After 18 years of professional experience, opened a small business based in Reston, Virginia, to provide services in technical writing, process improvement, instructional design, and change management program analysis to government and commercial clients. ●Tachyon Alliance: Managed Proposal process for a Joint Venture team of 5 companies with 17 subcontractors for an RFP response for delivery to the Maryland Program Office at Fort Meade. In addition to managing the proposal process (running pink/red/gold teams, managing calendar, daily tag-ups, managing data calls, ensuring compliance, etc.), wrote sections, created graphics, edited sections, targeted editing for document length, and worked with technical team to create spec sheets for developing their section.
●Capgemini Government Solutions (Capgemini): Collaborated with capture team and technical team to produce several documents leading up to a major proposal effort, including:
A white paper on solving several data management and data quality issues in Salesforce;
A leave-behind marketing deck about Capgemini Government Solutions specifically for the FDIC and an additional deck for presentation;
The script for Capgemini’s response to the FDIC’s request for video information;
The technical section of a proposal for FDIC Salesforce task orders; and
A 2-page slick for Capgemini’s customers to help them understand when to use Salesforce Reports versus when to use Einstein Analytics.
●Capgemini: Managed proposal process for several proposals across two teams with multiple subcontractors.
●CybertLabs: as a third-level subcontractor, worked with the Innovation/Process Improvement group on the IRS Cybersecurity Program Office Assessment Team:
Determined areas where Security Assessment reporting could be automated and developed automated MS Word Documents;
Developed presentations and tracked progress on Innovation and Process Improvement for the Assessment Team;
Created Learning & Development plan for the Assessment team and developed micro-learning slides to be sent on a weekly basis;

●Block/Square: reorganized security documentation from several different divisions of Block to develop a single point of access for security documentation across the several companies under the Block umbrella. Developed Change Management/Process Improvement strategy to work with the several companies in normalizing security processes across divisions, and changing the process for storing data and discovering security policies. Documentation had been stored across several systems without any specific ordering:
Ran meetings with stakeholders to develop user stories for requested security documentation;
Met with individual stakeholders to ensure we were covering the most important security topics first
Developed new front end for documentation links;
Searched for existing documentation and sent to stakeholders to ensure that information was correct and still used by their teams;
Edited documentation based on answers from stakeholders;
Created storage area on the back end while linking to documents from various areas on the front end, depending on User Story.
●Zetier: Wrote several White Papers (solicited requests for proposal) describing Zetier’s offensive and defensive cybersecurity capabilities. Worked with Zetier upper level management to develop a new strategy for developing proposals as the company grew.
●Kopis Mobile: Wrote two Enhanced White Papers (solicitation responses) while also assisting the Kopis Mobile team in learning to use the Solutioneering method of proposal management and writing. These were as follows:
Enhanced White Paper for the Air Force on ATAK (Android Tactical Assault Kit) integration for weather analytics and
Enhanced White Paper for the Army on machine learning in Robotic Combat Vehicles (RCVs).
●Rimstorm: After interviewing technical staff and reading source materials, wrote whitepaper, “The Case for Managed Cybersecurity using SIEM.”
●Rimstorm: After reading source materials and working from a rough draft, wrote whitepaper, “Cybersecurity Maturity Model Certification: A Planning Guide.”
●Navitas Business Consulting: Developed and maintained an ongoing relationship with Navitas for proposal management, writing, and substantive editing services. Worked with Navitas owner and management to develop a better proposal management and writing strategy, taking the technical group from a rejection mindset to an acceptance mindset within the time it took to write and deliver one proposal.

Securities and Exchange Commission (SEC) – Office of Information Technology (OIT) Governance, Risk Management, and Compliance (GRC) and Security Assessment and Authorization (SA&A).
●Supported OIT Security in its change from OIT Archer 5.4 to OIT Archer 6.3 (Archer is an SEC-wide GRC software tool).
Conducted change management interviews with leadership and SMEs and developed a training plan and training materials for existing users. Training was intended to both introduce the new material and support acceptance of change to the new version of Archer.
Developed training plan and materials for new users; created the MS Word template for the look and feel of the documentation and wrote user guides for six different user types. Trained multiple user groups and held support sessions one week after each training session to answer questions and enable retention.
Wrote change communication materials to support the changeover between the old and new versions of Archer.
●Supported OIT Security’s Policy & Compliance and Privacy groups in developing a training “Road Show” to be delivered at the 11 SEC Regional Offices.
Conducted interviews with leadership from the Policy & Compliance group and the Privacy group, as well as with the CISO, to develop the learning strategy. This strategy included interactive time and turning the classroom and also included a change communication component.
Developed training plan and materials customized for the needs of each regional office, and conducted table reads and run-throughs with the presenters to train-the-trainers in preparation for the road show.
●Worked with the SA&A team to edit Security Assessment Reports and other security documents.
Re-wrote report templates to use Visual Basic forms, macros, and drop-down fields to reduce time spent both in writing and editing the documents as well as to ensure more consistency in format and style.
Collaborated with the SharePoint team to envision a new web site design; created mock-ups of the design to be given to the site developers.
●Coordinated on information presentation with the Information Security Continuous Monitoring (ISCM) group in putting together the ISCM Readiness Strategy for the SEC.

●Contributed to the new Speaker Vetting Request Tracking system (SVRT) by providing inputs to the Requirements Document, attending requirements meetings, and performing User Acceptance Testing.

National Institute of Child Health and Human Development (NICHD) – Facilities Move.
●Supported the NICHD facilities move by writing, editing, and delivering change communications work pieces.
●Work pieces included a monthly e-newsletter, web site content, hanging banners, meeting presentation decks, e-mail blasts, FAQs, quick reference guides, and slide shows to support the facilities move change strategy.
NICHD – Data and Specimen Hub (DASH).
●Supported DASH by writing a User Tutorial for the DASH Submission Process and Data Preparation Tool and devising a plan to keep the tutorial up to date through Agile sprints. (DASH is a system that allows recipients of NICHD grants to upload and share data from their research with secondary researchers.)
Consolidated this tutorial with an existing tutorial for the Request and Download process, normalized styles, and worked with a Section 508-compliance specialist.
Maintained the documentation throughout changes to the system and worked closely with engineers and testers to ensure that the information remained current through new Agile sprints.
●Wrote a new System Design Document to account for the many changes that had taken place since the start of the contract; worked with each of the engineers in turn to document his or her part of the system and combined all of this information into a document for delivery.

Substance Abuse and Mental Health Services Administration (SAMHSA) Web Based Training for the Recruitment and Retention Toolkit: Edited five training modules by watching the trainings, comparing to the script and MS Word versions, and making comments regarding issues with continuity, grammar and style, and formatting.
Financial Crimes Enforcement Network (FinCEN): Edited the text for the Presidential Management Fellows (PMF) welcome toolkit. Collaborated with content creators to define grammatical styles and edited the document. Coordinated with the graphic designer and reviewed the final versions before they went to print. Returned to FinCEN to edit security documentation (physical, information, etc.), and in addition to making language changes, made suggestions for layout changes and posed questions where information was not clear or seemed contradictory.

●Provided writing, editing, and proposal coordination and management support for Booz Allen federal and commercial proposals, specifically in the Health, Financial, Information Technology, and Cybersecurity markets.
