Operations Manager/ (Feb 2020 – Dec 2022)

Managed a staff of 20+ senior Government Service (GS) employees and Military Logistics subject matter experts to provide operational support, process improvement, training and guidance.

Oversaw the execution of the U.S. Naval Air Forces Pacific’s $560M budget that funded 89 Naval Aviation Squadrons. Tracked and audited the expenditure of the organization’s annual $547M aviation fuel and $19M specialty clothing, safety gear, and consumables budgets.

Personally, oversaw the training of 600+ logistics managers, technicians, and specialists that ensured each organization was able to execute its budget and all their financial programs adhered to U.S. Navy and Department of Defense (DoD) regulations and guidance.

Served as a senior Logistics Instructor at the U.S. Navy’s Center for Naval Aviation Technical Training Center.

Developed and delivered curriculum in a classroom setting to logistics professionals on aviation supply fundamentals. Audited 20 training courses and identified 75+ discrepancies; created a plan of action to correct the discrepancies and provided instruction and guidance to correct all issues. This resulted in making sure we were training the most up to date data within the fleet.

Served as the organizations purchasing Approving Official and oversaw the execution of a $160K annual budget. As the AO he was responsible for the accuracy of purchases to make sure his personnel followed all guidelines. The result of this was zero discrepancies and no fraud, waste or abuse had occurred.

Managed the distribution center that held 45K+ in aviation support equipment, schoolhouse equipment and office supplies valued at $23M. Conducted weekly, monthly, and semiannual inventories on all items in the warehouse. This resulted in 100% validity and 100% accuracy. Also enforced safety policies resulting in zero mishaps. Oversaw all incoming and outgoing shipments resulting in 100% distribution of all products.

AMMRL Program Manager / (May 2010 – Sep 2013)

Asset Management for all IMRL assets/Tools being stocked, shipped and received onboard the USS Essex.

Managed all COMNAVAIRFORs high value IMRL assets according to COMNAVPACFLT Policies and procedures to maintain audit and inspection procedures. Managed over 5K items valued at over $18M. Maintained the program by conducting spot checks, monthly and annual inventories with 100% accountability and accuracy. Additionally, oversaw maintaining the correct disposition of all items aligned with DRMO procedures.

Through monthly meetings with the work center representatives and the chain of command, we collaborated and discussed, forecasting for the need of new assets or the need to deplete assets. Furthermore, collaborated in discussing avenues directed by Illustrated Parts Breakdown (IPB) changes.

Maintained all Shipping and Receiving records for all IMRL assets to provide that 100% accountability. Provided the receiver with a copy of the 1149, tracking number and signature to show transparency in the shipment process, and submitted 1149 requests to supplier/IMRL manager.

Managed the tool control program, conducting spot checks, monthly and annual inventories to stay compliant with CNAP’s audit and inspection procedures. Cumulatively in charge of 2K in tools valued at over 80K. These inventories and due diligence produced 100% in accountability and accuracy. We maintained our standards set by the Foreign Object Damage program, that every tool is accounted for at all times. Anytime a tool was broken, we disposed of it with the correct DRMO procedures.

S6 Leading Petty Officer/ Minor Property Manager / Database Administrator / (Sep 2008 – May 2010)

Served as a senior Logistics Manager for S-6 onboard the USS Bonhomme Richard.

Managed 15-20 junior sailors on all daily, weekly and monthly tasks. This would include training, receiving of parts, proper storage procedures and inventories. There were 15 storerooms that ranged in size with various aviation consumables and repairable items. I managed over 30K in parts that valued over $120M within all storerooms. All spot checks, LAPS and inventories were conducted within SURFPAC policies to maintain compliance.

As the minor property manager for the Supply department, I oversaw and managed the inventory of all 300 assets with 100% accountability. I maintained the custody cards for each item with the customer signature acknowledging receipt of material.

With the responsibilities as the DBA, I would assign access to each sailor based on the need of their job requirements, this was for all users that required NALCOMIS access. I also maintained all stock records when required change came from our monthly change notice out of R-Supply. I would extract all high priority requisitions from the ERP(NALCOMIS) system and submit them off-line to OneTouch for higher visibility.
