Key Responsibilities (HSE)

Enforce company/client HSE policy, implement HSE systems, Monitor the HS&E matters related to construction activities

Establish HSE objectives and metrics in line with Company’s/Project’s HSE Plan, and implement HSE strategies

Develop, review and implement Health, Safety & Environment Procedures according to Clients requirements

Prepare Risk assessments, Job Safety Analysis, etc. with respect to Method statements for construction operations

Conduct Risk Assessment, and provide risk mitigation plan for project to ensure that all risks & hazards are safely mitigated

Nominate & administer incident investigation team for every incident, near miss events which are recordable &reportable

Discuss & review with Management the investigation reports, capture lessons learnt and share with all work sites

Lead team of HSE coordinators to coordinate day to day onshore / offshore operation with various project management teams

Compile & present HSE Statistics to Senior Managers, in terms of KPIs, LTIs, MTIs, etc.

Set up HSE teams and establish Key Performance Indicators (KPIs) for managing performance and standards

Prepare checklists to ensure adherence by company employees and subcontractors to IMS standard’ requirements, including but not limited to NCRs, Inspection Reports, Monitoring & Equipment Plan, Environmental Compliance, Quality Control Plan, etc.

Ensure timely closure of all accidents & NCRs with detailed analysis report (RCA) shared to all concerned

Ensure that the Emergency Response Plan and the Fire Safety Plans for both vessels and the land base are adequate and detailed to meet any possible contingency

Carry out of monthly inspections and audits to verify Company QHSE policies & procedures, Government statutory rules to ensure regulations are being implemented

Perform worksite and incident trend analysis to sustain a comprehensive system for hazard prevention and control

Ensure compliance with all EHS regulations, and track changes to laws and regulations that impact the organization

Inspect sites and conduct safety audits to identify hazards, substandard conditions and unsafe acts

Devise and implement preventive and control measures against risk, hazards & unsafe practices to ensure safety

Organize and conduct HSE Meetings with Site Management and monitor implementation of decisions
