Résumé for John Hodnik Billings, Montana T [406] 690.4118 E ********@*****.***
Proposal Writer Platform technology for consumer applications and logistics Cybersecurity To understand the structure of a solicitation is to qualify content in bid work for award of contract. I am a proposal writer, working on strategy to establish a high standard of quality in bid work:
Information processor — research and analysis in structure and content for successful proposals;
Interdisciplinary team builder — integration of multidisciplinary specialists;
Emphasis on technology and logistics, mobility service, and energy connectivity; and
Cybersecurity is a priority.
The proposal writing process builds out a solicitation’s scope of work, to assemble the work plan in capability of the proposal:
Deconstruct solicitations — an interdisciplinary process for design and development;
Work plan for path to position and configure the proposal; and
Focus team management and coordination, to apply firm’s capability. My organizing principle — 5 1 scale — guides strategy to design the structure of and produce content for contract award product:
Focus writing — creative and generative — to chart a tactic chain;
Tools such as workplan with timeline, critical path analysis, and cost schedule apply the line of management, technical and cost elements; and
Qualifications sourcing the firm — years in service, size, revenue, services provided, business outlook, types of service, leaders and staff, offices and locations, and clients / references, etc. The 5 1 scale method is geared to practical aspects of proposal writing — word choice and use:
Vision in management and coordination for team building, to succeed in transition from solicitation to proposal;
Team buildout sources structure and content at intersection of the solicitation’s scope of work and expert, encyclopedic knowledge of multidisciplinary specialists;
Leading the solicitation forward, to succeed as a proposal; and
In the process, to develop highly effective relationships in client service. My skill in management and coordination applies an interdisciplinary process — planning message development in strategic communications — to integrate multidisciplinary specialists’ expert, encyclopedic knowledge:
Driver of strategic planning and communications to succeed, forming a strong bidding center for the firm.
The prospecting endgame is the gateway to startup; it points to contract award, running through organizational attitude of activities to complete tasks:
To graduate the solicitation’s line items, building out the proposal workplan path: a strong center of unique value — product, service and financial — with detail established as dedicated milestones, set in deadlines, on schedules organized by comprehensive section headings. Page 2 of 5

Knowledge Enterprise
My experience in knowledge enterprise includes strategic communications for disciplines around account development and management for business planning, marketing and sales:
Public policy and environmental studies,
Advertising and fundraising campaigns, and
Organizing, running and reporting meetings, including focus groups. I relate research and analysis to decision and action: pointing to writing documents and briefing principals. This includes writing, editing and presenting public and private sector proposals — such as pitch decks and talking points:
Governmental services
Policy lines
Business development
My interest is working remotely, as a contractor, to write technical proposals and pricing schedules:
Managing projects that involve research and analysis;
Organizing, running and reporting interdisciplinary and public meetings;
Writing technical proposals and pricing schedules, to add prospecting capacity;
Pitching new venture development proposals; and
Sales in advertising and media marketplaces.
My work in technical approaches and pricing schedules is a critical part of proposals to RFP, RFQ and RFI solicitations. The proposal preparation process emphasizes the value of certification and licensing guidelines; it bases qualifications, deliverables, budgets and schedules, with documents for financial projections and balance sheet performance. Administering the details of contract management has been a parallel function of my work to produce content. Strategic planning and communications form my work experience, which ranges private enterprise and government.
I specialize organizing and running interdisciplinary team and public meetings; this applies to projects, marketing, and sales campaigns. Since the early 2000s, I have applied scale strategy to enterprise and policy initiatives, in pitching disruptive innovation in technology for venture development; it is cold call prospecting, for funding in venture capital and private equity. I have experience prospecting platform technology and logistics — cold call and response to solicitation proposals — for products and services, such as:
Consumer applications, B2B & logistics
Data management in storage
Mobility service
Energy connectivity
Cybersecurity
