This assignment sought to audit the payroll and discover person who are receiving payment without providing the services for which they are being paid: the objective of assignment were:
a.To identify and report the civil servants receiving salaries on incorrect grades.
b.To gather data on civil servants who have been separated from civil service(due to retirements, death resignation dismissal, secondment, abandonment of posts,
Study leave without pay leave of absence, prolonged sickness etc.).But whose names are still in the payroll.
c.To physically verify employee through a head count system.
d.To suggest new techniques of monitoring the payroll regularly.
e.To work with MDAson the process of updating their staff lists and up keeping of staff attendance registers.

Narrative description of project:
The government of the republic of Sierra Leone has been implementing the rural and private development project (RPSDP) since June 30, 2008. The project has been providing diverse support to former based organisations for FBO,traders’ association and export association with an overriding objective of addressing the inefficiencies along the value chain of the selected agricultural commodities (i.e, rice, cassava and vegetable). The project ended November 2015 and seray consulting was contracted to conduct an end of project impact evaluation of the project.
The objective of the evaluation were to,
a.Assess the extent to which the project has achieved the development objectives by examine the achievement of each of the key performance indicators (as highlighted in the result framework) among beneficiaries compared to non-beneficiaries.
b.Assess the structure and delivery mechanism of each of the project components (as described in the project appraisal document ),and determine whether or not they were adequate to realize the intended objectives;
c.Determine to what extent the project implementation process have delivered the planned outputs and whether these are beginning to realize the expected outcomes;
d.Capture the opinions of the project key stakeholders including beneficiaries on the relevance, design, implementation structure and what went well\,or notso well, in the project management;
e.Identify critical factors(eg., provision of improved planting materials ;developing structured access to markets; organisation and engagement with farmers based organisations; technical back stopping from project sub units, among others ) that may have supported or impeded the project in realizing its expected out comes;
f.Asses the adequacy of the project monitoring and evaluation arrangement knowledge management system of the project and document lessons learnt in the course of project implementation; highlight success stories from the project beneficiaries;
g.Asses the efficacy of the different models utilized by the project for instance ;federating farmer based organisations in to cooperatives ; financing mechanisms for farmers increased access to access inputs, and the marketing support initiatives;
h.Estimate the key benefit floes from the project, and based on the assessment of the project inputs and cost, undertake a benefit-cost analysis (BCA) of the project;
i.Identify key challenges and gaps that may have affected the attainment of the project development objective and recommend actionable interventions that should be considered by the government of sierra Leone and her development partner s in designing similar project in the future.

This support include the provision of input, matching grant and capacity building to target beneficiary at group and institutional
Levels. The group includes farmer based organisations or FBOs,traders’ associations and export associations with an overriding objective of addressing the in efficiencies along the value chain of the selected agricultural commodities (ie. Rice,cassava,and vegetables.) Other beneficiaries and key partners include. The national farmers’ association of sierra Leone standards bureau, sierraLeone agricultural research institute (NAFSL) and the ministry of agriculture and food security (MAFFS), trade and industry (MOTI) and the ministry of local government and rural development (MLGRD).
Seray was contracted by the project coordinating unit to conduct a beneficiary impact assessment study in sierra; Leone. The team use beneficiary perception and satisfaction level to measure impact of the four component of the project on incoming levels and livelihoods. The impact assessment provided feedback on the projects’ interventions since inception to the key stakeholders including the minister of agriculture, forestry and food security (MAFFS),ministry of trade and industry(MoTI), project management team and development partners (the world bank, FAO,AfDBandIFAD).the assessment also:
i.Determine the level of satisfaction of the project beneficiaries;
ii. provide understanding to the degree and manner beneficiary community members’ participation in various phase of the implementation of the projects’ activities and
iii. Provide learning on how stakeholders feel the project implementation could be improved and /or fine-tuned.
