This position is located in any of the Field Division’s Regional Offices/Regional Census Centers (RCCs) and is established to provide a technical operational assistant to the assigned Area Manager. Under the direct supervision of the Area Manager, the incumbent is responsible for providing technical operational assistance to one of the following operations: Decennial (including decennial tests); Census Coverage Measurement (CCM); and Quality Assurance (QA) operations. The incumbent's official duty station will be his or her area of assignment and may be removed from the Regional Census Center (RCC) city based on the needs of the operations.

Working under RCC direction, the incumbent is responsible for providing technical and administrative guidance to managers of the ACOs to which assigned in order to assure timely, orderly and efficient conduct of the decennial pretests and Decennial. This may include assignment to multiple offices.

Identifies sources, locating and obtaining space for ACOs within assigned jurisdiction(s). Arranges for delivery and installation of telephones, furnishings and equipment. Resolves any problems involving supplies and equipment.

Assists with or conducts recruiting, and testing applicants for jobs in the ACOs in order that they may be staffed with sufficient Enumerators, CFS and other office personnel. Assists ACO staff in understanding, determining, and implementing necessary recruiting targets and number of staff to invite to training and number of staff to start working each operation. Ensures adequate replacement trainee sessions as planned and implemented to keep operations fully staffed. Ensures each ACO has a fast, efficient system to identify staff no longer working. Participates in training sessions for key ACO personnel, providing assistance on technical questions raised. May conduct training.

Controls the quality of training by monitoring and motivating ACO staff to get adequate training space, checking and arranging materials, and assuring their delivery to training sites. Assures that trainers are properly using verbatim training guides and aids. Reports problems to the RO/RCC and takes steps to resolve such problems referring only the most difficult to the RCC.

Analyzes and monitors quality of work produced by office and field staff. Ensures that quality control operations are consistently implemented. Ensures that corrective actions are taken when necessary, to improve and raise the quality of work performed.

The incumbent may be required to assist in or conduct special place operations, regular enumeration activities, or provide on-site assistance in the ACO with geographic problems following technical guidance provided by the RCC geographic staff.

Monitors the ACO recruiting operations by working closely with Governments Partnership Specialists, Community Outreach and Media Partnership Specialists, maintaining contact with appropriate referral services in order to identify recruitment efforts and resolve recruitment and publicity problems.

Analyzes and monitors cost, progress, and discusses with staff reports regarding staffing, training and enumeration to determine the status of each phase of the census activity vital to a successful completion of the census of each area. Monitor’s turnover and replacement of staff to ensure assignments are quickly reassigned and staffed to meet deadlines. Assists ACO staff in projecting end dates of operation given actual strategies to meet deadlines.

Resolves any problems involving procedures, maps, supplies, and equipment referring complex problems and status to the RCC.

Provides assistance in any phase of office or field operations in order to eliminate or solve problems using interpersonal skill as well as technical skill. Answers technical questions and reviews problems referred by field or office staff. Problems may relate to recruitment, personnel, payroll, field data collection, office operations, automation activities, postal liaison activities, and publicity. Unique or sensitive problems requiring policy decisions are referred to the RCC. May on occasion be assigned to take over supervision of an operation.

The incumbent serves as a technical problem-solver/trouble-shooter. This will involve daily telephone contact with the ACOs and periodic travel.

The Regional Technician may supervise or manage additional staff based on if a Regional Technician may have to assume a supervisory role within the Area Census Office (ACO) in the event an ACO Manager is unable to perform their supervisory duties. The Regional Technician will work under the direct supervision of the Assistant Regional Census Manager or Administrative Coordinator. The incumbent is responsible for working in collaboration with the ARCM or Administrative Coordinator in the supervision of the staff assigned to the ACO.

Responsible for one or more technical and/or procedural areas that include: census automation procedures/equipment; special place operations; administrative operations; map/geography problems; census evaluations and experimental programs. Also, he/she will be responsible for researching, resolving, and clarifying any ACO problems, as necessary.
