City of Cape Town – Traffic Signals (Current Duties)

I started my employment at the city on the 2nd November 2012, as an engineering artisan in the traffic signals department, doing Intelligent Transport Systems (ITS) maintenance, repairs and installations

Employed as Specialist Engineering Artisan on the 1st September 2019 I carried out the following duties:

KPA FREQUENCY TASKS

POLICY IMPLEMENTATION

Adhere to implementation of policies, procedures, systems and processes in the Branch, by: Daily POLICY IMPLEMENTATION

- Ensuring compliance as it relates to all current policies and procedures

- Providing feedback on the effectiveness of policies

- Upholding high standards of ethical conduct

In order to ensure compliance to City's policies and regulatory requirements so as to maximize intelligent service delivery.

FUNCTIONAL

Monitors the health of traffic signal and other intelligent transport systems, by: Daily Monitoring of Systems

- Running queries on JSENT or other monitoring systems to identify faults

- Analysing periodic site inspection reports

- Checking C3 or other system notifications

In order to proactively identify faults and fault trends. Scheduling of Works

Controls the performance of maintenance and construction works, by:

- Drafting schedules of re-active and pro-active maintenance works

- Scheduling construction works

- Monitoring completion of works in terms of the schedule In order to ensure that works are planned and completed in terms of a predictable work programme. Intelligent Transport Systems Maintenance

In order to maintain intelligent transport systems in good working condition. Intelligent Transport Systems Construction

Oversees or undertakes intelligent transport systems construction works, by:

- Ordering materials

- Appointing contractors on the period tender for the supply of labour

- Executing planned works of a complex nature or overseeing the execution of less complex works by depot artisans or contractors

- Inspecting works for completeness and accuracy

- Assembling traffic signal controllers and other equipment in the depot

- Preparing traffic signal controllers and other equipment for soak testing

- Assisting intelligent transport systems project managers to prepare installations for commissioning In order to ensure that construction works are completed to specification and according to schedule.

Supervision and Training

Supervises and trains staff in the depot, by:

- Supervises staff at the depot and on site

- Substituting for the depot senior superintendent when he/she is absent

- Overseeing the use of vehicles, radios, standby cell phones, laptops and other equipment

- Familiarising him/herself with new and changing technologies

- Training staff in the execution of maintenance and construction works, both in the depot and on site In order to ensure accurate and timeous completion of daily tasks, responsible use of equipment and adequate training of staff.

GENERAL ADMINISTRATION

Supporting Information On Duties Performed

Attend to queries and complaints from public, councillors and contractors relating to traffic signal faults. Maintenance of traffic signals and its devices including inspections ensuring that the intersection complies to SARTISM standards.

Scheduling Inspections and maintenance of controllers, fault finding and diagnostics.

Scheduling Preventative. Planned maintenance and standby duties.

Supervise staff and appointed contractors, organising daily tasks for staff and contractors in relation to the nature and priority of the tasks and ordering of materials required for jobs, scope of work, doing estimates for labour and material for the work or project, ensuring specifications, regulations, safety and By-laws are adhered to.

Scheduling and Managing Projects pertaining to traffic signal maintenance, upgrades and repairs of traffic signals and its components and monitoring the relevant budgets of these projects, as listed below:

Arranging and attending site meetings during the different phase of the projects, site inspections, commissioning and handing over upon completion of project. Update inventory lists on SharePoint project info, record and file project documents.

Ensuring safety procedures are implemented and a standard of good quality work is maintained as per specifications, regulations and standards.

Drafting and updating reports, spreadsheets and progress reports.

Administrative task which include, I.O.D’s, vehicles accidents and incidents and OH&S requirements.

Participating and assisting construction superintendent with the design and construction of new signalised intersections.

Acting as the depot senior superintendent in his absence.

I managed the maintenance depot and staff during the Covid lockdown from Aug 2020 – Aug 2021 in the absence of my Senior Superintendent, since he was at high risk and mainly worked from home during this period.

I deal with staff conflict on a regular basis and consult to reach a mutual resolution. I was part of the team that won awards, under the innovation category. I was the project manager for the installation for these projects and the success thereof.

Since Transport Department does not have a Facilities Management section and no building maintenance GL accounts, I took on the responsibility of being the Facilities project manager for our CURRICULUM VITAE

depot. Our office building has been deteriorating and water damaged (2018-22), forced us to vacate the building.

I managed roof repair project using transversal tender 264Q/2019/20 in Oct 2022 at the cost of, R395 692.61. Completed within project timeframe on 23 Feb 2023.

I managed the ceiling repair project using transversal tender 084Q/2019/20 in Apr 2023 at the cost of, R165 455.77. Completed within project timeframe on 03 May 2023.

I have recently managed the Ndabeni depot office building repair project using transversal tender 144Q/2020/21 on 01 Mar 2024 at the cost of, approx. R3.5M (R3 440 827.56), Boshard Construction were the appointed contractor. Projected completion date on 27 Jun 2024. Actual completion date 27 Jun 2024. Collectively the entire building repairs cost was just over R4.2M

I am the in-house project manager for Roads department’s electrical maintenance and upgrades on the Roads department depots.
