I served as a staff action officer to provide the budget management for the following programs: Individual Chemical Equipment Management Program (ICEMP), all of which cover three Management Decision Packages (MDEPs). I am actively involved in supporting Operations New Dawn and Enduring Freedom by ensuring appropriate funding is programmed to meet support requirements. direction and technical guidance to subordinate commands and supported operating activities on all matters pertaining to funding authorizations, administration, supervision, control and use of Contingency Funds and budget submissions. I used analysis to manage the integration and oversight of financial resources information systems and emerging technologies into Army's chemical program. I made recommendations for improvement in the effectiveness and efficiency of work operations to Federal agencies, and local staffs in and outside the federal government to promote, support and improve the quality of financial measurements as well to improve the Army Materiel Command's capacity to collect and analyze data which will drive continuous improvement and better decision making within the agency. I developed new methods, organizational structures, and management processes to better manage the contract while providing staff support to the Chemical and Biological Branch. I provided financial guidance and technical assistance which formulates procedures and processes used in the execution of funds with the Chemical Branch. I counseled and advised program managers on methods and procedures, management surveys, management reports, and control techniques. I provided command oversight of the distribution and allocation of more than $80,000,000 in direct funding support of the Individual Chemical Equipment Management Program (ICEMP).

I coordinate with the Army G staff and other agencies in the planning of Program Objective

Memorandum (POM)/Budget Formulation process for the $190M Chemical branch budget. I provide guidance on accountability issues and assessment, and use of financial accountability information for management decision. I coordinate and secure within the HQAMC staff $100,000 representing the Army portion of cost for a joint scientific study of the Alternate Footwear Solution (AFS); which had a projected saving is estimated at $2.5M. I developed Funds Management Standard Operating Procedures and diligently coordinated and negotiated with G8 for the chemical program. I research financial requirements within RM online and GFEBS. I perform the budgeting and funds control for general fund appropriations received for the Chemical Branch. I review on a daily basis within GFEBS the Open Commitment, open Obligations, Un-liquidated Obligations, and Daily Obligations to ensure that funds within the Chemical program are properly executed in accordance with the Army Financial Regulation. I conducted on-site and electronic monitoring visits to Major Subordinate Command, Local Agencies to ascertain compliance with applicable guidelines, laws and regulation regarding accountability.
