Member of Senior Review Team to advise VCNO and ASN-RD&A concerning investments in technology development and strategies for delivering capabilities to the warfighter faster. Report will be delivered to the Navy leadership, June 11, 2019 with actionable recommendations.
Initiated Budget Based Wargaming Strategy Using current Exercise capabilities including JTLS to develop and assess alternative Techniques, Tactic, Procedures (TTPs), address fiscal and operational constraints resulting from Sequestration, decrease of Overseas Contingency Operations( OCO) funding and a diversity of operational challenges
Supported American Enterprise Institute in assessing Air Force capabilities and assets global positioning, Developed ORBAT to be used by senior leadership.
Provide independent senior level analysis and strategic planning for US and international government and commercial clients, independently as well as with other firms
Strategy consultant to Senior Executives in Federal Government Departments and Agencies, to include FAA, DHS, OSD, DoD, JS, FBI
Designed port security wargames to determine roles and responsibilities Coast Guard, Navy, and DHS. Port of New York/New Jersey predictive of leadership tensions that occurred during Hurricanes Katrina and Sandy
Maintain core wargaming, strategtic analysis team, increase to 20 or greater during conduct of strategic wargames, to include Joint Air Dominance, TACAIR Industrial Base and JSF Sustainment
Developed Acquisition/ Business Strategy Wargame Initiative, to facilitate DoD assessments and develop strategic insights for effective negotiations with industry as well as other government stakeholders
Conducted two significant business strategy games for Commander of NAVSEA: Shipbuilding Alternative Business Strategies, Negotiation Strategies for Full Service Contracting, which resulted in a major change in Navy acquisitions; Advised NAVSEA leadership on functional and organizational alignment, assessing Competentcy Aligned Organization used by NAVAIR.
Assisted in the Contract Negotiation Strategy for Commander of Submarine Nuclear Missiles, resulting in annual savings in excess of $300M of $1.6B. Lessons learned applied by Navy leadership to other major program contracts
Managed strategic initiative for DoD leadership concerning Battlefield Command and Control, prior to Iraqi War. $300M in critical C2 programs moved from services to Joint Forces Command for interoperability as a result
Developed and conducted series of three Business Strategy Wargames for OSD and DoD concerning alternatives for future training and operational readiness. Major strategic shift by DoD Leadership developed as a result, which redirected billions in technology investments.
