Colorado Department of Public Health and Environment 9/23 – 11/23 Temporary Contracts Specialist

Served as subject matter expert for the department in personal services contracts due to my previous years of experience in reviewing and approving them for the Department of Labor and Employment. Mentored existing staff in relevant statutes, rules, regulations and technical guidelines regarding the legitimacy of proposed contracts with state vendors.

Colorado Department of Military and Veterans Affairs 7/1/21 – 2/28/22; 9/1/22 – 12/31/22 Temporary Aide/Job Evaluation Subject Matter Expert and Technician

Sole responsibility for all job evaluation reviews for the agency during my tenure. Rellieved HR Director of all duties related to the appropriate classification of all classified positions and provided analyisis and justification for all allocation decisions. Assistted the Director with the implementation of the new employee union mandates and educational materials. Served as a resource for consultation with HR Director on complex HR matters including investigations, performance management and other sensitive matters.

Colorado Department of Labor and Employment 3/2012 – 7/31/2022 Special Projects Coordinator

I performed a wide variety of assignments in support of the HR Office and Department-Wide goals and initiatives. The assignment required in depth knowledge of Human Resources, public policy and administration, labor contracts in the state personnel system, fleet management, and employee performance management to include consultation with division directors and managers, assisting with corrective and disciplinary actions, and employee relations necessary to effectively communicate management goals and objectives. Also oversaw employee recognition and awards, EcoPass (bus and regional train benefits), and some department-wide records storage and destruction activities. Examples include:

Author or co-author all new, revised and updated HR policies for the department; coordinated and lead policy committee meetings and tracked all policy related progress and communications.

Evaluated and made determinations on 99% of all requests for personal services contracts reviews for the department; Authored new/updated contracts guidance and web postings.

Colorado Department of Law 12/2002 – 9/2007 Human Resources Director

Reported directly to the Director of Administration and the Chief Deputy Attorney General. Managed, directed and participated in all aspects of Human Resources functions for employees of the Colorado Office of the Attorney General (Department of Law) including recruitment, selection, job evaluation, compensation,all leave administration issues, employee relations, records management and compliance with applicable federal and state laws and State Personnel rules and procedures. Managed and oversaw the administration of two separate personnel systems (attorneys/classified personnel system staff) while ensuring that the two were perceived as parallel and fair to all employees. Duties included HR consulting on staffing, compensation, performance management and related issues, ADA accommodations, FLSA and FMLA compliance, policy development, revision and implementation, the development and delivery of training related to sexual harassment, performance management and Workplace/Domestic Violence issues, serving on the Senior Management Team providing strategic direction on organizational issues, the development of a variety of customer survey instruments and asset inventory for classified employees, and advice to all attorneys and their hiring authorities regarding same. I was the first point of contact for employee grievances, both formal and informal, provided expert advice to employees, supervisors and management staff as to their resolution and provided various resources and options for accomplishing same. I also worked closely with supervisory and management staff on corrective and/or disciplinary actions, wrote letters for their signature throughout the process, and responded for the agency to claims and lawsuits brought by employees through the EEOC, the Colorado Civil Rights Division, and the State Personnel Board. This included working with legal staff representing the Department of Law in such matters, and testifying in hearings and court procedures. In addition, I was responsible for defending the agency against appeals of examinations, classifications, and other grievances brought through the State Department of Personnel Director’s Office or the State Personnel Board.

For three years, I supervised and coordinated the work of three administrative support employees responsible for providing department-wide administrative services including office supply ordering and delivery, copy center services, office and furniture moves, archiving services, fleet maintenance and repair, and mail sorting and delivery

As the HR Director, I supervised one HR Professional and one high-level HR administrative support employee. The HR professional’s duties involved performing the HR functions of Risk Management (which includes Workers Compensation, FMLA Coordinator, Short and Long-Term disability benefits, Wellness programs and employee safety initiatives, etc.). The administrative support employee was responsible for employee leave tracking and monitoring, and recruitment/selection support. For three years, I also supervised three Administrative Assistants responsiblefor Fleet Management, Copy Center, Mail Center, Court delivery on a daily basis, and assorted special projects. Supervisory duties included the design and development of performance plans and incentives, performance evaluation, resolution of informal employee issues, staffing and leave management, and ensuring that employees received both mandatory training and career development opportunities.

