Director General Water Management Affairs

Responsibilities:

o Afghanistan has got 77 BCM of annual water which needs to be properly and efficiently managed and to do this the General Directorate of Water Management Affairs was established and I was leading it. The total number of employees who worked in this Directorate was 450 in Kabul and all provinces across the country and I had the leading role o Water Demand Assessment, In order to properly manage the water resources it is important to know the water demand for different purposes. Finding water demand for Agriculture, Livestock, Domestic Use, Industry, Mining, Environmental flows etc was done under my leadership through the General directorate of Water Management Affairs in 34 provinces o Water Allocation, After the demand is determined My department had the responsibility to allocate water resources for different sectors likes Water Supply, Livestock, Irrigation, Industry, Mining and Environment in such a way that the demand is met by the supply available in more efficient way. Official licensing for water use in different purpose has to be issued and signed by me as the Director General of Water Management. o Irrigation system, One of the key responsibility I had being Director General was to manage the country’s Irrigation system. Afghanistan has a total irrigated area of 2.5 Million Ha which is consisted of huge irrigation network. There are 12 big irrigation canals each having an irrigation area of more than 20000 Ha each and 30000 small Water Courses having an irrigation area of 100-500 Ha. I had the overall responsibility of managing this system where construction as well as irrigation projects are being implemented o Water Supply system- Urban and Rural Water supply in any country is essential and currently in order to work for SDG-6 this sector becomes very important. In Afghanistan it my responsibility to make sure government is able to have a proper planning for water supply in all cities and villages

o Donor Projects and Coordination- One of my key role as DG was to have proper coordination with all donors for the projects they implemented through National Water Affairs Regulation Authority and make sure things are done as per the scope and in accordance to Government Rules and Laws- World Bank, USAID, JICA, GIZ, ADB, IOM and UN-FAO were the Organization which were working with us and I was appointed as the Focal point to these organization by the minister. High management committee team and managing a portfolio of more than one billion US dollars for different projects like dams, mega Irrigation canal, Check Dams, water shed management, data management, of and On farm water management and Ground water recharge

o Afghanistan water resources sector social management- Water sector could only be properly managed if those who are the user of water are made part of decision making. And it was done in a proper mechanism of establishment of Water user association, Irrigation association, different water cooperatives etc. I being the DG has to issue them the License and making sure these are made as per the guideline and procedure we have- Across the country we had established more than 3000 Water User Associations and about 4000 Irrigation association

o Trans-Boundary Water Management- Afghanistan is having four out of five major river basins as the trans-boundary River basins which the country shares with Pakistan, Iran, And Central Asian Countries- Tajikistan, Uzbekistan and Turkmenistan. Preparing the trans- boundary water assessment, planning, developing its policy and strategy was my responsibility in the country.

o Developed Afghanistan Trans-boundary Water policy framework, Water supply and sanitation procedure, Water right by-law and Water allocation guideline

Deputy Commissioner of Hilmand River Commission- Afghanistan is having treaty with Iran on Hilmand River basin and it’s the only treaty Afghanistan has so far in trans- boundary water and was signed in 1972.

o Hilmand River Commission was established as per the treaty to look into the treaty if it is implemented by both the sides, the commission is having two gatherings each year hosted by both the countries.

o The commission is having the responsibility to present the technical aspect of the meetings from each country

o It is consisted of Water experts, Legal experts, Water diplomats and border security officials and is lead by the deputy minister and I as the DG was the Deputy commissioner for Hilmand River Basin

o I was appointed by H.E, The president of the country as Deputy Commissioner for Himand River treaty

o Recently I was awarded with Appreciation letter by H.E, the president of the country for implementing one of the key activity from Hilmand River treaty which remained unimplemented for almost forty years

Deputy team lead for Tajikistan, Uzbekistan and Turkmenistan water committees- These committees are proposed by National Water Affairs and Regulation Authority and accepted by H.E, The president of the county for having proper and suitable discussion on water issues between Afghanistan and neighbouring countries o Technically leading the committee for the data collections and preparing agendas for meetings with these countries

o Reporting the minister on the achievement of these committee and preparing the report of agreed actions for the president office

o Drafting and finalizing joint projects between Afghanistan and neighbouring countries on share river basins

o Defending Afghanistan rights during the joint meetings o Aligning the developing documents with International guideline and conventions on trans- boundary water management

o Leading the specific workshops on data sharing between Afghanistan and Tajikistan, Uzbekistan and Turkmenistan

