Duties, Accomplishments and Related Skills:

• Establish and implement annual plans, status reports, analyze trends, and forecast program performance

• Interprets regulations/guidance related to program and closely monitors funds for current fiscal year execution

• Responsible for resolving issues and problems with business practices

• Assists researchers and management in analyzing program performance and program related data calls to ensure goals are accomplished

• Provide analysis to (CHL) technical point of contacts (POC) to ensure timely fiscal execution of all program/project funds

• Monitors the development, coordination, evaluation, and implementation of work units

• Receive and establish Corps of Engineers Financial Management System (CEFMSII) work item codes for incoming customer funding documents from a variety of financial institutions for both civil and military, direct and reimbursable program/project funds

• Uses CEFMSII, P2 and other systems to input frequently to extract and report information relevant to program execution

• Serves as Contracting COR for CHL MIO and Executive office

• Served as CHL Lab Advocate for several years

• Attends staff and other meetings as required

• Checks, reviews, and analyzes the annual budget program and data to ensure that data and information is in approved format, accurate and factual

• Formulate, establish, monitor, maintain records, analyze, evaluate, forecast, trend, and recommend modifications or changes to assigned projects in the Civil and Military Programs

• Independently inputs various types of PRCS in CEFMSII (In/House, Labor, Contractual, etc.)

• Strong leadership and communication skills

• Monitor flat rate burden rejects, expiring funds, unliquidated obligations, and unaccepted customer/government orders

• Oversee monthly Line-Item Review meetings with ERDC Contracting Team

• Initiate MIPRs and coordinate financial resource distribution and adjustments and interface with various DoD and Service organizations to ensure full execution

• Give expert recommendations on what avenue to take for the Lab acquisitions requests

• Expert in the following computer capable systems; CEFMSII, MS Word, MS Excel, P2, Web Focus, and Data Warehouse Reporting System, Corps Acquisition Management and CORT- Tool

• Prepare Labor and Miscellaneous Cost Transfers

• Analyze and report data and statistics in Unobligated Annual Reviews

• Analyze and report financial obligations, provide alternatives for efficient expenditures

• Coordinates with project managers, project engineers, and other management officials and technicians to obtain factual data and to assure timely completion of projects within schedules and funds

• Give expert knowledge of billing/funding and payroll regulations and procedures

• Participates in solving financial management problems

• Formulates and implements plans for the continuous day-to-day gathering of project and program data necessary to accomplish the lab's funding requirements

• CHL POC for Agreements, Cooperative Research and Development Agreements (CRADAs), Memorandum of Understandings (MOUs), Memorandum of Agreements (MOAs), Interagency Agreements (IAAs)and Interservice Support Agreements (ICAs), etc.

• Recommends and provides input for annual or periodic program and budget development to PIs and Branch Chief with particular emphasis upon the financial ramifications inherent in the balance between rate of design progress and staffing costs

• Advised on trends indicating growth/decline of the total budget execution

• Assists analyzing program performance, answering program related data calls, and recommending adjustments to ensure program goals are accomplished

• Work closeout of said Obligations

• Assist with coordination of year-end closeout activities

• Extremely knowledgeable of the acquisition process to get an award in place

• Aid with purchasing within the Government Purchase Card (GPC) program to ensure all requirements are met according to regulations

• Prepares 95% of CHL Receiving Reports resulting in zero discrepancies

• Work closely with Millington, the Finance Center, on invoice discrepancies

• Administer contracts to assure that the terms of the contract are met, and that goods and items are produced and delivered in accordance with the contract schedule

• Served as Chief of MIO/CHL for a month while the position was vacant, Jan 2008

• Serves as Acting Chief in the absence of the Supervisor
