Project 1 Client: Department of National Defence (DND) Canada

Digital Transformation Office

Enterprise Data Architect

Duration: March 2023 – August 2023

Developed an Enterprise Data Model (EDM) for the SAP Hana S/4 Greenfield ERP for the Largest Department of the Government of Canada. The models created included Level 2 of EDM for the current SAP ECC version as well as the new SAP Hana S/4 Greenfield to be Implemented. Worked with other architects and the Business to develop the Business Capability models for several new initiatives and for the present systems. Developed conceptual data models, a source and use model and for the new Defence X ERP based on SAP Hana S/4. Mark did surveys and analysis of the several satellite systems, the 2 separate HRIS systems and “Black books” of DND. He Mark created and wrote a data strategy for the multi-year project. He also worked with the security, cloud and federated Data Catalog teams to assess and advice on security approach, of using the cloud, data profiling and source data feasibilities.

Mark personally has a Secret Level 2 security clearance . He has past experience of the methods and challenges of SAP and integrating and customizing 2 different ERPs; SAP ECC and Peoplesoft HR. The new SAP Hana S/4 has introduced an exciting new process wrinkle and opportunities with SAP Fiori. Mark integrated Fiori based processes models into the Conceptual Data Modeling.

Procurement and contracting process modeling

Duration: November 2022 - March 2023

Through workflow reviews, interviews and Government of Canada Supply manuals Mark created Business Process Management Notation process models. The visualized process models and the executive summaries included both agency led and complex centralized government mandated contracting and procurement procedures. The As-is documentation included associated authorization, governance and data stores. These process flows and the data are intended for guidance, training, and reference for staff, executive briefing and in preparation for new business transformation architecture design.

A.For the winter 2021 issue of ThinkTWENTY20, a Magazine for Financial Professionals, Mark researched and wrote a white paper of technical and analytics design section called “Mining Data Assets”. Project 4 Client: Canada Border Services Agency, Data Catalogue

Duration: August 2021 – October 2021 - 3 months

Mark surveyed the existing data catalogue environment inside CBSA and developed a plan of action with a Project Charter and next steps to create an agency-wide data catalogue of data assets for the new Chief Data Officer. Formal Briefings made to Director for gathering requirements and discussing approach, plans and delivery. Mark reviewed and incorporated Gartner BI and passive meta data management discovery concepts and capabilities for planning of agency democratized data catalogues and the SAP business warehouse. He explored tools and capabilities to use like IBM InfoSphere in collecting, cataloging, analyzing, the transformation, and consolidation of the agency Data Architectures, DataOps and Analytics. He reviewed enterprise data model (conceptual and logical) and data lineage of certain representative data to identify adherence to design patterns, reference model standards, and data governance and to do a quick analysis of maturity and prevalence of technical debt.

To document and model the governance of the Managed PeopleSoft HR Service owned by the Chief HR Office (OCHRO), operated by Public Service and Procurement Canada and involving clients of all the departments and agencies of Canada.

Client: Shared Services Canada – Service Catalogue Processes and ITil Configuration management

Role: Business Consultant

Duration: September 2019 – July 2021

Project Description & Duties:

A. He conducted and presented at various service targeted workshops attended by the service directors and managers to gather requirements. He documented existing processes for the first selected services, Wi-Fi, Video Conferencing, Cabling, Fiber data transport and Unix/ Linux Data Centres. The SSC data Centres function as a Government of Canada private Cloud. Mark Conducting current service assessment studies and service design of selected SSC offered services. He prepared and presented ITiL based maturity analysis and value stream analysis for the mid-range data center Linux service business line. He made recommendations for transition to the new ITil BMC Remedy tool and to changes to business configuration processes, the SAP FI/FM and ECC integration for revenue posting. costing and billing, prospects of using SAP in future Hana iterations, business architectures, and corporate communications.

B. The conceptual design of management processes for the build of UNIX servers in the mid-range data center for service delivery to CRA and CBSA clients. Developed conceptual, process, value streams, ITIL maturity and data models for use in the design of DevOps tools to providing Continuous Integration and Continuous Delivery (CI/CD) to the multitude of servers the construction, and configuration of server banks as well as to position for future maturity levels involving Machine Learning and DevOps. Mark’s proposed Architecture involved using, demonstration, and the application of Microsoft’s Power BI tools sets.

