Battalion Executive Officer / Internal Investigator - Military Police Officer Provided leadership as Executive Officer, delivering leadership and oversight to 11/95th ILE BN in executing all missions and operations dictated by USAR. Monitors the status of security programs for all units and publish white papers by regulating statutes. I planned, oversaw, and executed the renovation of a mock detention facility built on Fort Knox, KY, from Fort Leonard Wood, located in Rolla, MO. We converted a regular building into a functioning training area for the US Army. It took me 1.5 years to see the need, find the building, and work with multiple vendors and contractors on prices. I wrote the scope of work for each contractor and followed up to make sure that they followed each specification to simulate a working prison. This required cipher locks, electronic locks, biometrics, close-circuit television, and radio systems to communicate through the prison. I was able to use both Agile Scrum and Lean Six Sigma skills and processes to achieve the building of the facility. The facility was scheduled for a 3-year project at a $1.5M budget; I finished it in 1.5 years and just under $1M. To do this, I had to work with multiple contractors, vendors, and architects to oversee the building and stay within budget, all while maintaining the Federal specifications and inspections for detention cells. Conducted multiple investigations / Field Training Officer / Oversaw all points of instruction Army Wide for Law Enforcement, Corrections, Criminal Investigation Division, and K9. Served as a battalion executive officer with additional responsibility as equal employment opportunity leader and program implementation officer. I managed and investigated employee and student concerns, including restricted and unrestricted reports of violations, ensuring compliance with Title VII and Army Regulation 15-6 reporting and investigations. This involved implementing the best practices for conducting confidential interviews and collecting statements, resulting in an average of 3 to 4 monthly case closures. I collaborated extensively with the Judge Advocate General and the subject of the investigation’s General Counsel. I worked cross-functionally to support annual employee retention goals to include student enrollment and align program activities with organizational objectives. Of the Title VII cases I investigated, approximately 90% were Title VII-related, and the other 10% were age-related and/or outside the Title VII area of classification. Maintain a high level of confidentiality regarding all investigations and related information. Travel to military-owned facilities is required to conduct investigations and gather information. Implemented structured processes for documenting investigation outcomes and maintaining compliance with established departmental policies; streamlined workflow and increased efficiency by saving approximately two hours weekly per case manager. Developed and delivered HR training modules using Microsoft Office Suite, enhancing understanding of policies for over 200 supervisors and employees, resulting in a 40% increase in policy adherence across departments. Authored comprehensive policy manuals leveraging expertise in writing procedures; these documents clarified employee expectations, leading to a noticeable decrease in violations reported during audits over 18 months. Initializing the backgrounding of all Enlisted Instructor applicants to be instructors through local law enforcement, federal law enforcement, and through the federal DISS system to verify backgrounding status, all while monitoring all legal issues, if any, on instructors.
