Facilitated the removal of the Memphis Housing Authority (large multi-family public housing entity) from the list of Troubled Public Housing through intense focus on legal oversight and contract compliance, as well as intense focus of ensuring that staff adheres to federal procurement and acquisition regulations and program management.

Successfully supervised in-house attorneys and outside counsel for the City of Memphis, a municipal corporation, involving more than 1,000 lawsuits, thousands of traffic/code violations and thousand of claims filed against the corporation.

Counseled management regarding employment, promotion testing, disciplinary actions, as well as attorneys regarding employment litigation. MEMPHIS HOUSING AUTHORITY, Memphis, Tennessee, Deputy Director/General Counsel, November 1999 to September 2002. Promoted in December 2000 to the position of Deputy Director over the entire agency while, simultaneously, remaining the Authority's General Counsel. Oversight of Risk Manager in claims resolution. Labor union negotiations and review, as well as handling of employment disputes, including disciplinary actions.