Member of Conflict resolution committee- The role of the committee was to resolve big issues in terms of social conflict, project implementations issues, organizational structural issues and other management issues. This committee was comprised of seven members including Minister and deputy minister

Regional Environmental Centre for Central Asia (CAREC)/USAID- Smart Waters Project–

( Project budget of 9.8 Million USD and project staff of 100 including 20 in Afghanistan)- It was a regional project funded by USAID and awarded to the Regional Environmental Center for Central Asia and the project aimed to develop a cadre of water expert in Afghanistan and five central Asian states to use the share water resources in such a way that it is efficiently used using the Integrated water resource management principal Project Specialist

I worked as the project specialist/ Country representative for Smart Waters Project and had a team of 20 experts to run the project. I used to work out the actions in the following capacities

Capacity building and academic exchange

o Leading the selection process of Afghanistan water sector’s employees for master degree program in integrating water resource management for Kazakh German University in Kazakhstan

o Assessing the performance made of the selected students in university and sharing it with Ministers for process quality

o Coordination with university on students life in Kazakhstan and help the student in terms of issues

o Successfully completed the process of graduating 15 Afghan students from Kazakh German University through Smart Waters Project

Networking and Cooperation

o Leading the process of creating a mechanism to enhance the networking between Afghanistan and Central Asia

o Designing and arranging different workshops, Seminars and conference leading to better Networking opportunities between the water and Environment sector’s employees from Afghanistan and Central Asian

o Arranged and led knowledge and technical skills exchange program on water, environment and leadership- conducted six exchange program in project countries, one in each six countries

Promoting Integrated Water Resource Management and Support o Connecting Afghanistan Universities like Kabul University, Kabul Polytechnic University, Balkh University, Hirat University and Nangrahar University to regional Universities and conduction join sessions on IWRM throughout the semesters o Supporting these universities with conference rooms, Internet, software and labs so that these universities are able to conduct on line classes o Arranging International exposure visits for professors from Afghanistan to central Asia o Helped thirty professors to participate in regional conferences and field visits

Basin Planning

o Established Small basin councils in Hirath having a 20 people from different water users according to Afghanistan Water law and it was the first the basin council o Conducted situational Analysis for lower HariRude River basin to understand how many water it has, How is the agriculture situation, How are environmental issues, socio- economic situation etc

o In order to develop river basin plan for Hirath I conducted a series of five trainings to basin council members so that they are able to be part of decision making while the basin plan is developed

Afghanistan Ministry of Agriculture, Irrigation and Livestock/ World Bank Afghanistan- On Farm Water Management Project

Technical Coordinator/ World bank Portfolio in Water Sector January 2017- October22, 2018

World Bank in office in Afghanistan has a big portfolio of projects in water sector. I was financed by On Farm Water Management Project but as per the World Bank guidance I had the responsibility to coordinate among all the water sector project for better implementation, avoid duplication and enhance disbursement and the total projects cost was 350 Million USD for three mega projects, IRDP, OFWMP and AIP

World Bank Projects Coordination and Collaboration o Reviewed project annual plans, procurement plan, financial plans and contract management plan to make sure duplication in implementation is awarded o Leading coordination meeting amongst projects managers to make sure they are at same page

o Having coordination with ministers, deputy ministers and other stakeholders to avoid troubles in projects activities

o Coordination and collaboration with Ministry of Finance for payment issues to staff and contractors

o Coordination with local contractors and making sure there is not issues o Conflict resolution in sub projects by having good coordination with communities o Regular coordination with World Bank and arranging Bank missions throughout the projects cycle

