This is to certify that, Mr. Tikue Weldu Kiros worked in Kafta Humera District in Plan and
Finance Office. Throughout his service time, he engaged as Project Focal Person of
Financial Transparency and Accountability (FTA) from 10/03/2012G.C to 10/09/2017G.C
under the Protection of Basic Services (PBS) and Enhancing Shared Prosperity through
Equitable Services (ESPES) programs, supported financially and technically by the World
Bank (WB).
For the duration of his employment, he has remained involved in conducting the following
duties and responsibilities assigned to him.
1. Strengthening accountability systems at the decentralized levels by supporting capacity
developments in public finance management and implementation of citizens’ engagement
initiatives pre-budget and post-budget processes.
2. Improving transparency and accountability around public budget processes (budget
preparation, allocation, execution and audits).,
3. Developing various tools such as budget and expenditure templates, budget literacy
training manuals, procurement and audit templates, the media disclosure and other
traditional and cultural mechanisms. =