Colorado Department of Revenue 12/1985 – 12/2002 Deputy Director, Human Resources -

(Director of Technical Services)

Technical Services activities consisted of recruitment, selection, job evaluation, compensation, personnel records processing and management, leave administration, and consultation on performance issues, ADA, FMLA and FLSA compliance for an agency of 1600+ employees with a wide variety of program responsibilities including all state tax programs, the State Division of Motor Vehicles, and the administration and regulation of state liquor, lottery, racing and gaming programs. I developed and implemented several creative recruitment and selection strategies, constructed employment examination and selection devices, performed technical job evaluation (classification) activities, represented the agency on a variety of statewide task forces and committees and supervised and mentored a staff responsible for recruitment, selection, job evaluation, leave processing, and personnel transaction processing/ records management activities. I was the agency representative to the statewide ADA implementation committee, wrote both Affirmative Action and Diversity plans, and developed and implemented several performance metrics to capture workload and customer service quality information. I performed significant statistical analyses related to examinations and utilization analyses for affirmative action/diversity efforts. I also had significant input into the development of the department's compensation policies with the advent of open range compensation concepts and developed the necessary forms and instructions to implement the policies successfully. I served on a number of the task forces involved with the conduct and implementation of occupational studies by the State Personnel Department (Financial Services, Enforcement and Protective Services).

I shared responsibility for dealing with employee grievances with the HR Director which included consulting with supervisors and managers as to their proper processing and resolution, writing letters for management signatures addressing informal employee issues and concerns as well as formal grievance decisions, and advising management on available options regarding mediation, settlement and escalation. I also had sole responsibility for defending the agency in any technical appeals of examination/selection and/or classification appeals made to the State Personnel Director.

While at the Department of Revenue, I was considered a statewide subject matter expert in technical human resource activities and functions and was asked frequently to assist other agencies by constructing examinations for sensitive, high-level positions, performing difficult or sensitive job evaluations, serving on Management position evaluation panels, and devising creative recruitment and selection strategies.

Related Experience

From 1999 – 2007, I served on the Board of Directors for the Colorado Business Leaderrship Network, a non-profit corporation dedicated to improving employment opportunities for people with disabilities. I was elected to serve as the Chair of the Board from 2005 until August of 2007 when the organization was assumed by Cerebral Palsy of Colorado due to federal funding cuts. Over those eight years, this endeavor allowed me to work closely with staff from major Denver metro corporations, the Division of Vocational Rehabilitation, the Rocky Mountain Disability Business Technical Assistance Center and several other service provider agencies in the provision and coordination of program activities and fundraising efforts as well as our annual event recognizing Colorado businesses for their efforts toward including people with disabilities in their workforce. It also gave me extensive hands-on knowledge of and experience with the application of the ADA, FMLA, accommodations for persons with disabilities, both in the employment process and on the job, and the wide variety of resources available to employers dealing with related issues in hiring and employment.

During the two year period of 2002 – 2004, I was hired to conduct the annual salary survey for AIMS Community College in Greeley, CO. In conjunction with my consulting partner, we were responsible for determining survey samples and matches, survey data analysis and aging, determining salary implementation recommendations and preparing the final report. I served as the primary author of the subsequent report. In addition, we have studied their current classification system and made significant recommendations for revamping both their class and compensation policies and systems.

I have served as a recognized mentor for less experienced HR professionals seeking to obtain technical certification from the State Department of Personnel in technical HR functions including selection, job evaluation, and personal services contracting.I have also been a presenter at numerous job fairs, seminars, employment panels, and formal training sessions both inside and outside the State Personnel system.
