My work history has honed my abilities to supervise, provide financial consulting and teach. I have been in the oil and gas industry my entire working career, from the construction of locations to setting separator’s and dehy’s tying lines to gathering systems for shipment after the wells are completed. Additionally, I have the ability to create various computer programs, especially Excel spreadsheets to show cost, progress and completion of projects.

Witness casing and cementing operations, including the witnessing of pressure and casing integrity tests, ensuring the hole is properly prepared, determining acceptability of operations in cases where deviations to the APD are encountered and recommending substitute methods. Inspect the drilling rig and all its components for safety and compliance of approved plan and Onshore Order #2.

Inspect plugging and abandonment operations with such characteristics as important and uncertain downhole environmental conditions; e.g., freshwater aquifers or minerals, technical problems involving collapsed casing, loss of circulation or inadequate plug length. Independently analyze problems noted and recommend various solutions to remedy the situation. Make on the spot decisions and when needed contact my Engineer for further instruction to reach a solution.

Perform on-site inspections of all phases of oil and gas production operations and facilities. Witness LACT meter proving, gas meter calibrations and oil sales by tank gauge to ensure proper measurement. Witness production tests to evaluate the potential of individual pay zones. Verify accuracy of site security diagrams and ensure systems to determine where produced oil and gas is eventually sold.

Conduct production verification inspections: I would contact the operators and ask for the integration reports, run tickets, pumpers’ logs, seal records and anything else that might pertain to the lease to confirm lease production. Verify production volumes, sales and fuels used on lease to confirm what has been reported on the MRO or 3160 and analyze past production and operator records to resolve anomalies.

All inspections include observation for environmental compliance. Investigate undesirable events, such as spills or production losses. Determine cause, remedial action needed and volumes lost. Inspect drilling pits to determine if they need to be lined.

Thorough knowledge of the regulations, Onshore Orders, policies, practices and industry standards governing oil and gas operations on Federal and Indian leases. Be able to recognize violations and recommend and enforce appropriate remedial action.

When possible, obtain voluntary compliance through various methods of direct contact with operators. When violations are detected, issue Incidents of Noncompliance (INC). Document violations or problems observed and determine corrective action. Issue shut-in orders where continued operations could result in immediate substantial and adverse impact to public health and safety, the environment, or royalty income.

Conduct follow-up inspections to determine compliance with INCs and/or written orders and recommend further action as necessary. For decisions on contested INCs, provide documentation of the details of violation.
