Medicaid Product/Community Relations Manager/ (2016 - 2023)

● Oversees regulatory requirements for all state government programs within Blue Cross.

● Serves as liaison to the Minnesota Department of Human Services (DHS) for program administration and regulatory oversight of Prepaid Medical Assistance Programs (PMAP) and MinnesotaCare.

● Develops regulatory oversight tools (i.e., contract reporting tool, compliance review schedule and methodology) maintenance of tracking and monitoring mechanisms handled by Medicaid Product Team.

● Participate in contract negotiations with the Minnesota Department of Human Services. Assist with contract amendments and addenda’s as necessary.

● Assist Compliance Team in preparation for internal and external quality audits from the Minnesota Department of Health and Minnesota Department of Human Services.

● Work with Compliance in Implementing Corrective Actions Plans (CAPS) as necessary to internal departments for regulatory compliance concerns and issues.

● Provides oversight and development of community outreach and partnerships activities to help achieve organizational goals and objectives.

● Develop, maintain and foster community stakeholder relationships to achieve engagement opportunities which better serve Blue Plus members.

Community Relations & Partnerships Manager (2008-2016)

● Lead the development and implementation of community relations and partnerships strategies to help achieve organizational goals and objectives. Founded the HueMan Partnership to bring 23 community -based organizations to collaborate on providing resources to the community including health & wellness activities.

● Served as a resource and consultant to internal departments and help to create online promotional resources for members and providers.

● Worked in cross-functional or collaborative roles with other areas of the organization including operations.

● Represent the organization in meetings with key partners, such as community-based neighborhood associations, chambers of commerce, business agencies, ethnic communities, social service agencies, Minnesota Department of Health and Human Service.

● Managed the Minnesota SNP’s for Medicare/Medicaid Senior Health Options (MSHO) for 21,000 duo eligibles and provided oversight for 8,000 Minnesota Disability Health Options (MNDHO) for individuals eligible for Medicare/Medicaid.

● Collaborate across the organization to address requests, concerns and recommendations from external groups regarding the organization and its delivery of services.

● Provided oversight to 9 staff persons who served as Government Programs Specialist and contract management.

● Managed ongoing status of UCare’s Mobile Dental Unit (MDU) and provided regular reporting to senior leadership of operational issues and/or concerns involving the mobile clinic.

● Participated in contract negotiations with the Minnesota Department of Human Services. Assist with contract amendments and addenda’s as necessary.

● Managed and coordinated internal and external quality audits from the Minnesota Department of Health and Minnesota Department of Human Services. This included the implementation of departmental Corrective Action Plans as necessary. Successfully coordinated the first MCO External Quality Review within the state of Minnesota with no deficiencies.

● Managed development of UCare responses to county and state Requests for Proposals for state government programs.
