Summary of Qualifications

Since 1999 I have had a Top Secret clearance to date. In public service for over 35 years locally and internationally.

I have retained various degrees from Columbus State University and the Command College of Georgia including a Master’s degree in Public Administration and Justice Administration.

In 1999, I worked in Yugoslavia with The United Nations and the Department of State in a Police training mission. I was solicited by the International War Crimes Tribunal and worked with them in The Hague from Jan. 2001 to July 2002. I worked as a shift commander with the Morrow Ga Police Dept. until 2004.when I was contacted by the state dept. and took a position with the Mission to Iraq. I was an advisor to the Minister of Interior and personnel for covert and secret intelligence matters.

I worked as the Senior Management Instructor with the OSCE (Organization for Security and Cooperation in Europe) Nov.2006 until November2007.

*Associate Professor in Criminal Justice Program Troy State University (part-time and Columbia Southern University.

I conducted college level training and instruction in Criminal Justice classes. These classes include classroom instruction as well as online instruction through the computer “Blackboard” program.

In America’s effort to combat transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.

ICITAP Trainer ( International Criminal Investigators Training Assistance Program) U.S. department of Justice program

Sponsored by SAIC, traveled to second and third world countries to provide SME training to law enforcement officers and Investigators in current trends in law enforcement, forensics and international issues and concerns to modern criminal justice efforts.

Georgia Investigations, Assessments and Training Solutions 2007- present

Georgia Department of Public Health,

Emergency Preparedness Director West Central District 08/2005 to 12/01/2006

Manages and maintains assessment of emergency response capabilities within the 17 county district. Oversees the provision of technical assistance and training to state and local providers in preparing for and responding to bioterrorism and other emergency events. Directs the communication of emergency preparedness information to appropriate agencies and media outlets. Supervises or provides direction to staff involved in communications and training related to emergency preparedness. Managed program budget(s) Over 4 mil $. Represent the Health District and/or the Division regarding emergency preparedness issues. Sworn member of Homeland Security and Metropolitan Medical Response Coordinator (MMRS).

U.S DOD and Secretary of State Mission to Iraq, Operation Iraqi Freedom, International Police Advisor 10/2004 to 08/2005

Duties included directing and advising members of the Ministry of the Interior and Criminal Intelligence Service on matters of National Security, Policy and Procedures, Terrorist activity and Governments response to Crime control and security. Organized security procedures for 1st National Election. Provided personnel protection for senior members of the mission and international dignitaries.

Supervision of other advisors and organization of security travel details and their movement through the war zone. Injured in bombing and returned stateside for treatment.

MORROW GA. POLICE DEPARTMENT

Shift Commander, 03/2003- 10/2004

Supervise a 12-hour shift of Police Officers and Investigators in a metro area. Making life and death decisions at an expedient rate Provide Law Enforcement services, provide crime scene investigation, first responder services to crimes in progress and accidents, citizens services, investigate complaints of citizens against officers, maintain administrative records and department computer system with official records of incidents, accidents, works records, and all department activity. Provide POST certified training as necessary. Drafted and corrected application process and procedures manual for state certification.

United Nations International Criminal Tribunal for Former Yugoslavia The Hague, Netherlands

SENIOR INVESTIGATOR, 01/2001- 07/2002

As an investigator in an international war crimes tribunal, I participated in mass grave excavations and forensic identification process. I investigated war crimes in the Former Republic of Yugoslavia. Investigations were conducted using methods varying from interviewing witnesses to analysis of top-secret documents from member states. Crime scene investigations were conducted under adverse conditions. The crimes investigated include mass murders, genocide, embezzlement, destruction of cultural objects and money laundering. These investigations resulted in multiple indictments against the former President Slobodan Milosevic, top military personnel as well as many others.

I was responsible for mission planning, logistics, security and overall personnel safety and responsibility. This included supervision of other investigators, crime scene personnel, local staff and interpreters.

This included making key contacts with current and former dignitaries from the member countries as well as countries that were targets of investigation. Liaison with critical witnesses, informants and witness that were reluctant to assist in prosecutorial endeavors.

Attendance at formal and informal meetings, dinners and consortiums. Representing the international community and maintaining the dignity and decorum of the organization I represented.

Additional Professional Activities

United Nations Mission to Kosovo via US Department of State Civilian Police, Deputy Chief of Kosovo Police Development Unit 08/1999 –12/2000

United Nations Civilian Police Officer (CIVPOL) during the startup of an interim mission by the United Nations. This is the interim mission in Kosovo, (UNMIK) Former Republic of Yugoslavia. The Office for Security and Cooperation in Europe (OSCE) had accepted the challenge of training the new police officers that were recruited by UNMIK CIVPOL. The initial task was to build a new Police organization from no resources. This included hiring of new police officers, doing criminal background checks in a country that had been involved in a war. Instrumental in developing the vetting procedure for new applicants that ere involved in the guerilla war against Serbia. Responsibility for obtaining equipment, uniforms, vehicles and support from the international community. In addition to hiring officers, I was responsible for investigation of complaints against officers. The overall operations of the development unit. Coordination of all personnel and equipment within the several regions. As Deputy Chief, I Supervised 40+ international staff and responsible for logistics and supply for 4000 personnel. I had an overall span of control of 4000 recruits and officers. Administering a budget of over 5 million DM. Drafted rules and procedures manual for KPS.

Columbus Georgia Police Department

Homicide Detective, 03/1978- 09/1999

A lead member of the Major Crimes Unit assigned primarily to the Homicide Unit since 9/96. Columbus, Georgia Police Department has approximately 500 sworn officers, 2nd largest metro area in Georgia. * An IACP accredited police agency.

Duties included but were not limited to the following:

Conducting primary investigations and follow-up investigations since promotion to Detective in 9/91. These include being primary investigator, directing, supervising and training other investigators and patrol officers during and through the crime scene process. Continuing training in the investigative process until reaching a successful conclusion.

I was the senior Homicide Investigator on incidents that involved Officer involved shootings including homicides, suicides and justified cases. Investigative assignments have included homicide, robbery/assault, fraud/forgery and burglary. Selected often to conducted investigations that indicated suspicious activity on other city departmental employees. I believe this due to my impartial investigative skills. I trained officers in the Investigative Division and Patrol Division for 15 years. Worked actively on certification committee and development of certification process.

Enjoy fishing, hunting, shooting, walking, biking, motorcycle tours, photography, travel and scuba diving. I am a certified public safety open water and rescue diver (PADI) certified.
