Professional Experience
Tierra Del Sol Housing Development Corporation CURRENT Tierra del Sol Housing Corporation begins with the purpose of helping rural New Mexicans achieve “the goal of a decent home and a suitable living environment.” From self-help housing, rural farm labor rental housing, senior congregate housing, to supportive housing for the elderly and the disabled.
• As Single- and Multi-Family Development Director and Technical Assistance Provider, Morales is charged with overseeing project development and implementation by overseeing all the engineers, architects and contractors working on over 15 housing developments throughout Doña Ana County and Southern New Mexico.
• Provide housing development technical assistance to non-profits interested in providing affordable housing to farmworkers in rural communities located in Arizona, New Mexico, Texas, Georgia and Puerto Rico.
MountainView Regional Medical Center 2018 – 2023
Mountain View Regional is the largest medical provider in Southwest New Mexico. Ms. Morales is the Senior Marketing Coordinator and Senior Amigos Program Manager for the hospital and its affiliated clinics and medical centers.
● Since 2018, Morales has been the Senior Marketing Coordinator and Manager for the hospital’s Senior Amigos program at MountainView Regional Medical Center. The Senior Amigos program touts over 1,700 active members, 25 fitness and education instructors that teach over 80 weekly fitness and educational classes. The Senior Amigos program helps promote the physical, emotional and mental health of members’ age 50 and better as well as provides a fertile venue to promote and market MountainView’s medical services. Morales also is the hospital’s volunteer program coordinator.
● During this COVID-19 pandemic, Morales coordinated our “Operation Face Mask” where MountainView volunteers sewed over 5,000 masks for MountainView employees. 2 Page
● Coordinated community and business food donations that were made during the peak of the COVID-19 outbreak to the hospital and various satellite clinics located at different sites. Medius Inc. 2002 – 2018
Medius Inc. is a company that Morales started. It is a minority, woman-owned, H.U.B. certified U.S./Mexico Border-based Company that understands the need for infrastructure development and improvements in communities in order to spawn economic and community development. The company has had success in involving community stakeholders, local, state, and federal governments when garnering funds and implementing multiple large utility & infrastructure projects that provide economic development opportunities, improve the health and safety of community residents and support from various levels of government, community and prospective businesses in Southern New Mexico. • Provided coordination and technical assistance to local governments implementing critical infrastructure projects that address environmental justice, health, safety, economic and social issues in Texas, New Mexico, and Arizona.
• Researched, analyzed infrastructure data and authored reports for the U.S. Department of Housing and Urban Development, U.S. Department of Agriculture together with the state governments of New Mexico, Texas, and Arizona.
• Coordinated the Colonias Infrastructure Program for the State of NM by providing training and oversight of grant funds provided to Colonias communities throughout the state of New Mexico. Coordination included developing and providing training to potential grantees, developing RFP’s; evaluating and ranking applications; assisting applicants in developing cost analyses and budget projections necessary to maintain and modify local governments’ housing and infrastructure projects in accordance with required regulations and standards.
• In 2005, Annette led the Medius team in conducting the Model Colonias Initiative in New Mexico and West Texas which Medius Inc. was hired to perform for the U.S. Department of Housing & Urban Development
(HUD). The research conducted by Ms. Morales convinced the State of New Mexico to allocate $5 million per year of funding for critical infrastructure projects in 12 Southern NM counties to improve the quality of life of rural community residents. The Colonias Initiative has garnered over $170 million in infrastructure investments for NM rural communities.
• In 2010, Ms. Morales authored and shepherded the NM Colonias Trust Fund Bill, a bill establishing a permanent $14 million yearly fund for critical infrastructure projects to improve the health and safety of rural communities in Southern NM. The Bill was passed by the state legislature and signed by the Governor. Perspectiva/Tesana Group, El Paso, Texas 2000 - 2002 Morales conducted public relations, large-scale event planning and long-range urban and strategic planning efforts for NM, Texas, Arizona and California rural & urban communities for the U.S. Department of Housing and Urban Development (HUD). Working with community residents, developed an infrastructure analysis and plans for South El Paso neighborhoods to identify and develop economic, community, and infrastructure projects.