On Farm Water Management Project Technical Team lead (Project budget 75 Million USD and 200 Project Staff) - The project goal was to enhance the efficiency of water used by improving Conveyance and application efficiency o Led a core project team and five regional teams across the country for OFWMP o Digitized around 30000 irrigation canals across the country o Led a team to establish more than 1000 Irrigation association for irrigation schemes across the country

o Reviewed and approved diagnostic reports, Surveys and designs for 400 irrigation networks in Afghanistan

o Led and supervised team of engineers who successfully completed the implementation of 300 irrigation schemes in Afghanistan covered an irrigation area of more than 75000 Ha across the country

o Brought more 15000 Ha irrigated area under agriculture through OFWMP o Increased the production in project area by more than 10% o Introduced and piloted high efficiency irrigation systems like drip and sprinkler in Afghanistan for the first time and established more than 50 demonstration sites in the country with drip and sprinkler

o Introduce laser land levelling in Afghanistan for the first time and levelled more than 20000Ha of land with laser land leveller to improve application efficiency o Member of team developed Irrigation by-law, National Irrigation Program, National Irrigation Policy for the government of Afghanistan o Assessed the Afghanistan Hydrological and meteorological network and led the process of procuring and installing 15 Meteorological weather stations in different provinces Ministry of Agriculture, Irrigation and Livestock/ World Bank, on Farm Water Management Project (Supervising a team of 35 Engineers in five regional offices) Water Management Specialist

August 2013- January 2017

o Assisted the project Director in leading the Project Implementation staff, national/international consultants/ expertise, and contractors in project implementation, wherever is possible. o I led the project from technical point of view. Selection of sub projects, Surveying, designing, implementing and supervising the irrigation projects o Developed the technical manuals for water measurement, Surveying and designing now used by all the government agencies working in Irrigation

o Assisted the Project Manager with regular project update, project financial and administration progress

o Helped the unit heads trouble-shooting with finance, procurement, Human Resource, and technical department of the Ministry.

o Liaise with the World Bank and line ministries, Worked as the focal point to the world bank for Bank missions two times every year

o Led the project core team for annual planning and annual progress reporting o Provide overall project management oversight, control, and reporting as required by ministry as Implementing Agency and the Afghanistan Reconstruction Fund led by World Bank. o Worked with Procurement team to tender, purchase, install, and maintain PIU equipment and transport in good operational order in accordance with World Bank and Government procurement requirements.

o Provide assistance for the contract management Specialist to prepare construction management and irrigation engineering contracts for the implementation of On-Farm Water Management projects. The contract document shall be in accordance with Government/WB procurement rules and designed to ensure the civil works will be constructed in a cost effective and timely manner. The project was geographical established in five hydrological regions and I was working as the team leader for central region including 10 provinces. I had a team of 25 employees and they were mostly technical people to conduct the field work as per the project plan.

o Led the regional team of On Farm Water Management Project in the central region o Led the process of selecting 500 Irrigation canals in 10 central region provinces in Afghanistan o Developed the template for diagnostic analysis report for scheme selection o Introduced and Procured water measurement equipment for engineers to measure the discharge like flumes, weirs, v-noches, current meters and flow trackers o Led the team for technical surveying and designing of selected irrigation canals and approved it for implementation

o Thoroughly supervised the work done by international consultant hired to help the technical team in carrying the work related to irrigation

o Report the progress to project management and world bank o Led the project innovations on regional bases. Like introduction of High efficiency irrigation system, Laser land leveling, different lining technologies like pre-cast parabolic structures, plain concrete lining etc

o Successfully implemented 150 Irrigation schemes in Central Region o Covered an area of more than 20000 Ha in Central region of Afghanistan o 3000 Ha of new agriculture land was brought under irrigation Society for Sustainable Development Afghanistan (SSDA)- It is a private NGO working in humanitarian works in Afghanistan and I as a fresh graduate joined this NGO to develop my experience and it works in many parts of the country Program Coordinator

o Exposure visit to United States of America in 2016 to see the California Water Management system- The visit was arranged by the USAID Afghanistan Mission and we stayed for a month to see the whole water management system in California. Visited many universities in California to see their facilities in terms of Water resources management

o Exposure visit to china through US-China- Afghanistan trilateral program, This program was arranged by the state department and we used to explore China and USA in the field of agriculture business

o Exposure visit to Dyarbakir Turkey, To see the Ataturk Dam which is one of the biggest hydro power dam in the world- it has an irrigation canal worth exploring and we tried to learn from it

o Exposure visit to Tashkent Institute of Irrigation to see how this institute has made it possible to graduate a lot of experts and uses by the government for different projects
