Assignment Advisory Services: I use expert technical knowledge to provide advisory services to managers in the agency both Washington and overseas. Advises top-level managers, resolving complex and difficult problems in several agency specific technical occupational series regarding the agency's Foreign Service direct hire workforce. Provides managers and employees with information and interpretations of the agency's Foreign Service assignment procedures, practices, policies, and guidelines, when the issues addressed require substantial interpretation, there is potential for controversy. Reviews assignment actions and provides expert, consultative and technical advisory services to all Foreign Service employees on issues relating to assignments/transfers. Reviews recruitment and placement actions and provides guidance on difficult issues, such as whether the office met and documented all of the requirements in the execution of a specific appointment authority for foreign service. Uses all agency designated systems to provide managers and Foreign Service employees with advice and guidance. Provides expert advice to overseas mission management and employees regarding management of the Agency's Foreign Language Program compliance. Consults with the Department of State's Foreign Service Institute to determine length of foreign language training needed for employees to comply with overseas assignments. Employee Benefits Advice and Guidance: I provide in-depth advice and guidance to employees throughout a local organization on issues related to retirement benefits, Federal Employees Health Benefits (FEHB) and Federal Employees Group Life Insurance (FEGLI) Programs. Issues are complicated by various eligibility determinations or by other concerns, such as pre-existing health conditions, underage beneficiaries, trusts, court-ordered coverage, divorces, validity of marriages, or distribution of property. Advises employees, former employees, their spouses, and children on eligibility and requirements for enrolling in the Federal Employees Health Benefits Program. Advises employees on eligibility and options for enrolling in the Federal Employees' Group Life Insurance Program. Counsels or advises individual FS employees on sensitive or serious problems related to health or life insurance coverage. The issues require special coordination and/or confidentiality and are complicated by various complex eligibility determinations or by the highly personal and sensitive nature of the issues, such as long-term care needs, terminal illnesses, or dependent parents. Assists managers or senior specialists in making proper referrals to external resources for employees with sensitive or serious problems that are directly related to health and life insurance programs or issues. Provides in depth eligibility information for applicable benefits and allowances and circumstances governing effective dates, life events, terminations, travel, storage and conversions. May conduct training and orientation briefings for employees on health and life insurance benefits and other applicable foreign service-related allowances and benefits. Orientation & Onboarding: I am responsible for orientation of newly hired Foreign Services Officers (C3s). I am extensively involved in their orientation sessions, each class lasting almost 4 weeks, each session requires sheer strategic planning, coordination, organizing and execution. I am extensively involved in the logistics of hosting C3 orientation classes, their NEO briefings, badging, laptop issuance, meetings with their Coaches, Assignment & Career Counselors (ACCs) and Backstop Coordinators, as well as planning for the graduation ceremony of each class. External Recruitment and Placement: I am responsible for the full range of Foreign Service external placement and recruitment duties for the agency for which proactive recruiting strategies are needed. Positions include "hard-to-fill" and shortage categories, senior level positions, or highly visible or sensitive positions. Participates in recruiting outreach efforts by representing USAID at job fairs and at meetings of targeted community groups. Attends regularly scheduled meetings, discussions, and periodic conferences regarding area(s) of specialization and explain and/or justify HCTM's position on the matter. Liaisons with HCTM Employee on employee’s placement issues. Recruitment Planning and Strategies: Identifies and addresses complex human capital issues related to the Foreign Service recruitment and placement objectives, processes, techniques, and methodologies. Applies new approaches to resolving complex staffing issues, such as filling shortage category positions or positions undergoing rapid technological changes. Works with the HCTM Special Projects team; FS Counselors and the Administrative Management Staff, to coordinate FS staffing activities with the missions overseas. Establishes long and short-term objectives that are designed to support the accomplishment of USAID FS goals, initiatives, and priorities. Identifies individual staffing issues, recommends actions to management, and follows through to ensure decisions are carried out as indicated. Develops and delivers status/staff reports and correspondence on a variety of FS matters. Logistics Management & Administration: I play an important role in hosting and logistics of the biannual Flag Day Ceremony where the USAID Administrator presents flags to newly assigned Foreign Services Officers before they depart to their Missions. I closely work with the Payne Fellow Program currently managed through Howard University that produces new FSOs after completing their Graduate Program. I work with USAID Missions around the world to arrange their 10-week summer internship that includes their travel and logistics, and close coordination with Mission Executive Officers and Office Directors for Payne Fellow’s smooth onboarding and offboarding at the respective Missions.

