ISACC is a 600,000 MTA Soda Ash and Calcium Chloride production plant with Technology licenses supplied form China and Germany. On behalf of the project owner the Jacobs’s office in Saudi Arabia, Shanghai, and Belgium are supporting the project. I was based at the EPC contractor’s office in Chengdu, China a coordinated, supported, managed, and directed daily project needs and decisions for the Basic Engineering Design (BED) package. The design, engineering and procurement is perform in China and the plant was built in Yanbu, Saudi Arabia.
Jacobs Engineering Shanghai Chevron, CDB Gas Project in Sichuan, China 6/2011 to 2/2015 Lead Process Commissioning Engineer / Project Completions Manager Create and finalize commissioning plans and turn over procedures. I was in charge of the steam generation utilities: CFB Boilers, Coal, Ash, and Lime handling as well as the water plant and other utilities for this pharmaceutical project being built in a very cold area of northern China. Duties include supporting detailed design, technical scope of work contracts, procurement, vendor selections, clarifications, and overseeing, and inspecting vendor’s fabrication and scope of supply work. I managed a team of discipline engineers, and draftsmen to produce all equipment and material specifications, requisitions, P&ID’s, 3D model, and automation including the DCS architecture and control philosophy. This was a Green Energy, 200,000 lpd Bio Ethanol Fuel Project. The plant uses cassava (tapioca) chips as feedstock to produce Fuel grade Ethanol that is sold domestically and exported. As Project Director I was in charge of the EPC and technology provider contracts, approvals with local government authorities, hiring and developing the owner’s team, and overall project execution, including budgets, schedules and commissioning plans. This included detailed design, engineering and construction approvals as well as strategies and training for operations. Shell Houdini (MEG) Project. Singapore, Jurong Island Foster Wheeler Energy – UK
5/2008 – 11/2009 Senior Project Commissioning Engineer This was a 4.2 billion USD investment by Shell Oil and is the largest Mono Ethylene Glycol production facility in the world (750 K Ton / Year). This also incorporates the largest and heaviest EO Reactors ever fabricated and erected. My responsibilities included the procedures, strategy and sequence for construction, commissioning, and turnover of all utilities, the EO Reactors, main process feed stocks, thermal oxidizer and Flair. Including: UHP, HP, and LP Steam and condensate systems. Deionized water, BFW, Cooling Tower system and all HP/LP cooling water users, the LIBR adsorption chiller systems and Potable, Sanitary and Fire Water Systems. Site Drains and Waste water systems. Plant Air, IA, N2, O2, CO2, CH4, and C2H4 equipment, systems. Other responsibilities included writing technical scopes of work for requisitions and bid tenders. Review and selection of specialized contractors such as chemical cleaning, chemical dosing, and Catalyst loading. I liaised directly with the Client and assigned and managed workloads for a team of commissioning engineers supplied by Foster Wheeler, the Contractors and the Client operations team.
Bayer Technology and Engineering Services / Bayer, Shanghai Integrated Sciences Site 5/2006 – 5/2008 Construction Project Manager SPC2 / LOG2 This was an expansion project for a new optical electronics grade polycarbonate production and logistics facility. 80 % of detailed engineering was performed in Germany and the reminder finalized on site. I was in charge of CSA, Mechanical Equipment Installation, Heavy & Technical lifting, Piping, E&I, Tracing and insulation contracts. This includes detailed engineering by the Chinese Design Institute, DJH CV Page 4 of 5
writing bid tender technical scopes of work, execution strategies, work flows, test specifications, ITP’s and system turn over requirements along with China Government Authority requirements, and inspections. I was in charge of the contractor evaluations, selection, construction schedules, onshore / offshore procurement, site temporary facilities and warehouse, materials management system. Finalizing many project design, engineering, PDS model, equipment and piping issues during construction. I was also responsible for helping to establishing and approve the site security, permit to work, and many HSE plans and procedures.
BSF/ CSPC Nanhai and Shell Petrochemical Plant/ Guangdong, China 8/2005-3/2006 Bechtel Project Engineer/ Foster Wheeler Senior Commissioning Engineer This consisted of catalyst loading of EO reactors and commission of the largest EO Cracker in China. Along with commissioning of the low olefins plant (LOP) including 9 meter diameter Ethylene, Propylene and LPG spheres and their transfer pumps, piping, fire, and safety protection systems, also vent gas piping system to the site flair. After completion of the LOP section, I moved to the Slops area that handled all waste water and waste oil form the site. The Slops had several problems that required design, and construction changes and modifications prior to commissioning. My duties included working with engineering and system suppliers to recommend, finalize and execute design changes and repair deviations. I worked with the Chinese subcontractors to commission the drain systems, CPI separator system, Slop tanks including N2 blanket system, Waste water transfer to the WWT system, Slop Oil transfer system, Truck loading and unloading systems, Hydrocarbon transfer to the Solid Waste Incinerator system and Vent Gas compressors systems. Toxic, combustible gas and fire safety systems. Also included for both plant locations was the commissioning of utilities from battery limits to the individual systems. Utilities consisted of Cooling Water, Nitrogen, High and Low pressure Steam, Plant and Instrument air, Plant and DI water, Fire steam snuff, and Fire water and foam systems. I inherited from engineers that left the project early the continuous contaminated drain system (CCD), the Rain water and Sanitary lift station systems.
We use the WinPCS software project control system to schedule, track, document and complete work for the entire project. This included completion check sheets and certificates, walk downs, inspection hold points and punch lists, and final subsystem and system turnover to the client. As the lead commission engineer in charge of my systems, I was responsible for scheduling subcontractor work and equipment, vendor work, overseeing, and approving all works, verifying punch list items were cleared and signing check sheets of completed works and final ready for service system turn over to the client.