Client: Office of the Chief HR Officer (OCHRO)

Project Description & Duties:

Reported to two OCHRO executives - Assistant Deputy Ministers – Planned communications, prepared presentations and prepared the executives for their planned delivery to a group of senior Government of Canada Deputy Ministers. The technical presentation involved some business architecture, governance, risk management and a new cloud-based control framework for the Government of Canada Enterprise. Mr. O’Connor helped design and summarized the concept of a controls-based solution approach to whole of the Government of Canada. For part of the technical approach he researched, designed, and presented an Artificial Intelligence -based automated solution options attached to existing system technologies.

Client: Passport Canada- Employment and Social Development Canada under Service Canada

Roles: Business Consultant/ Business Transformation Architect

January 2018 - September 2018 (5 months)

Project Description & Duties:

Mark designed, modeled, and helped create a strategic Service Delivery Model modernization, and change management plan for the Passport program and stakeholders including the system owners (IRRC) and operators ESDC Service Canada.

To support the service delivery model Mark developed a series of process model maps. These have been published by printing on large tablets and attached to ESDC Passport HQ Offices and with IRRC development team offices. The Mapping illustrated the various roles and activities performed and provided a mechanism for simulation of processes. The To/Be service delivery models provided illustrations and description:

Used Business Process Management Notation (BPMN) Modelling tools (iGrafx and cloud based Bizagi) for workflows and process simulations. These models were used within the Scrum/ Agile approach used in the development of Passport.

Created process simulation models for efficiency and effectiveness comparisons to the existing As/Is processes time and motion studies

Used the BPM models to prepare and train change management ambassadors for communicating to staff in the organization.

Models served as references points for documentation of agent procedures and training manuals.

Mark developed a potential strategy and approach to use Artificial Intelligence with Machine Learning and Robotics to cleanse and clarify scanned handwritten Passport application forms on a near real-time basis. A significant proportion of Passport applications are hand printed in full or in part.

Mark discovered and negotiated with another government service department to build on and extend trial service that provided common central remote data recognition service for machine character and word /name recognition. The strategy proposed to the DG involved emerging GC on- premises cloud services with private and secure architectural environment have AI learning processes.

Mark established initial Service Canada-based mini-test lab that would be used to simulate, test and compare the productivity impacts and results of different variants in applicant data acquisition processes.

Project 9

Client: Information Services Transformation and Renewal Planning – Ottawa Police Services / General Dynamics for the IT Consortium

Role: Business Consultant

Duration: April 2017 to June 2017. (3 months)

Project Description & Duties: Mark created Human Resources Business Requirements, planned strategic approach and Target IT Capabilities for key initial components of a 5-year overall Ottawa Police IT Transformational plan. Based on knowledge of HR systems including PeopleSoft HCM and other HR capabilities, he built business requirements for HR and identified SaaS opportunities for adoption and implementation. Target required capabilities and functionality identified included foundational support for future generations of a real-time dispatch and mobile-based systems.

For the Ottawa Police Services, Mark did and analysis and assessment of the HR systems and workflows for Officer duty scheduling. Recommendations included next steps for transforming and procuring new systems data, analyzing the possibility of implementing and integrating SAP HR in the city of Ottawa with the Ottawa Police Service, large-scale data management programs and integrating new and existing processes in a major technology strategy and plan for the revitalizing of the organization.

In the capacity as an Information Architect and Business Consultant, Mark was responsible for Data Architecture, Data Governance and the related process transformations in the Enabling Services Renewal Program and Service Delivery Integration. Mark was the Information Architecture SME of the team. He performed fit/gap analysis between the legacy (current) and target state business architecture, and he prepared a conceptual design options.

He helped to test and implement IBMs SaaS Enterprise System Architect for use in SAP and PeopleSoft ESDC business lines for Data and process models. Mark performed options analyses, evaluation of application architectures, security, and privacy and information architecture. As part of the Enterprise Architecture analyses Mark developed Architecture Models of strategies process, technologies capabilities and associated meta-data. Modeling tools and products used in discovery of business and technology relationships processes, risks, technical aspects of integration and business requirements gathering have including IBM Rational System Architect, Rational Requirements Composer as well as BPMN as tools such as iGrafx for processes and value chains. Mark designed prototyped and produced analytical reports on processes and business relationships from the data in the various repositories of the IBM Rational suite.

Mark worked with a team of EAs to adapt industry practice (like TOGAF and SAP BPM) in developing a target meta model and defining the ESDC Business Architecture team’s view of structures, definitions and business and technical asset relationships.

Then working with this structure and the business as well as the SAP and PeopleSoft ERPs he produced diagrams models and analysis of the data, services, business processes, functions and reporting for management decision-making and governance.

Created and recommended an architecture for integration of data between SAP and PeopleSoft that included data content objectives, documenting data types, the capacity to handle data volumes at real time, assessing and managing timing of none-real time data updates.
