1.Managed an annual RFP in all phases as Director of Economic Research at the U.S. Small Business Administration, 1980-2000.
i.Managed the preparation of RFP’s for the federal register: supervised evaluation panels for submitted proposals, while constructing review panels. Interacted regularly with the program office on the suitability of winning proposals. Procurement decisions also included: Sole source vs. open competition; use of subcontractors; support for women-owned, minority -owned and veteran-owned small firms; qualities of the principal investigators. All proposal winners were required to appear in person 3-4 times during contract execution for written progress reports reviewed by my staff.
My division also analyzed potential competitors for each procurement;
Made certain that each proposal included compliance with the ADA (American with Disabilities Act)-section 503 in the proposal
Whether proposed subcontractors were appropriate;
Decided whether proposed profit levels were appropriate given levels of effort;
Decided whether time frames in each proposal were realistic given other program goals in the SBA.
2.Detailed studies in why small firm owners could not afford to supply health care benefits to employees. Much research involved meetings with outside attorneys to learn why business owners could not opt into large health care organizations. This was especially true of self-employed persons like truck drivers (the hours-of-service rules), and other blue collar-oriented businesses involved in hazardous pursuits such as mitigating toxic fund sites as defined by the Environmental Protection Agency. If not members of industry trade associations, many small business owners did not seek adequate health care for themselves or their employees, believing it was unaffordable.
3.Big picture policy person, backed up by detailed micro data and use of micro simulation and other models. Advocate for policy positions via written white papers, presentations at national and international meetings, Congressional testimonies, computer simulations.

Managed a small economics-based consulting firm: specialized in preparing a health care blog on “Health care policy and small firms” (Sponsored by the Milken Foundation in LA), federal proposal writing for government contractors in and out of Washington, DC; also produced policy papers for trade associations, and worked part-time on state and local government procurement. Specialties: editing, tech writing, proposal writing, advocate for reducing small firm regulatory health costs. Also produced resumes for returning veterans and for persons re-entering the labor force.

In-house expert on state health care regulations, and their effect on small firms. Detailed studies of state-based pre-Obama care health care plans. Most studies based on cost sharing by employers, employees, and state governments. Made presentations to state legislative committees in 10 states. There was little agreement on how costs of such plans could be reduced, as High Deductible Health Plans and Health Savings accounts were introduced. Ignorance and confused communications were part of the reasons why many of these plans failed. Had interactions with all the major non-profit health research organizations such as the Kaiser Family Foundation and Employee Benefit Research Institute. the Prepared power point testimonies for state Congressional committees. Designed and supervised the writing of papers on proposed regulations based on statistically random surveys. Prepared white papers on labor regulations and other proposed rules as assigned. Acted as media consultant and consultant to 50 state offices. Presented at national and international entrepreneurship conferences.

Supervised 15 PhD Economists, who prepared an annual report for White House clearance on the “State of Small Business.” Managed an annual RFP for detailed research solicitations and organized research panels for proposal evaluations. Also prepared budgets and sole source justifications as needed, while supervising existing contractors. Prepared many white papers on the future of small firms in the U.S. economy, and worked with teams of attorneys on minimizing the cost of regulatory compliance for different kinds of small firms by sector. Responded to Administrator Erskine Bowles as needed. An example was preparing Congressional testimony on the efficacy of SBA business loans. Also represented US SBA at international entrepreneurship conferences.
