an Inter-Agency Agreement (IAA) with the General Services Administration (GSA) Federal Telecommunication Services (FTS) contract. Prepared contract documentation to execute contract modification for annual funding to GSA. Reviewed invoices for accuracy and made recommendations for payment. Provided detailed financial report for all GSA FTS Telecommunication Services to Program Manager.

Federal Data Corporation (FDC) / NYMA, Inc., Greenbelt, MD

Accounts Payable / Payroll Administrator, 1989–1996

Processed and verified over 250 weekly accounts payable invoices for payment, cross-referenced invoices to Purchase Orders, shipping receipts and verification of receipt prior to approval for payment processing. Worked closely with vendors to resolve outstanding billing issues and required invoice adjustments.

Managed the payroll for 500+ employees. Audited bi-weekly timesheets for accuracy, ensured proper alignment to contract charge codes, and initiated timesheet corrections if necessary, prior to contract invoicing. Coordinated with Human Resources to modify employee payroll records related to salary adjustments, tax changes, and benefit deductions using Deltek Accounting software.

Managed employee 401K deductions, including 401K loans and employer contributions. Prepared monthly reconciliation of 401K funds for submission to 401K Administrator utilizing CIGNA Administrator software and provided reports to Human Resources and Financial Management.

Publications Coordinator, 1987–1989

Recorded incoming word processing, graphics, and reproduction requests and maintained the current status through completion; coordinated with requestor to ensure accuracy until completion of publication.

Maintained and updated Corporate resume database.
