HUAWEI TECHNOLOGIES (SA) Ghana Limited (A Multinational Chinese ICT Company with Global presence in over 70 countries)
2.1 POSITION:
KEY ACCOUNT MANAGER (January 2010-AUGEST 2013): E-GOVERNMENT NETWORK PROJECT
(An initial 30Million USD for the first 2 years and now a 150 Million USD from November 2012 for a Government of Ghana Network Infrastructure project which is connecting all Government Buildings across the country Via WiMAX/LTE and Fiber Optic Cable, with Massive Data Center deployment across the Ghana.
My roles and responsibilities on the project include the following:
MARKETING AND SALES : I was deeply involved in lobbying for the Project within the Public circles of government (MOC, MOFEP and The Office of the President) with respect to the Loan arrangement with the Chinese EXIM BANK and assisting government in meeting their obligations before the money was released for the Project. I was also part of the team which represented Huawei in meeting the Communications committee of the Parliament of Ghana in 2009 in respect of answering questions which bothered on the E-Government Network Project. In addition I was part of the team that gained approval from the Parliament of Ghana in respect of the Funding arrangement from the Exim Bank.
CONTROL OF PROJECT BUDGETING AND EXPENDITURE (LOGISTICAL SUPPORT): I provided support with respect to the provision of all Logistics which are needed to drive the Project on. Logistics such as the managing a fleet of Project Vehicles (21 project cars), i.e. Fuelling, Maintenance, insurance, etc. With the outsourced transport company. In addition I was deeply involved in the allocation and control of budgets for the respective teams with regards to the different Phases in the Project.
PUBLIC RELATIONS ROLE: I supported the team by handling all correspondences on the project with respect to liaising with the client (Ministry of Communications and NITA) in satisfying the requirement of the respective local Authorities (DCEs, Chiefs, Opinion leaders, etc.) at the respective areas where the Telecom Towers were to be erected in addition to where the fiber Optic Cable were to be pulled through: This included the holding of regular meetings with the stakeholders ( workers at the respective Government Ministries, etc. ) and conducting Public civic education on the essence of the Fiber Optic Cable and the Project in general via PA systems, compensating farm owners and community leaders for trenching through their farms etc.
ADMISTRATIVE ROLE: In addition to the writing of minutes at meetings, my role included compiling monthly Progress reports on the project for monthly Project Briefings with the Honourable Minister of Communications and his team of experts. In addition, the reports were internally useful for the purpose of forwarding to the Regional Head Office in South Africa for further evaluations on performance.

OUTSOURCING AND CONTRACTING: I was deeply involved in the outsourcing of some core aspects of the project to Subcontractors. I played a major role in the selection process by assessing and measuring the ability of potential Subcontractors to execute the project according to Huawei standards after tender documents were submitted by prospective subcontractors.
SUPERVISION OF SUBCONRACTORS: In charge of measuring and assessing performance of the subcontractors, by means of applying the Huawei Standards Assessment Application Program and regular site inspection. This was used by the project evaluation committee as the basis for performance evaluation for the subcontractors.
