PROFESSIONAL EXPERIENCE

CENTRAL INTELLIGENCE AGENCY (8/10/03 – 6/13/2022)

Logistics Officer (GS-13) (Held Security Clearance Level: TS/SCI)

As a Logistics Branch Chief, I was responsible for the supervision and oversight of all logistics operations within my department to include procurement, shipping, receiving, accountable property, office renovations, and transportation services.

During my CIA tenure, I have served as a first-line procurement officer for global operations where I purchased supplies and equipment to meet mission requirements and developed commercial vendor relations. In addition, I received and shipped equipment and materials worldwide using various government and commercial methods; often having to meet stringent deadlines which required meticulous planning and creativity. I have been responsible for the oversight and storage of both unclassified and classified accountable property, which required great attention to detail ensuring that property records were current and accurate.

As a certified Contract Officer’s Technical Representative (COTR), I have managed both industrial and independent contracts. I was charged with coordinating the initial and incremental funding as needed. I monitored the personnel hours and tasks of the contracts to ensure that they were being fulfilled and approved monthly invoices for payment.

Served as a project manager for three years on a joint duty assignment in the role of Worldwide Fleet Manager in charge of over 400 vehicles for the National Reconnaissance Office. During this time I managed the department policy relating to vehicle operations to ensure compliance standards were adhered to. I coordinated with SAP IT developers to create a vehicle management application that captured vehicle mileage, maintenance, and repairs to ensure government compliance and mission readiness. I also developed a customer self-service application for vehicle reservations and usage. The data and information collected from the application was transferred in real time to the SAP vehicle management record, which increased the efficiency of the metrics data collected and helped forecast vehicle usage and replacement requirements.

I served in the role of a GS-15 position by providing oversight and managing a team of civilian contractors responsible for compliance and auditability of accountable property. My team was directly charged with ensuring processes and procedures were followed by the property custodians in order to successfully maintain Office of the Inspector General’s and congressional standards. My team achieved 100 percent auditability during my three year assignment.

During my nineteen-year tenure I have been awarded five Exceptional Performance Awards.

INNOVATIVE LOGISTICS TECHNIQUES (INNOLOG) (8/1/02 - 10/25/02)

Logistics Analyst (Temporary Contract)

Deployed to Cleveland Hopkins International Airport, Reagan National Airport, and Dulles International Airport to provide logistics support to the Transportation Security Administration as part of the Homeland Security federalization program. Conducted advanced site assessment in direct support of the Mobile Security Screening Force to include transportation, lodging, dining facilities, laundry facilities, and religious facilities. Set up mobile operation centers by drawing upon local resources, requisitioning office equipment and supplies. Created and improved asset control procedures, which reduced time lost during shift changes and increased positive control of equipment.

UNITED STATES NAVY (8/15/90 - 6/15/00)

Ordnance Logistics Manager (Held Security Clearance Level: SECRET)

Managed five ordnance accounts, in excess of $175 million, providing logistical support of global Navy/Marine Corps contingency operations. Maintained ordnance inventories using a retail ordnance logistics program based on an Oracle database developed specifically for the Navy. Produced inventory reports using Microsoft Excel, which were directed to the Commanding Officer for action. Was responsible for the requisitioning, receipt, expenditure, and issue of all ordnance assets for the command. Tracked the status of all requisitioned assets using automated reporting methods. Devised and executed asset storage plans by calculating space utilization and utilizing computer aided design (CAD) programs, which resulted in more efficient cargo carrying capabilities and more accurate asset accountability. Coordinated and directly supervised (as many as 60 personnel) the onloading and offloading of major shipboard ordnance movements. Implemented work and maintenance schedules and was personally responsible for meeting all project deadlines.

Qualified as a Weapons Line Coach, Small Arms Weapons Instructor, and Range Safety Officer.

Served in combat during Operation Desert Storm (1991) and the Liberation of Kosovo (1999).

Was awarded three Navy Achievement Medals for logistics support and two Good Conduct Medals.

WEST VIRGINIA AIR NATIONAL GUARD (12/7/85 – 4/20/90)

Air Cargo Logistics Specialist (Held Security Clearance Level: SECRET)

Processed cargo and vehicles, including hazardous materials, for air transportation operations. Coordinated cargo movement to and from aircraft and supervised the actual loading and unloading to insure safety of personnel and equipment. Processed transportation documentation for outgoing and incoming material. As a C-130 Aircraft Loadmaster, was directly responsible for in-flight operations and security of passengers and material, as well as the monitoring of aircraft systems.
