Acquisition Management Analyst, DHA, San Antonio, TX March 3, 2023 – September 29, 2023

As an analyst, I helped evaluate, analyze, and review procurement programs, issues, initiating, developing, interpreting, recommendations, and maintaining master agreement contracts, acquisition contracts, product contracts, service contracts, and business/office management policies, create standard operating procedures and operating instructions to make sure DHA and its databases and links are current and valid for the entire DHA library, which includes the Army, Navy, Air Force, and Marines health departments for doctors, nurses, and contractors who help patients, both internal and external customers who need access to certain medical database information in health care to help sick and wounded patients. I worked closely with several DHA librarians and provided support such as assist with negotiation of terms and conditions to master agreements, service agreements, product agreements, market researches, extracts, and interprets data derived from multiple sources to improve efficiencies with contract actions and prepares monthly, quarterly and annual reports who are responsible for maintaining, and securing current, and expiring contracts by creating and sharing government solicitations and RFP's for vendors who can provide healthcare information either by journals, books, database and or health care links used by both internal and external DHA customers. By monitoring the IP usage of end users in said databases, journals, etc DHA can determine how much a database is accessed, used for research, and what location accessed it. This helps determine which vendor contracts can be extended. If the IP usage data shows little to no use, DHA can make an educated decision to not renew databases to save DHA money, and or consolidate multiple contracts into one. Assisted with productivity, efficiency, overall profitability, and performance improvement for all J7 DHA divisions in formulating short- and long-range resource planning requirements; analyzing trends in funding decrements, systems deployment, new programs and changes in user priorities; performing studies and analyses regarding continuous improvement, acquisition, budget, organizational realignment and manpower issues; requirements analysis, decision documents, and support of Program Reviews.

Contract Specialist, DLP Services, San Antonio, TX June 26, 2022 – January 13, 2023

As a Contract Specialist, I helped coordinate, plan, and direct contract activities for DLP Services, a large and growing janitorial and cleaning service for government contracts. I worked closely with the Contracts Manager and responsible for securing additional contracts by responding to applicable government solicitations and RFP's. I played a major role in productivity, efficiency, overall profitability, and performance improvement for all departments. I provided day-to-day consultation, support, and negotiate terms and conditions to master agreements of operations and services agreements regarding current and future contracts. Contract Preparation & Submission - Prepare and submit comprehensive written proposals that meet governmental guidelines. Compliance Monitoring - monitor existing contracts for compliance with government and union rules, regulations, and contract commitments. Contract Specialist, United States Air Force, San Antonio, TX May 18, 2020 – April 26, 2022

As part of the Air Force Nonappropriated Fund Procurement Office (AFNAFPO); our group is responsible for providing Global Strategic Sourcing Support to the Air Force Services Center and Forces Support Squadrons worldwide. AFNAFPO provides Nonappropriated funds (NAF) Contracting Officer Certification, training, and guidance on NAF procurement policy and procedures. Job duties include answering questions from our customers regarding NAF policy, procedures, and NAF contracting regulations. Assist customers with questions and understanding of the Air Force Manual 64-302, Nonappropriated Funds Contracting Procedures. Twice a year a co-worker and I would instruct a worldwide classroom virtual environment setting of at least 12 students who become a NAF Contracting Officer for obtaining a purchasing warrant, also an introduction to the Internet Based Purchasing System (IBPS) Database. The team and I are responsible for managing the eBusiness tools such as the web-based Internet Based Purchasing System (IBPS), and the MyFSS application, an online internal centralized database for worldwide customers to submit a concern and/or problem they are currently experiencing. IBPS is a world-wide database to help our customers create, and manage current active contracts, and agreements by modification if necessary. In a timely manner respond to questions from the IBPS Helpdesk email address from our customers on “how to” questions, this included approving new User accounts, and managing current User accounts, also adding new vendors, and managing vendors to become current the IBPS database.

As a Contract Specialist II, I assisted customers, both internal and external, with license contract interpretation, negotiations and administration of licensing master agreements including extensions, new business, invoicing, credit holds, receivable issues, Data Management, and consolidations.
