Project Manager contracted to Boeing for NASA Artemis moon and Mars rocket factory facilities management. At SABIC Plastics chemical plant, prepared cost estimates and contracts for bid containing technical scope of work requirements for engineering services and construction of capital and maintenance projects within strict budgets and aggressive schedules involving firewater tanks; air conditioning/chillers; silos; piping replacements; structural platform modifications; fire protection and railroad crossing upgrades. Project engineer for scope development, cost estimating and construction execution at the Mobil Refinery, Chalmette, LA for the Capital Projects Program. The work involved projects and construction for a new barge dock, a refinery fuel drum, a refinery-wide amine system upgrade, a hydrofluoric acid vapor mitigation and detection system, a wastewater treatment plant modification, and tank farm cathodic protection system additions. These projects were maintenance upgrades to ensure refinery throughput continuance under environmental constraints, or marketing new product such as low sulphur diesel. Prepared the initial development plan for a grassroots port facility handling a bulk commodity on the Mississippi River near St. Joseph in Tensas Parish, LA. This effort involved working with a potential operator on economics, feasibility and forecasting of revenues to justify capital outlay from the State under the Louisiana Port Priorities Program.
Design manager for project teams designing Napoleon Avenue Container Terminal Redevelopment projects for the Port of New Orleans. The wharf reconstruction, electrical substation design, mechanical piping design, and design/renovation of four buildings on the site required designing to cost, and compliance with State Fire Marshal and Levee Board requirements.
Design leader for electrical power and lighting distribution extension project for the Port of Gulfport to expand container capacity for the Dole Fresh Fruit Co. Terminal. This project provided the client with the ability to continue supplying power to 50 % more reefer containers after their unloading from a ship, prior to truck transport out of the Port.
Design manager for Marine Vapor Recovery project involving three ship/barge docks at the Shell Deer Park refinery, including developing final process flow diagram, piping and instrumentation diagram, equipment layout and electrical substation. System design involved vapor collection from 22 chemical cargoes at 6 loading positions, a compressor station and a Motor Control Center building. A complete bid package for the MCC Building was delivered. Design also involved piping layout, structural foundation, electrical power distribution, and instrumentation design per current U.S. Coast Guard regulations.
Design manager leading a team of process, civil, and environmental engineers in preparing a preliminary design and cost estimate for a tanker/barge dock capital project in the Calcasieu River near Lake Charles, LA for chlorine offloading and ethylene dichloride loading, consisting of two loading platforms, mooring/breasting dolphins, dredging, wetlands permitting criteria, walkways, pipe racks, piping, control valves and instrumentation, and complete vapor collection system with disposition to plant site.
Design manager for U. S Air Force Fuels Training Facility. This project provided facilities to train all Air Force fuels handling personnel, and included classroom/training buildings, administrative offices, laboratories, liquid oxygen manufacturing space, high bay vehicle maintenance building, pump houses, storage tanks, shop building, and aircraft hydrant refuelling loop.
Design manager for U. S. Air Force Fire Protection Training Facility. This project provided facilities to train all Air Force fire protection personnel, and included burn pits, smoke abatement system, classroom/training buildings, administrative offices, vehicle maintenance building and fuel dispensing stations.
Design manager for alterations and renovations to a warehouse at Holloman Air Force Base, NM which contained spare parts for the Air Force stealth tactical fighter plane.
Project engineer for fire protection upgrade of petroleum storage facilities at five U. S. Department of Energy Strategic Petroleum Reserve sites. Experience included design and project engineering for the facility addition of fire protection foam deluge systems with associated coordination of grading, drainage, structural, piping, electrical and detection systems design. Project engineer for design team preparing working drawings and specifications for a Boise Cascade paper mill sludge dewatering project which included dewatering equipment, polymer additive system, 3-story building, conveyors, power and lighting. This upgrade project permitted the addition of a larger paper-making machine which created additional sludge that needed to be dewatered, without exceeding environmental sludge production stockpile limits, and increased mill output by 50%.
Project engineer for design team that prepared construction documents for a 26-mile water pipeline in Indonesia for Freeport McMoRan. The pipeline transported tailings from an ore mining operation at the top of a mountain to a treatment facility below, and the project included a pump station, a river crossing, the water treatment facility and a reservoir. Design effort included coordination of civil, mechanical, electrical, and instrumentation engineering, as well as cost control. All project materials were required to be purchased and shipped to Indonesia necessitating procurement, expediting, and freight forwarding efforts as part of the project.

Designed 100,000 DWT tanker/barge dock for crude oil terminal on the Mississippi River at St. Gabriel, LA. This capital project allowed the terminal to double oil movements, previously where only barge shipment existed before.
Design engineer for maintenance rehabilitation of concrete deck of Poland Street Wharf, U.S. Army Corps of Engineers, New Orleans. This maintenance project which replaced support beams and decking restored the structural loading capacity of the wharf to its original design capacity.
Designed barge unloading dock, 206,000 BBL oil storage tank foundation, slabs and roadway pavement for an AMOCO petroleum condensate plant on the Mississippi River at Port Hudson, LA. This project permitted barge transport of petroleum condensate from on-shore drilling production wells at considerable savings over previous tanker truck transport operations.
Designed steel sheet pile bulkhead for a barge repair facility, including foundation for a mobile lift crane. This maintenance project replaced a previous failed bulkhead.
Designed an aircraft noise suppresser building foundation for jet engine testing at Naval Air Station Belle Chasse, LA. to comply with noise regulations when military aircraft ran up engines prior to take-off.

Design engineer for heliport addition to crude oil tanker ship; supervisor of offshore soil boring crew, preliminary design for offshore load-out dock, and designer of offshore well protector structure in Angola, West Africa. All projects supported new development of the West Africa field for Texaco.
