Born and raised in Rwanda, I am program manager, consultant, researcher, project coordinator, and energy engineer with more than 7 years of combined work experience in infrastructure development, design and coordination of sustainable projects in energy, E mobility, climate change thematic areas in Africa– specifically in the areas of strategy development & process management, market research, business development, reporting, concept and study development; research and knowledge management; technical documents quality assurance; proposals and terms of reference (ToR) writing; qualitative and quantitative data analysis; clean and energy access, design of energy-efficient systems and the use of modelling software; mapping of integrated, multimodal, climate-resilient & gender-responsive transport corridors, identification of best practices, collaboration with private sector; facilitating stakeholder engagement and mapping; training development and capacity building; supporting implementation of infrastructure programmes’ and the promotion of infrastructure development within Africa through technical assistance for projects mostly funded by World Bank, Africa Development Bank, Rwanda Development Bank, European Commission and Giz.

My engineering work focuses on developing, managing and coordinating energy and low carbon projects. Other themes in my work are capacity building by mentoring young energy engineers, mainstreaming gender in renewable energy technologies, the use of energy technologies to improve health outcomes in Sub-Saharan Africa for example productive use of energy. I have published a paper as the main author on: Suitability of Crop Residues as Feedstock for Biofuel Production in South Africa: A Sustainable Win-Win Scenario. I have regional experience in different African countries, namely, Rwanda, Kenya, Algeria, Tanzania, South Africa, Ethiopia, Burundi, Uganda, DRC and Namibia. Last but not least I hold an MSc. in Energy Engineering from the Pan African University (Algeria) and a BSc. degree in Mechanical Engineering from the University of Rwanda. I am fluent and have good business language skills in English, French, Kinyarwanda and Level A2 in German.

The function of the market facilitator is to engage and support clean cooking companies to participate in the clean cooking RBF program and successfully deliver clean cooking solutions. Dominique is tasked to coordinate the project where he oversees and ensures that the project deliverables are met on time to the quality and standards required by the client. 2. Isoko y’Ubuzima is a 5-year Rwanda Water, Sanitation, and Hygiene (WASH) Project funded by the US Agency for International Development (USAID), awarded in July of 2021. The project is implemented by a consortium led by Water for People, with other consortium members including IRC, CARE International, and VEI.The project is taking place in the ten districts of Rwamagana, Kayonza, Ngoma, Kirehe, Nyagatare, Nyanza, Ruhango, Nyamagabe, Ngororero and Nyabihu. Dominique was involved in data collection for environmental impact assessment as the team leader for all the field work in the 10 districts. 3.Jan 2021 – Jan 2026; Value: €320,000.00; Project Position: Project Lead Country Focal Person Program Title: Long Term EU AU Partnership in Renewable Energy (www.leap-re.eu) Principal Investigator: Kibibi Ndope, AESG Deputy CEO Funder: European Commission: Horizon 2020

A 5-year collaborative programme between the African Union and the European Union in the field of renewable energy. The project seeks to create a long-term partnership between AU and EU stakeholders thus reduce effort duplication and encourage resource pooling in RE. Dominique coordinates the project’s research pillar, coordinates the implementation of projects on mini-grids and electric cooking and the development of the project’s monitoring, evaluation and learning plan. 4. July2021 – July2022; Project Position: Project Engineer Project: Acquisition of electrical system and load data for project pre-development services in the commercial and industrial sector in Rwanda

Activities include load measurements using Fluke 1730 Three-Phase Electrical Energy Logger to obtain data and information on electrical consumptions of the selected industries. The results will serve as the basis for the development of a renewable energy project (e.g., photovoltaic) for the energy supply of the respective site. Dominique is tasked for Verification on the site’s electrical system configuration and Quantitative load measurements of the 10 Selected site including factories and industries. 5.October 2021-Feb 22: Project Position: Project Engineer Project: Examining the fiscal environment for incentivising local assembly and manufacturing options for off- grid appliances.

6.Feb - April 2021; Project Position: Energy component researcher Project: Preparation of the 6th State of Environment and Outlook Report (SoER) for Rwanda – 2021 Principal Investigator: Dr. Butare Albert,CEO AESG Funder: Rwanda Environment Management Authority (REMA) Under the support of UNDP The assignment required the contribution of the energy chapter focusing on Sustainable Development Goal 7; and more specifically Dominique focused on: Rwanda Energy Consumption and Production, Energy Sources and Targets in Rwanda

March 2021-July 2021; Project Position: Project Engineer Project: Assisting Rwanda Green Fund (FONERWA) to assess the energy efficiency in 5 tea factories in Rwanda and development of the alternative energy sources other than biomass to be used in tea factories. Jan – July 2020: Project Position: Project coordinator Project: 30 Mini-grid Feasibility study and the design of a tendering scheme for procurement. Project investigator: Dr.Butare Albert, CEO AESG

The assignment required preparing 30 mini-grid projects and the design of a tendering scheme for procurement. Specific tasks for Dominique were;

1. Site Validation and Inception Report- Validating 30 sites pre-selected by EDCL for mini grid development. These sites were selected from the National Electrification Plan (NEP). II. Feasibility Studies and PPP operational models’ assessment: PPP operational models - Analyzing the options for mini grid that enable private sector investment and/or involvement.

ii. Field Surveys – Data collection on socio-economic data, energy demand data, energy resource data, and other data required for development of project sites. iii. Technical & financial feasibility studies for the 30 mini-grid sites compliant with national / international standards. Propose a comprehensive mini-grid roll-out plan to enable the implementation of 30 mini-grid projects.

iv. Social-economic cost-benefit analysis assessing the wider benefits of public mini grid investment. This will support project appraisal for the allocation of public finance v. Environmental and social impact assessments for the sites in line with National Environmental Standards and AfDB’s integrated safeguards.

III. Tendering scheme and associated documentation - design a competitive tendering scheme (e.g., lowest tariff / lowest subsidy etc.) given expected funding modalities and market realities. Prepare all necessary documentation and guidelines, (operational contracts, technical requirements, evaluation criteria Jan-July 2020; Project Position: Project Engineer

Project: Hands on-coaching of 30 mini-grid sites

Principal Investigator: Dr.Butare Albert, CEO AESG Funder: Development Bank of Rwanda (BRD)

Dominique undertook the following tasks:

1. Designed and developed training manual and guideline or tool of mini-grid Detailed Feasibility Studies (DFS). The guideline should include the basic requirements for feasibility survey, technical design, financial design, social and environmental safeguards and power design and end-use possibilities. 2. Identified 30 potential local consultants (with priority to women whenever possible) from RE companies or design offices for preliminary training. Select at least 12 most potential consultants for further training to develop DFS reports (bankable projects).

3. Conducted the pre-feasibility study of 50 initial sites provided by developers and select the 30 5 most relevant for a DFS. Provide detail training to at least 12 most potential consultants based on the training manual and guideline prepared for conducting DFS.

4. Review selection criteria for sites for DFS and lead the selection process 5. Developed the DFS report of 20 most potential sites (out of 30 5 sites as study cases) through those 12 local consultants trained. The report must contain information related to technical, financial feasibility, socio- economic, project management, demand side, opportunity cost, best available technology, environmental aspects etc.

6. Quality assure the DFS report of 20 sites prepared by the trained local consultants). Submit other required documents on time.

7. Situational analysis including capacity needs assessment amongst RE companies (mini-grid developers, design offices and local consultants)

8. Performed prefeasibility study for the training conducted for 30 local consultants (including mini- grid developer or staff) from mini-grid companies or design offices 9. Developed training manual and guideline or tools for mini-grid DFS Trainings:
