Professional Experience:
Senior Commercial Contracts Manager January 2020 – Present SKA International Group DMCC – United Arab Emirates, Dubai Tasked with development of expanding company growth through successfully locating suitable business opportunities, constructing compliant proposals, all while analyzing the award criteria to realistically assess the competitive potential for award. Managed and performed contract administrative/surveillance for awarded services, supplies contracts – including Defense Logistics Agency (DLA) fuels supplied to Somalia and Kenya US military bases, Facility Management (FM) contracts for UN and EU agencies in Somalia and Iraq, having managed and negotiated all contract changes with a multi-cultured, multi-disciplined client workforce with requirement challenges. Worked collaboratively with internal departments, (HR, Finance, Logistics, Supply Chain) on all issues – and proposals. Additionally, performed administration and oversight on US Navy agencies Naval Supply Systems Command (NAVSEA), Naval Facilities System Command (NAVFAC) service contracts for several vehicle rental contract awards, SEAPORT and AIRPORT tax exoneration (external affairs liaison services), customs clearance contracts, and armed guarding contracts. Completed training proposals for submission to several United Nations agencies (UNOPS, UNSOS, UNICEF, more), non-profit organizations, and worked with vehicle dealership owned by the company to increase vehicle sales for the US Embassy and other large Prime contractors operating for in Somalia. Ramboll Middle East - United Arab Emirates, Dubai, Jebal Ali Assigned by Ramboll to interface with clients supporting and managing a construction buildout of a Material Recovery Facility
(MRF), in Jebal Ali. The value of the effort is AED 70 million ($19M USD), resulting in the facility being able to automate the sorting process of recyclables which is now completed manually. My efforts contributed to the completion of the drafting of the final version of the Engineering, Procurement and Construction (EPC) contract, provide sound advice to client on all related questions surrounding the signing of the EPC contract, including questions related to required insurances and laws effecting the site. Efforts are on-going, as the Works were allowed to begin without the benefit of having a signed contract in- place, to negotiate final terms and conditions, including all required Exhibits and Attachments. Prepared customer re-proposals to Afghans officials for suggested price savings while pursuing any past due commercial claims with the customer. Site: Kandahar, Afghanistan – Regional Command South (RC-S), ISAF Responsible for training/advising the Afghan National Security Force (ANSF) procurement staff, primarily in the Kandahar and Zabul Provinces of Afghanistan; Training consisted of providing industry standard methods for managing (and auditing) Afghan building and construction contracts, supply/re-supply contracts, perishable foods, and supporting services. Provided instructional guidance to ANSF procurement managers on how to ‘commit funding’ on procurement instruments correctly, account for funds during random audits of their procurement files and also track all procurement actions taken by the 503rd Zone Afghan Border Police (ABP) and 4th Brigade Afghan National Civil Order Police (ANCOP).
