Summary of my skills include 11 years with the New Orleans Police Department, 2 years as a Federal Air Marshall and 11 years with the Department of Homeland Security. I served active duty in the United States Navy for 8 years and enlisted in the Naval Reserves August 1989. I’m currently a Lieutenant Commanderin the Naval Reserves and currently on orders assigned to NavyReserve Professional Development Center as the Executive Officer. As the Executive Officer and the command Security Manager i am responsible for training the navy force with classes required to perform their jobs. And as the command security manager i am responsible for ensuring everyones security clearance is up to date and initiating clearances for newly hired civillians.

Navy Recruiting Command

10/7/2017 – 09/29/2019 – Navy Region West Anti-Terrorism Officer

I serve as the AT SME and technical adviser to NAVCRUITDIST Commanding Officer. I provide operational and technical support to command personnel on Anti Terrorism matters. Provide AT/FP awareness and EAP training to command personnel during command indoctrination and other periodic training. I ensure all NAVCRUITDIST personnel are proficient in AT reporting procedures. Coordinated with NAVCRUITCOM facilities department and the U.S Army Corp of Engineers (USACE ) to develop solutions to the unique challenges of AT and Physical Security in the off-installation environment and provide a physical security upgrade plan, involving ten prioritized improvement measures for over 13 Navy Recruiting Districts.

I am responsible for the planning, implementation, training, and assessment of the NAVCRUITCOM Antiterrorism (AT) program across one Navy Recruiting Regions and 13 Navy Recruiting Districts (NAVCRUITDISTs). I provided extensive guidance and assistance to 13 NAVCRUITDIST ATO’s to ensure compliance with DoD, Navy and NAVCRUITCOM AT programs, policies and procedures; specifically in the form of a heavily revised NAVCRUITCOM AT instruction and plan; templates for all program, policies and procedures; training specific to the off installation environment; decision guides; program assessment checklist. I Prepare and disseminate a comprehensive checklist incorporating all DoD, Navy, and NAVCRUITCOM physical security, building construction, and AT requirements.

Assisted in the assessment process in evaluating 13 NAVCRUITDISTs over a 12 month period to include comprehensive reviews of their constituent Navy Recruiting Stations. Additionally inspected NAVCRUITDISTs involved in the arming proof of concept on multiple occasions to ensure proper receipt, storage, accountability, inventory, maintenance and use of all arms and ammunition. I utilized the US fleet Forces database for ATFP and Emergency Services (C4I) to integrate NAVCRUITCOM AT incident data reports from ashore and afloat assets.

I serve as lead for the NAVCRUITDIST Anti-terrorism Working Groups and Threat Working Groups. I have conducted Vulnerability, Threat and Criticality Assessments. I ensure all navy recruiting districts are conducting (RAM) Random Anti-Terrorism Measures and I conduct random visits to all navy recruiting districts inspecting their (EAP) Emergency Action Plan and (PPR’s) Pre-Planned Responses. Review and approve all (SEAT) Special Event Antiterrorism plans.

I Maintained a network with US Fleet Forces, navy installation Command, USACE and the Recruiting Commands of all service components to solve the unconventional AT problems not addressed in DoD and Navy AT policy, to include; the limitations of manpower and resources available to NAVCRUITDISTs; the reliance upon USACE for physical security upgrades; the inability for NAVCRUITDISTs to access, store or discuss information; the inability to create an effective defense-in-depth framework at the Navy Recruiting Stations; and lack of organic security forces, leading to the reliance upon local law enforcement as primary responders

My duties consisted of conducting regulatory compliance inspections and investigations on all major airlines to ensure compliance with federal regulations. I have conducted full comprehensive inspections and issued civil penalties, warning notices, and letters of warning for noncompliance on Code of Federal Regulations. I have met with Stake Holders on matters dealing with TSA Regulations. I have also conducted inspections on General Aviation and Flight Schools. I ensured all Flight Schools are in compliance with current Code of federal Regulations (CFR’s) enacted by TSA resulting from September 11. I meet with General Aviation Station Managers on a regular basis to discuss TSA’s General Aviation program and how it affects the GA community.

Duties consisted of patrolling the streets in the city of New Orleans and writing detailed police reports. My assignments have included; Applicant Investigations, Academy Instructor-OC-Spray, Task Force targeting drugs and guns in the city's housing developments, Field Training Officer training new recruits and preparing and creating lesson plans and I have conducted joint narcotic operations and investigations with the Drug Enforcement Administration and I have testified in court on a Local, State, and Federal Level. I have conducted interviews with victims, witnesses and provided testimony in court. My duties included writing detailed police reports on crimes and incidents. I have secured crimes scenes in preparation for follow on investigations. I have also conducted DUI arrests and transported to central lockup.

I served as an F-14 Aircraft Structural Mechanic working on hydraulic and pneumatic systems. I served as the Line Division Supervisor, supervising 20-personnel in the launching and recovery of aircraft and turnaround and daily inspections. As an Aircraft Structural Mechanic I performed maintenance on aircraft hydraulic and pneumatic systems. I used schematics and blueprints to troubleshoot maintenance issues and perform corrective procedures. I attended morning maintenance meetings to discuss daily maintenance actions and assigned task to maintenance personnel. I also served as the Corrosion Control Supervisor. My duties consisted of corrosion prevention and treatment. The painting of F14 Aircraft utilizing polyurethane paint. I had other assignments that included Quality Assurance and aircraft Intermediate Maintenance Depot. I worked at AIMD in Meridian, MS. conducting repair and Fabrication of aircraft parts. I served as the Tire Shop Supervisor for A4 and T2 Aircraft.
