PROFESSIONAL TECHNICAL EXPERIENCE

Nov. 15 – Present CompInsTech Oakton, VA

Lead Architect and Senior APEX Developer Client: DoJ (FARA) Washington, DC

• Currently designing, developing and implementing a new Foreign Agent Registration Act

(FARA) at Department of Justice (DoJ). This task involves using Universal Theme in APEX 5.03 to create web screens with powerful dynamic actions and interactive reports and item and region validation using JQuery. With the use of powerful PL/SQL package and triggers, I can capture when users omit or skip certain fields on a page or even the entire page and flag it at the end while denying submission of the page until such time when the error is fixed.

• Writing robust validation PL/SQL packages to migrate legacy data into the new web-based system. The packages involve mapping of table column from the legacy system to the current system and dumping data into staging tables and then moving from staging to permanent structure after cleanup is performed.

• Using Oracle APEX Universal themes that contain templates that reference their own CSS to provide ways to control the style of HTML pages without changing the page structure i.e. separate visual attributes like colors, images, fonts from the structure of the main HTML document. Also, writing custom CSS files to handle customized client’s needs. Implementing complicated hierarchical logic in PL/SQL and data-driven approach to logically delete records from the database without physically removing them and doing so in a hierarchical manner. Using Virtual Private Database (VPD) for extra data masking. Also, using materialized views for added data projection security.

• Matrix managed task assignments and issue tracking and resolution via daily scrums and weekly/monthly status meetings to discuss progress, pending and potential problems (4 P’s). Assist upper management and Workflow groups in clarifying and translating customer requirements into system/functional requirements with agile methodology for the developers and the upper management. Communicate task completions, status and project dependencies as well as assessment of infrastructure impacts

Using: Oracle 12c, CVS, SQL, PL/SQL, APEX, XML

Jul 03 to Nov. 15 CompInsTech Oakton, VA

Lead Data Architect Client: FBI (ACS/ NBIMS, NNCP, IDW) Washington, DC

• Designed a complex 2NF Logical Data Model (LDM) aka Entity Relationship Diagram (ERD) using Oracle SQL Modeler and implementing the model physically using RDBMS to create permanent data table structures to hold several TB of migrated FBI Automated Case System

(ACS) data from IBM mainframe to Oracle database. Using the tRelational tool to first map the mainframe data to temporal tables and then develop robust, validation and powerful PL/SQL migration application and stored procedures (packages and triggers) to properly migrate the data from temporal tables to the permanent normalized (2NF) tables.

• Performed database SQL query optimization for addressing performance issues and time contention problems. Write row-level and procedural replication scripts to replicate data in real time between master

- master databases. Implement powerful system and database security measures via table-driven secured level user privileges, username/password authentication, secured layer driven level privileges. Page 3 of 3 Thomas Fonsoh Forbang, PhD

THOMAS FONSOH FORBANG, PHD 3

• Used Oracle APEX data workshop to load data into normalized relational tables. Also, create database applications using APEX application wizard. Create and modify interactive reports. This includes, creating a series of HTML pages via a Master-Detail form. Create and manipulate data in calendar, adding data upload wizard. Create and apply ordinary and smart List of Values

(LOVs), create user validations. Used APEX internal plugins to control and manage dynamic actions. Moved packaged applications between environments. Create RESTful web services to communicate with external Java environment.

• Wrote custom JavaScript routines that used multiple built-in JavaScript libraries on APEX page regions, item, button etc. to customize the look and feel and provide certain dynamic and interactive functionality for users on HTML pages.

• Used Oracle APEX Universal themes that contain templates that reference their own CSS to provide ways to control the style of HTML pages without changing the page structure i.e. separate visual attributes like colors, images, fonts from the structure of the main HTML document. Also wrote custom CSS files to handle to handle extraneous client’s needs.

• Implemented complicated hierarchical logic in PL/SQL and data-driven approach to logically delete records from the database without physically removing them and doing so in a hierarchical manner. Used Virtual Private Database (VPD) for extra data masking. Also used materialized views for added data projection security.

• Matrix managed task assignments and issue tracking and resolution via daily scrums and weekly/monthly status meetings to discuss progress, pending and potential problems (4 P’s). Assist the government and Workflow groups in clarifying and translating customer requirements into system/functional requirements with agile methodology for the developers, architects and the upper management. Communicate task completions, status and project dependencies as well as assessment of infrastructure impacts. Design requirement trace ability matrix. Confirm and approve Quality Assurance test plans. Oversaw the positive success, expansion and growth of the FBI particularly by hosting weekly and sometimes daily scrums to plan, review and evaluate and refine retrospectively the most up-to-date status of the project.