Worked as Human Resources & Support Services Specialist, in United States Agency for International Development (USAID) in Iraq January 2017 – April 2022:

Reviewed position descriptions submitted by Office Directors for position classification. Classified General Schedule (GS) grade offshore US Personnel Services Contract (USPSC), GS Equivalent Third Country Nationals Personnel Services Contract (TCNPSC) and local hire (FSN/DH/CCN) positions.

Worked with Mission the Financial Office for arranging Operating Expense budget for Mission Employees, including forecasting and carrying forward unused amount to next Fiscal Year for all personnel actions and working with Financial Team on the funding requirements.

Worked as the Contracting Officer’s Representative to develop scopes of work, processing personnel actions, requesting necessary budget for solicitations and task orders.

Closely worked with Financial Office on budget and financial requirements, prepared and reviewed budget for contracting actions, and made recommendations to the Contracting Officer (CO) for processing and finalizing personnel actions.

Advertised vacancies throughout the Mission, website, and Federal Business Opportunities site, in accordance with Agency regulations and policies.

Received applications and sent out confirmation messages to applicants. Stored all applications in the HR shared directory and screened applications. Convened Technical Evaluation Committee (TEC), attended TEC meetings, scheduled interviews with applicants and served as Contracting Officer’s representative in the interviews. Coordinated logistics for inviting applicants for interviews and responded to all incoming correspondence regarding recruitment.

Negotiated salary with the selected candidates, ensured enough budget is available for the salaries, prepared job offer letters and provided information on the hiring process. Processed medical and security clearances actions.

Updated the recruitment reports and followed up on all pending recruitment actions. Ensured that all applicants receive an official communication informing them of the outcome of the recruitment process in a timely manner.

Managed the Mission USPSC, TCNPSC, and locally hired employee’s performance evaluation program & provided support to the US Direct Hire employees performance evaluation process, as necessary. Ensured that personnel actions are processed in a timely manner.

During Performance Award season, established deadlines for submission, and followed up with all staff to ensure staff members are recognized for their work. Coordinated meetings of the internal Awards Committee to review all nominations prior to submission to the Embassy Awards Committee and/or Bureau. Followed up on the status of all nominations and kept nominators informed about the outcome of nomination, ensured all Embassy deadlines are met. Ensured that approved award nominations are filed in employee’s electronic folders.

Processed and modified contracts using the Global Acquisition and Assistance System (GLAAS) for US Personal Services contractors and Third-Country National Personal Services Contractors. Also prepared CCNPSC contracts and different personnel actions. Ensured that all necessary contract documents are in place prior to signature by the Contracting Officer. Prepared new contracts, modified contracts, processed terminations and contract close-outs for departing personnel.

Worked closely with incoming staff and selected applicants and instructed them on procedures necessary for obtaining required clearances on a case by case. Followed up on the clearances with Regional Security Office, USAID/SEC, State/MED as necessary. Coordinated the start/arrival date and provided orientation for new employees including check-in sheets, handbooks, etc.

Provided daily guidance to the HR Assistants and Logistics Assistant on different aspects of HR and Logistics management and ensured their duties are fulfilled smoothly. Also provided guidance, training, mentorship and advice to enable them to learn and take over these responsibilities.

Processed time sheets for different CCN/TCN PSC staff and approved leave requests, premium pay requests.

Certified Position Classifier from January 2009 classified different types of positions through CAJE (Computer Aided Job Evaluations) system. Classified new positions and old positions for which the job description has significantly changed. Advised employees and supervisors in preparing position description (PDs) & job discussion help sheet (JDHS). Explained and briefed the procedure of classifying positions through CAJE to the new supervisors.

Administered the Mission’s Award Program for all American and local employees of the Mission. Collected award nominations, forwarded copies for committee members for review, arranged votes from Joint Country Award Committee online and prepared a working sheet for the award’s approval/disapproval. Coordinated in arranging funds availability and payment transfers into recipient’s accounts. Prepared certificates and made all the arrangements related to administering award ceremonies twice a year to recognize employees. Forwarded approved nominations and certificates to Washington to include in the employee’s OPF.

Performed duties of Mission’s Training Coordinator for all the training programs of Mission LES employees. Announcing training activities, asking supervisors for the nominations, selecting employees according to the need of related training and preparing paperwork and cables. Arranged Supervisory Skills Workshop and Customer Services Training two much needed programs at post by bringing in two instructors from REDC, Bangkok.
